Accountability: Private Business and Vocational Schools The following is the Statement of Purpose from the Illinois Compiled Statutes 105 ILCS 425 for the Private Business and Vocational Schools Act, amended July 24, 1998: s 1.2. It is the purpose of this Act to provide for the protection, education and welfare of the citizens of the State of Illinois; to provide for the education, protection and welfare of the students of its private business and vocational schools; and to facilitate and promote quality education and responsible, ethical business practices in each of the private business and vocational schools enrolling students in this State.
The Certificate of Approval must be displayed in a prominent location at the school to serve as public notice that it meets the minimum requirements of the law and may operate in the State of Illinois. Schools must renew their approval status annually through an application process which verifies their continued compliance, success in delivering quality training programs and financial stability.

What is happening to Illinois schools?
    All over the Chicago area and all over the state, parents are talking about very odd developments:
    • first graders not being taught the mechanics of reading, and being told to guess at words by their shapes
    • second graders asked what "color" math is
    • fourth graders who have never had any real substance in history or geography
    • fifth graders told to choose from an odd selection of "award-winning" books with depressing topics
    • a lone sixth grader reciting his report on Britain the only exposure his grade-school classmates will ever get to English history
    • seventh graders doing a unit on rainforests (for the third time)
    • graduating eighth graders who can't do math without a calculator, can't identify major cities, states or nations of the world on a map, and who have never heard of Copernicus, Renoir, Napoleon or Frost
    How can this be, in a state that speaks of its "strong state standards" for education? How can this be, in towns and suburbs groaning under huge property taxes to pay for their lavishly-funded local schools? How can this be, when the average district superintendent makes more than the Illinois governor?

Illinois FIRST and Public Schools What is Illinois First? Illinois FIRST stands for the Illinois fund for I nfrastructure, R oads, S chools, and T ransit. Gov. Ryan signed this five-year, $6.3 billion package into law in May 1999. $1.1 billion of that $6.3 billion will be spent on Illinois public schools. The State chipped in another $153 million for school construction as of July 2000. Adding up those new funds and the $1.1 billion in local matching funds, the state legislation will leverage a total of $2.5 billion available for public schools over the next five years. Illinois FIRST school construction dollars are allocated by the Illinois Capital Development Board’s (CDB) School Construction Program. Before districts can receive State funding, they must first apply for eligibility through the Illinois State Board of Education (ISBE). All eligible districts are then ranked according to need. Schools suffering from man-made or natural disasters, overcrowding due to population growth, or aging buildings are given highest priority. Eligible districts are not guaranteed funding and may reapply by July 1 st of each fiscal year if they have been denied funding. The School Construction Program only funds the construction of academic space, administrative and support areas, off-site improvements, and moveable equipment.

Fact Sheet for Parents and Teachers Background
The School Violence Tipline provides a means for students to anonymously report threats of violence and weapons violations on school grounds. The tipline is answered by trained Illinois State Police telecommunicators who will refer the reports to local law enforcement agencies. Moreover, if the caller is distressed or overly agitated the telecommunicator can immediately forward the call to a local mental health crisis worker. The Office of the Attorney General distributes posters and magnets to schools to inform students in Illinois about this toll-free tipline. When discussing the tipline with your children or students,
stress the following: In the event that you feel threatened, know of a possible act of violence, or find out about a weapon but are unable to confide in a trusted adult, the tipline is an anonymous way to relay the information. However, you should call the tipline only of you feel it is impossible to talk to a trusted adult first. Confiding in a person you trust is by far the best way to deal with information about school violence. The School Violence Tipline was created to give you an anonymous way to report any threats of violence or weapons you might know about. You should call the tipline only in those situations where there is no immediate threat of violence to you or your fellow students. (For example, if the student heard one classmate threaten another or saw a weapon in a classmate's locker.)

Certification Application Procedure by Entitlement for Illinois School Service Personnel or Administrative Certificate
The Administrative Certificate valid for supervising and administering in the common schools may be issued to persons who have graduated from a recognized institution of higher learning with a master's degree and who have been certified by these institutions of higher learning as having completed a program of preparation for one or more of these endorsements. Such programs of academic and professional preparation required for endorsement shall be administered by the institution in accordance with standards set forth by the State Board of Education in consultation with the State Teacher Certification Board. The administrative or supervisory positions for which the certificate shall be valid shall be determined by one or more of 4 endorsements: General Supervisory, General Administrative, Chief School Business Official, and Superintendent. Each endorsement requires a separate fee and application. School Service Personnel certificates are endorsed in four categories: School Social Worker, School Psychologist, Guidance, School Nurse, and Speech and Language Pathology.

School Construction Program
To date, the School Construction Grant Program has benefited 497 school districts in every region of the state and provided over $3.1 billion in state funds for building and renovating local public schools. In FY04, $500 million was distributed in the most recent round of grants which will provide for new facilities to reduce student overcrowding and replace aged and crumbling buildings. This depletes all funds currently authorized for the program to date by the Illinois General Assembly. Senate Bill 3001 School Construction
Senate Bill 3001 is the largest continuous commitment to school construction ever launched by a Governor of Illinois. This program will provide $2.2 billion over the next four years to Illinois school districts for school construction and maintenance. In addition to money for school construction, this bill will provide $50,000 matching maintenance grants to school districts to assist with remedying health- life-safety issues facing school districts.
