Immigration Issues and Travel Restrictions

Immigration refers to the permanent resettlement of an individual from one country to another, either with legal authorization or without. Travel refers to shorter stays that are intended to be temporary. Both immigration and travel are subject to a variety of restrictions in countries throughout the world, and immigration has often been a source of social and political controversy. The government's ability to restrict entry is rooted in the core principle of national sovereignty that every nation has a basic right to protect itself by controlling its borders. Among the long-standing grounds of inadmissibility have been health-related reasons, along with disfavored political views, affiliations with terrorist organizations, involvement in international political conflicts, convictions for certain types of crimes, and personal characteristics such as sexual orientation. In the United States, a federal law, known as the Immigration and Nationality Act (INA), sets the terms for who may be admitted and lists several of these grounds. Since 1987, the United States has banned noncitizens with HIV from entering the country without a special waiver. Regardless of HIV status, every person who is not a U.S. citizen must establish that he or she is admissible to receive official permission, by a visa or otherwise, to enter the United States for any length of time. Few issues in U.S. immigration law have caused as much controversy as this exclusion. The reasons behind it are complex, reflecting ignorance and bias about HIV together with insular instincts that long have shaped the entire body of U.S. immigration law.

MEXICAN GOVERNMENT BEGINS NEGOTIATING IMMIGRATION ISSUES WITH BUSH ADMINISTRATION The Mexican government is urging the Bush administration to allow more Mexicans to enter the US legally and to legalize the status of those already working in the US. In a meeting last Wednesday, Mexican representatives presented the proposal to US officials, hoping that the promises made during the February meeting between Mexican President Vicente Fox and US President George W. Bush to improve the cross-border relationship between the two countries will lead to an easing of immigration restrictions.
The meeting was between high level representatives of both countries, with Secretary of State Colin Powell and Attorney General John Ashcroft representing the US and Foreign Minister Jorge G. Castaneda and Interior Minister Santiago Creel representing Mexico. The Mexican representatives presented four primary issues: legalizing the status of Mexican workers in the US, border safety, increasing the number of immigrant visas available to Mexicans, and creating a guest worker program.

THE ABC’S OF IMMIGRATION - ISSUES IN LOSING CITIZENSHIP Many people believe that once they become a citizen of the US, they will always remain so. In fact, this is not always the case, even for people who are US citizens by birth. This week, we will discuss in more detail what can cause a person to lose their citizenship, and how, in some cases, the person can prove the government wrong and regain their status as US citizens.
There are seven basic ways in which US citizenship can be lost: Being naturalized in a foreign country, upon the person’s own application made after reaching 18 years of age; Making an oath or other declaration of allegiance to a foreign country or division thereof, again, after reaching 18 years of age; Serving in the armed forces of a foreign country if those armed forces are engaged in hostilities against the US, or if the person serves as an officer;

in Counter-Terrorism Legislation Human Rights First welcomes progress, but calls for improvements on detention language – and removal of troubling new provision that could hurt asylum-seekers In the aftermath of the September 11 attacks, the U.S. government has the authority, indeed the duty, to take every reasonable step to ensure security for everyone in the United States. As one of its first official responses, the Bush Administration has proposed counter-terrorism legislation for fast-track approval by Congress. Congress is now debating and negotiating this legislation, and Human Rights First welcomes the progress that has been made. For example, we are relieved that the Attorney General’s decision to label a non-U.S. citizen as a threat to national security would, under the current proposal, be subject to, at least, limited judicial review. At the same time, we remain deeply concerned that the proposed legislation would still allow for the indefinite detention of some non-U.S. citizens. We are also disturbed that a new provision in the House bill could put genuine asylum seekers and their families in serious danger by allowing U.S. officials to disclose sensitive information to the governments from which the refugees have fled.

The benefits of open immigration

Thomas Jefferson emphasized this basic part of the American heritage, taking note of "the natural right which all men have of relinquishing the country in which birth or other accident may have thrown them, and seeking subsistence and happiness wheresoever they may be able, and hope to find them." The Libertarian Party has long recognized the importance of allowing free and open immigration, understanding that this leads to a growing and more prosperous America. We condemn the xenophobic immigrant bashing that would build a wall around the United States. At the same time, we recognize that the right to enter the United States does not include the right to economic entitlements such as welfare. The freedom to immigrate is a freedom of opportunity, not a guarantee of a handout.

U.S. Government Arrests Owner and Employees of the Porges Law Firm Robert Porges, owner of the Porges law firm, was recently arrested along with many of his employees for helping to bring thousands of illegal Chinese immigrants to the United States. Among other things, Porges was charged with 1) filing fake asylum documents, 2) assisting smugglers in kidnaping immigrants until they could pay outrageous smuggling fees, 3) assisting smugglers in evading immigration officers, and 4) counseling clients to lie to immigration judges. Robert Porges, 61, is a 1962 graduate of Harvard Law School. The Porges law firm was the largest political asylum immigration law firm in the United Stats. It is estimated that Porges and his wife, Sheery Lu Porges, earned over $13 million dollars brining illegal immigrants to the United States. The government is currently seeking the forfeiture of $13.5 million dollars worth of the couple's assets. Mary Jo White, U.S. attorney for the southern district of New York, stated, "The Porges firm greedily and cruelly exploited a cherished American value asylum for the world's oppressed and corrupted the system through which it is granted."

Press Release: Semiconductor Industry Teams with U.S. Government SAN JOSE, Calif., Aug. 10 /PRNewswire/ The U.S. semiconductor industry and the federal government have formed a new microelectronics Focus Center Research Program targeting the most challenging technological problems the industry faces in the future. The Focus Center Research Program is negotiating with university consortia led by University of California at Berkeley and Georgia Institute of Technology over multi-million dollar research and development contracts that will study new methodologies in designing, testing and connecting microchip components. Upon the successful review of the first two centers, the industry plans to establish four additional focus centers nationwide, which will lead the research efforts of a multi-university network. Funds for the focus centers and participating universities will provide salaries for students and faculty, along with equipment and upgraded facilities. The program is the most ambitious research project the U.S. semiconductor industry has undertaken since 1987 when it formed SEMATECH, a consortium of U.S. chip manufacturers created to establish U.S. leadership in manufacturing and process technology.

The first Guild lawyers supported President Roosevelt’s New Deal, assisted the emerging industrial labor movement, and opposed the racial segregation policies of the American Bar Association and the larger society. Thailand: DON'T BUY THAI
I know full well that this will hurt people in the short run.
The boycott of South Africa economically hurt a lot of South Africans and it
took many years until apartheid was removed, but we all rejoice that we did
the boycott and it worked.
Similarly, if we DON'T BUY THAI until the Thai government stops allowing the sale of children to Thai and non-Thai men, this will have a beneficial effect on all Thai women. Most prostitutes in Thailand, AS IN THE U.S., started out
