Time: 8:30 a.m. until 3:00 p.m. Where: The Linder Conference Center, Lombard, IL 600 E. Butterfield Road How much: $25.00 covers it all! One-hundred new biology, chemistry and physical science teachers will spend the morning learning about Sargent Welch's Comprehensive forensics units, coupled with Smart Technology (Smartbards and Smart Podia) Demonstrations linked to the science classroom. After lunch, new teachers will network with their colleagues and work with selected master teachers in their content areas. Demonstrations, labs, classroom tips and techniques, ect. Program Description
The Master of Science/Mathematics Education (Teacher Certification Option) is designed for individuals who already possess a Bachelors degree (preferably in an area of science or mathematics) and wish to pursue both a teaching certification and a Masters degree. This accelerated course of study allows the student to achieve certification and a Masters degree in just 45 credit hours instead of the 54 credit hours that would be required if certification and Masters degree were pursued separately. Thank you for the opportunity to speak to this Committee of the Whole about an issue that is vitally important to this state - public education and the administration of public education in Illinois. My name is Jim Dougherty, and I speak to you as President and on behalf of the 90,000 members of the Illinois Federation of Teachers. I also speak as a former Biology teacher at Niles North High School. I retired after a 36-year teaching career. From both those vantages, I can say that the Illinois State Board of Education has been a source of frustration over the years. Policy and budget decisions made by the superintendent, board and management continue to make the job of providing services to Illinois school districts and educators more difficult for ISBE professional and support staff.     is sometimes summarized by saying that the most important factor in predicting a student's academic success is the school's zip code (meaning the socio-economic makeup of the school). "With little fanfare, President Lyndon B. Johnson's administration released a two-volume report on July 2, 1966. That report, On Equality of Educational Opportunity, is now widely regarded as the most important education study of the 20th century. The report written by the sociologist James S. Coleman found that a child's family background and the school's socioeconomic makeup are the best predictors of academic success."
    IQ TEST CAN MAKE THE DIFFERENCE BETWEEN LIFE AND DEATH
    The year in which IQ is tested can make the difference between the eligibility of children for special services, because IQ scores tend to rise 5 to 25 points in a single generation.
    This so-called "Flynn effect" is corrected by toughening up the test every 15 to 20 years to reset the mean score to 100. A score from a test taken at the end of one cycle can vary widely from a score derived from a test taken at the beginning of the next cycle, when the test is more difficult, says Stephen J. GROSSMAN STAFF REPORTERS This past spring, a group of Chicago children learned their lessons from a teacher who had flunked 24 of 25 tests of teacher competence. In Elgin District 46, students studied the English language with a teacher who had failed 21 of 21 tests for teachers. That included nine of nine Basic Skills testsan exam so easy, experts say, an eighth- or ninth-grader should pass it on the first try. And in Aurora last school year, a group of elementary children took classes from a teacher who failed 15 of 16 teacher competency tests. The three teachers were among hundreds employed full time last year in Illinois public schools who had not passed both a Basic Skills test and a subject matter test. Both must be passed for a regular, or "initial," Illinois teaching certificate. Far morenearly 5,250failed at least one Illinois certification test, though most went on to pass later. Such teachers stood at the head of classrooms and taught more than 180,000 Illinois children last spring, a Chicago Sun-Times investigation found. With calls for improved student achievement echoing across the state and nation, the Chicago Sun-Times analyzed the achievement of teachers on tests meant to gauge their competence. It examined the results of nearly 166,000 Illinois certification tests taken by more than 67,000 public school teachers who taught full time last school yearmore than half of the state's public teaching force. All had been tested since Illinois began giving its own certification exams in 1988.

    The Chicago Sun-Times analyzed test certification records for every Illinois public school teacher who had taught full time last school year and had been tested since 1988. The state’s worst flunker failed 24 of 25 teacher tests. In Chicago, one of every 10 teachers tested flunked a Basic Skills test so easy a high school freshman should be able to pass it. And some freshmen who took a sample version did pass.
    Short-changing the neediest Children in the highest-poverty, highest-minority, lowest-achieving schools are about five times more likely to be taught by teachers who failed at least one certification test.

