What is the purpose of this program?
We help people with disabilities find and keep jobs. Our goal is to help our customers find quality employment that pays a living wage and offers a chance for advancement.
Who can receive these services?
Many people with disabilities of working age (16 - 64 years old) are eligible for VR services. To be eligible, they need to have a significant physical or mental impairment that makes it difficult to go to work.
What services are offered?
Our staff talk to people about their employment needs and help them find a job or get ready to go to work. They also make sure that people have the supports they need to stay on the job.

School District No. 428 School District No. 428 continued to provide successful academic programs during FY 2002. Several obstacles for the school district occurred during the year. Due to budget issues, college vocational programs were to be eliminated in all adult facilities. Plans began to develop on how the school district and the facilities would fill the gap that these programs provide. The vocational programs were then reinstated and classes were again filled. The number of students on vocational wait lists began to increase.
During FY 2002, the school district employed staff at two new facilities, Lawrence Correctional Center and IYC-Kewanee. Nine educational staff members were hired for IYC-Kewanee. Seven educational staff and six vocational staff were hired for Lawrence Correctional Center.
A nail technician program was added to Lincoln Correctional Center. This program will give the female offenders a new vocational program to enroll in and complete a certificate.

Philip L. Dixon has been the Voc/Tech associate principal for 12 years. He started teaching in 1968 and taught at ISD for 3.5 years before becoming principal. Dixon earned his bachelor's degree in industrial arts within the field of applied science, a master's degree in industrial education and technology, and an educational specialist's degree in educational administration from Western Illinois University. Dixon is responsible for the overall Voc/Tech educational and career development programs. He states, "Advancements in technology have brought broad, sweeping changes in the workplace, and my professional staff are responding to this challenge. They are accomplishing this task through in-service, communication with businesses and industry, and interaction within the community through private sector partnerships. Coupled with experience and the latest technical knowledge, the staff is doing an admirable job which in turn makes for exemplary programs.     The ISD 0-3 Parent-Infant Program brings together parents, their child who is deaf or hard of hearing, and a variety of professionals to work as a team to develop the language and communication skills of the child as well as to provide parent education, family support, and efficient transitioning into appropriate services and programs when the child turns three. Individual and group sessions focus on language development, communication skills, and auditory development as agreed upon in the Individual Family Service Plan. These skills are developed following the preferred communication mode of the family. Staff members are qualified to use sign language as well as auditory/oral and auditory-based methods and have experience working with children who use both hearing aids and cochlear implants.
    Parent-infant services are available to any Illinois family with a child who is deaf or hard of hearing under age three living within 100 miles of Jacksonville. The program is located in the Kline House which is a functional, model home in the Main Building on campus. It is conducive to natural learning in a home-like atmosphere, and demonstrates how to enhance the infant's home environment for accessibility and personal development.
    Scheduling is developed to meet the unique needs of each family. Options include participation in individual home or center-based sessions, weekly and monthly play groups, interaction with other parents and infants, sign language classes, parent workshops, evaluation and assessment, and transition planning.

    Greening Schools Grant Program
    As part of Governor Blagojevich's Safe and Healthy Schools Initiative, the Illinois EPA has created a special grant program to fund environmental improvement ("greening") projects and activities at K-12 schools in Illinois. Funding for selected projects will be available to purchase products and/or equipment that will improve indoor environmental conditions, reduce waste and enhance energy efficiency. Grants will generally range from $500 to $2,500. To apply, schools must complete a grant application form including a summary of the proposed project, requested budget amount, expected results and timelines, and how success will be measured. A one page final report will be required within 90 days of completion of the project or activity.
