Illinois Teacher Certification Tests
Undergraduate and graduate students who are seeking teacher certification in elementary and secondary education are required to pass three State of Illinois tests:  Basic Skills Test, Subject-Matter Knowledge Test, and Assessment of Professional Teaching Test. Basic Skills Test Prior to admission to the College of Education, all applicants must pass the Illinois Certification Testing System (ICTS) Basic Skills Test. A Registration Bulletin on the Illinois Certification Testing System is available through the College of Education and the Regional Office of Education.  The Bulletin contains the test dates and test sites as well as registration forms and instructions.  Internet registration is available at www.icts.nesinc.com .  A study guide may be downloaded from the ICTS website at www.icts.nesinc.com .  In the College of Education, students may register for ONLY six semester hours of course work prior to passage of the Basic Skills Test.  Further registration will be denied until the test is passed.  Aurora University's Learning Center offers Basic Skills review sessions (630-844-5520).

Certification Requirements
The Illinois teacher certification system has three tiers: (a) Initial License, (b) Standard License, and (c) Master Teacher Certificate. See the Minimum Requirements Booklet for complete details. To obtain the Initial License, candidates are required to graduate from an accredited teacher education program at one of the State's universities.Here you will find information about graduation from Illinois State University's nationally accredited Physics Teacher Education Program Teachers who hold the Initial License must progress to the Standard License after three years.

OH WHAT A TANGLED WEB WE WEAVE.... ALL CURRENT TEACHERS AND STUDENTS TO BE AFFECTED BY CHANGES IN TEACHER CERTIFICATION:"PREDOMINATELY NON-CATEGORICAL"
Near the end of the over 5-hour July 28, 2000, Illinois legislative hearing on special ed certification, the Illinois State Board of Education (ISBE) was forced to distribute a document detailing how its proposed changes in Special Education Teacher Certi-fication would drastically affect CURRENT teachers AND students. Current teachers "should receive the new LBS I designation when they attempt to renew their current certificates" with current categorical endorsements. "But those categorical endorsements should have NO meaning in terms of limiting the disability types [of students] holders of these new certificates may be required to service." So ANY CURRENT special ed teacher could be required to teach ("service") all students with emotional and behavioraldisorders, physical disabilities, autism, mental retardation,learning disabilities, other health impairments, or traumaticbrain injury.

Project Type: Statewide/Urban During a five-year period, this program will recruit, certify, and induct as many as 440 new teachers for high-need schools. Building on existing alternative certification models developed by the Golden Apple Foundation, the Associated Colleges of Illinois (ACI), and the Chicago Public Schools, the Transition to Teaching Program will target mid-career professionals and recent graduates of ACI institutions. The use of provisional employment as a condition of admission to the program, immediate placement in high-need schools, and comprehensive induction and mentoring will help these new teachers acculturate and provide them with incentives to remain in service at their schools. Project Type: Local/Urban Mathematics and science professionals with at least five years of work experience are being prepared to teach middle and secondary school mathematics and science in Illinois. Candidates immerse themselves in an intensive problem-based summer teacher preparation program followed by a paid, year-long, mentored teaching internship in a local school. Successful candidates receives Illinois teacher certification and, as a result of their teacher preparation program, they are able to implement standards-based learning experiences that foster inquiry, problem solving, and making connections within and among mathematics, science, and real-world situations. New teachers remain connected to Benedictine University for continuing professional development during their critical induction years.

The funding will be used to establish an online math teacher certification program that will be offered by UIS for the first time this fall. The program will become a national model for addressing the shortage of math teachers by providing those who aspire to teach with the opportunity to make a mid-career change. SPRINGFIELD - Chancellor Richard Ringeisen announced today that the University of Illinois at Springfield has received a quarter of a million dollars in federal funding to help address the shortage of mathematics teachers in the state of Illinois. According to Dr. Ringeisen, the program will become a national model for addressing the shortage of mathematics teachers by enabling those who aspire to teach with the opportunity to make a mid-career change. He said the state of Illinois projects a need for more than 600 new math teachers in 2005 and 650 in 2006.

    In December 1995, Bloom High School in Illinois fired Mike Maynard from his teaching position because of a 22-year-old conviction for marijuana possession. Maynard filed a lawsuit and has been campaigning to change the 1985 state law that required his termination (Julie Deardorff, "Fired educator fights state law," Chicago Tribune , September 27, 1996, s. 2, p. 1). In 1974, Maynard, then 20, pleaded guilty to possession of half an ounce of marijuana that police discovered in his car after a minor traffic accident. Maynard paid a $100 fine and thought the incident was over. After a routine background check revealed his past conviction, Maynard was fired. Illinois state law requires schools to fire teachers who have been convicted for certain crimes, including misdemeanor drug offenses, but not murder or robbery. "We did what we were bound to do by state law," said Bloom Township District 206 Board President George Michael. Maynard, 42, immediately sued the Illinois State Board of Education, the Illinois Teacher Certification Board, and Bloom County District 206 to get his teaching position back. The teacher says the law is unconstitutional because it punishes him retroactively and does not allow him to appeal. "The intent is good, but the message to kids with this law is: 'Don't bother trying if you've made a mistake in the past because you've messed up for the rest of your life,'" said Maynard.
