In February 1999, the Illinois Board of Higher Education, the Illinois Community College Board, and the Illinois State Board of Education endorsed the creation of a P-16 Partnership Agreement. Under the leadership of the Deputy Governor for Education and the Joint Education Committee, the chief executive officers of the education agencies and their staffs have worked together to improve student preparation, teacher preparation, and the implementation and integration of technology in all levels of instruction. One of the most tangible results of this sustained focus on joint educational priorities is the successful submission of a grant proposal to the federal Title II Teacher Quality Enhancement State Grant Program that resulted in a $4.3 million grant over three years.
The Illinois State Teacher Quality Enhancement (TQE) grant entitled A Common Vision: Teacher Quality Enhancement in the Middle Grades in Illinois, is a collaboration of the three principle educational agencies in Illinois-the Illinois Board of Higher Education (IBHE), the Illinois State Board of Education (ISBE), and the Illinois Community College Board (ICCB). The Illinois Board of Higher Education serves as the lead agency. The Illinois State TQE grant has the following objectives:

will need a part-time Latin teacher for the upcoming school year. Presently there are 8 sections of Latin; I teach 5 and another teacher has 3. He is retiring at the end of the school year because of health problems. Next year there will be 7 sections of Latin so we need someone to teach 2 first year Latin classes. We have several other openings so this could be combined with another major/minor such as Spanish, social studies, Eng. September/October 2001 Keeping track of re-certification for Illinois teachers by Lynn Bush and Karen Becker Lynn Bush is an assistant professor with Northeastern Illinois University in Western Springs, Illinois. Karen Becker is an associate professor with St. Xavier University in Chicago. As schools continue to move toward additional educational reform, one fact that remains obvious is that a school plan for professional development for teachers is strongly needed. The majority of Illinois administrators, school board members, teachers and parents would agree and need to know what current law requires. Senate Bill 556, which became official in July 2000, addressed three levels of certificates for Illinois teachers. Level One teachers can obtain an initial teaching certificate after completing an approved teacher education program, while Level Three addresses teacher certification for those individuals who have achieved National Board Certification and are recognized as master teachers. The vast majority of teachers in Illinois are at Level Two. Level Two includes teachers who held a standard certificate prior to February 2000. When it is time for certificate renewal, each teacher will need to show proof of continuing education or professional development in the form of Continuing Professional Development Units (CPDU) (

Elementary Certification The elementary certification program of study in the MAT program is designed to provide those who have already earned an undergraduate degree (without certification) with the course work that satisfies Illinois elementary certification requirements, including the middle school endorsement. Additional required courses and electives enable the prospective educator to blend theoretical and research-based perspectives of education with practical, hands-on instructional strategies. The elementary certification program of study requires 32 hours with the thesis option or 36 hours with the non-thesis option. Many certified teachers in Illinois must engage in professional development activities in order to renew their certificates. A variety of activities will generate credit, and several forms of credit can be earned. Among the creditable activities are workshops, institutes, seminars, symposia, conferences, and other similar training events. Professional development activities that are included in a teacher's Certificate Renewal Plan generally must address the following criteria:
  • They must advance knowledge and skills in the teacher's area(s) of certification, endorsement or teaching assignment; They must develop the teacher's knowledge and skills in one or more areas defined as state priorities; They must address the knowledge, skills, and goals of the school improvement plan in the teacher's school (if the school where the individual teaches is required to have a school improvement plan); and They must expand the teacher's knowledge and skills in an additional teaching field or help the teacher acquire another teaching certificate, endorsement or relevant education degree.

NOTICE!!!NOTICE!!!NOTICE!!! I.S.B.E. Standard Certificate Revisions Update (10-27-03) Effective immediately, all subsequent certificates issued to
Illinois teachers who hold a Standard Certificate will be issued as Standard Certificates. In other words, once an individual has earned one Standard Certificate, all additional certificates will also be at that level. We will reissue the certificates of individuals who are affected by this change in policy (which is made possible by a recent change in our rules) and we will also modify the TCIS so that the certificates show up at the appropriate level. This is the result of rule changes that were final last week, and it should provide both consistency and clarity for teachers and administrators. At this point, out of state teachers with more than four years of experience will still be given Initial Certificates unless they have a master’s degree in an educational field and therefore have met the requirement for the Standard Certificate. This is consistent with the law on this topic.