Illinois State Law requires all educators to hold certificates and meet all qualifications in administrative and instructional areas.     North Park's Teacher Certification is designed for students who possess an undergraduate degree recognized by the Illinois State Board of Education and wish to return to become certified to teach. Our program is a non-degree program preparing you for Illinois state certification requirements. The Illinois certificate is recognized as a professional credential and is transferable to many other states. North Park offers four certificates:
    • Childhood, infant-grade 3 (type 04) Elementary, K-9 (type 03) Secondary, 6-12 (type 09) K-12 (type 10)
    The components of each program include:

    Program length will vary from student to student. In order to complete our program, every student must fulfill the state mandated general education courses.     Having won their lawsuit against the Illinois State Board of Education (ISBE), advocates for the disabled are now pressing the state for extra money to help Chicago carry out its plan of inclusion and for a new way of certifying special education teachers. The ISBE presented a remediation plan in April, but the plan was rejected by the plaintiffs in the class action lawsuit and by attorneys for the Chicago Public Schools (CPS). At press time, a revised plan was due May 28. ISBE officials declined to comment on the proceedings. "Our main concern is that ISBE keeps saying it wants to augment our settlement, but throughout its proposal it doesn’t," says CPS attorney Kathleen Gibbons. "In much of our response, we are saying that if this is what the ISBE is proposing, we can’t meet the settlement agreement." Gibbons says CPS is particularly concerned that the ISBE has not offered "resources and technical assistance." The plaintiffs want supplemental funding to assist schools in developing inclusion classrooms, and they want the state to pay for informational meetings with parents, an information package for teachers, administrators and parents, and a web site that would provide in-depth information on the least restrictive environment mandate and its implementation.

    Teacher Certification On Tuesday, April 4, 2000, representatives from the Regional Superintedent of Schools' office made a presentation at SHG on the new Illinois law on teacher certification. Some of the highlights of the meeting follow. The new standard certificates will have a life of five years and will have a registration fee of $25.00. Once the teacher has received a new certificate, he or she must participate in the new Certificate Renewal Process. This process requires the teacher to prepare and implement his or her own Certificate Renewal Plan. Each Certificate Renewal Plan will be based on at least three personal goals and will contain specific activities. This plan must receive the approval of a Local Professional Development Committee (LPDC). Once the plan is approved, the teacher must complete activities according to the plan. All this will be required during each five year period of certificate validity in order to have the certificate renewed at the end of that time. Different forms of "credit"

    Persons who are seeking a Master Certificate with proof of successfully completing the NBPTS process need not submit a fee: state law recognizes the achievement and waives the fee. These persons must still complete the application form and submit it and other documents, including transcripts and a copy of their and a copy of their National Board certificate, to a regional office of education. Effective August 1, 1995, Illinois joined the Interstate Certification Agreement If you are currently working or have a job pending, you may submit a letter from your employer requesting a Priority Rush. Priority Rush requests on transcript evaluation applications should be processed by the state office in approximately six weeks.     Summary of Forum Proceedings Prepared by Sabrina Laine Introduction On June 23 Summary of Proceedings Teacher Quality: The Title II Vision and its Role in North Carolina Teacher Quality Activities Morning presentations provided seminar participants with an opportunity to hear from the Director of the Title II Teacher Quality Enhancement Program at the U.S. Department of Education, Dr. Ed Crowe and Dr. Kathy Sullivan , Director of Human Resource Management at the North Carolina Department of Public Instruction. The Title II Vision Dr. Crowe’s presentation provided participants with not only a background on the development of the Title II reporting requirements in the 1998 Higher Education Act, but also the opportunity to envision how the Title II requirements can be used to further improve teacher quality reform within Illinois. Crowe suggested that many states across the nation have teacher quality programs/ initiatives that are "program rich and system poor," meaning states have a number of initiatives under way working independently of each other. According to Crowe, few states have developed a strong systemic structure that ensures quality teachers are generated and supported from their preservice teacher training through their careers as certified/ master teachers. It was for some of these reasons, reports Crowe, that the Title II grants program and reporting requirements were instituted.
