    The ISD 0-3 Parent-Infant Program brings together parents, their child who is deaf or hard of hearing, and a variety of professionals to work as a team to develop the language and communication skills of the child as well as to provide parent education, family support, and efficient transitioning into appropriate services and programs when the child turns three. Individual and group sessions focus on language development, communication skills, and auditory development as agreed upon in the Individual Family Service Plan. These skills are developed following the preferred communication mode of the family. Staff members are qualified to use sign language as well as auditory/oral and auditory-based methods and have experience working with children who use both hearing aids and cochlear implants.
    Parent-infant services are available to any Illinois family with a child who is deaf or hard of hearing under age three living within 100 miles of Jacksonville. The program is located in the Kline House which is a functional, model home in the Main Building on campus. It is conducive to natural learning in a home-like atmosphere, and demonstrates how to enhance the infant's home environment for accessibility and personal development.
    Scheduling is developed to meet the unique needs of each family. Options include participation in individual home or center-based sessions, weekly and monthly play groups, interaction with other parents and infants, sign language classes, parent workshops, evaluation and assessment, and transition planning.

BOYS' DORMITORY - CULLOM HALL
A two-story brick, residential facility erected in 1936, Cullom Hall contains 19,536 gross square feet. It has a total of 26 bedrooms and each has an individual combination heat/air unit. Two large day rooms, ten bedrooms, a snack kitchen and the resident supervisor's office share the first floor. The second floor consists of 16 bedrooms and one dormitory parent office. A basement area is used for storage and is off limits to students. Ten child-care staff share around-the-clock coverage of this residential building. Maximum capacity of the dormitory is 48 students (two to a room).

"This is the sixth consecutive court to have upheld the constitutionality of this form of school choice," said Institute for Justice President Chip Mellor. "Today’s Illinois Supreme Court decision should bring an end to the constitutional battle over the tax credit law and help parents get the best possible education for their children regardless of whether the school of their choice is public, private or parochial."
This lawsuit is the second attacking the constitutionality of the tax credit. Earlier this year, the Illinois Supreme Court refused to hear a similar case filed by the Illinois Federation of Teachers that also challenged the constitutionality of the Illinois educational expenses tax credit law. The Institute represents Illinois families in that case as well.

In a significant victory for school choice supporters, Judge Thomas Appleton of the Sangamon County Circuit Court today dismissed the lawsuit filed by the Illinois Education Association and various other organizations challenging the constitutionality of the Illinois educational expenses tax credit law. The teachers' union and its allies had argued that the law, which provides a credit against state income taxes for twenty-five percent of tuition, book fees, or lab fees incurred by K-12 students at public or private schools up to a maximum of $500 per family, violated four provisions of the Illinois Constitution, two of which deal with establishment of religion. The court, however, rejected these arguments out of hand, finding that the tax credit was constitutional and going so far as to label one of the union's arguments "absurd." This lawsuit was the second attacking the constitutionality of the tax credit. Last December, Judge Loren P. Lewis of the Franklin County Circuit Court dismissed a similar suit filed by the Illinois Federation of Teachers, also holding that the credit is fully constitutional.

This digest is based on Libraries for the National Education Goals, by Barbara K. Stripling. By the year 2000, it is envisioned that our nation will have accomplished the six National Education Goals adopted in 1990 by the President and the governors of the United States. Since libraries are the only educational system available to everyone, regardless of age or affiliation, it is logical to turn to our nation's libraries to help to achieve these goals. To demonstrate the critical role libraries can and do play in support of the national education initiatives, an extensive literature review and analysis was undertaken (Stripling, 1992). This digest highlights the findings of that review.
GOAL ONE: BY THE YEAR 2000, ALL CHILDREN IN AMERICA WILL START SCHOOL READY TO LEARN.

In November, 1995, Byron Middle School Media Specialist Susan O'Neil was awarded the Progressive School Library Media Award at the annual ISLMA conference. The Progressive School Library Media Award is an award and monetary grant offered by the Winnebago Software Company and the Illinois School Library Media Association for the best implementation of innovative ideas by librarians/media specialists to enhance the lifelong learning of students.

May 4, 2004 SCHOOL OF THE ART INSTITUTE STUDENT WINS GOVERNOR'S MEDALLION IN STATE ARTISTS COMPETITION SPRINGFIELD - Injung Oh, a student at the School of the Art Institute of Chicago, was named winner of the Governor's Medallion of Excellence for her painting, "Recognition," at the Awards Ceremony for the 2004 Annual Collegiate Artists Competition at the University Galleries at Illinois State University on Tuesday, May 4.
Brenda Holmes, Governor Rod Blagojevich's deputy chief of staff for education, presented the Governor's award to Ms. Oh, who was the winner of one of four $1,000 purchase awards in the first-ever statewide art competition for undergraduate students at Illinois colleges and universities.
The juried competition was sponsored by Governor Rod R. Blagojevich, the Illinois Board of Higher Education, and the Illinois higher education community.
Other winners of purchase awards included:
  • Dalila Perez of Morton College, winner of the Federation of Independent Illinois Colleges and Universities Award for her prisma color painting, "Flora."
