Sorensen Part 1: What's Past is Prologue In 1800, the U.S. Congress established a library in the Capitol in Washington to serve the references needs of federal legislators. In 1839, the "People of the State of Illinois, represented in the General Assembly," met in Vandalia and created a "law and miscellaneous library, for the use of the Legislature and Supreme Court of this State." During the time between these two acts, the Library of Congress was destroyed and rebuilt and Illinois was settled, became a state, had four different state houses and began a wide range of internal improvement projects. Even after Illinois obtained statehood in 1818, the official creation of the Illinois State Library had to await 20 years of attempts to identify and fill the new state government's reference needs. Less that three months after declaring statehood, on March 2, 1819, while the state capital was still Kaskaskia, the General Assembly authorized the governor to exchange laws with the other states, which was the common practice at the time. During the following year, Vandalia became Illinois' second capital. Secretary of State Elias Kent Kane had the few books and records in his office loaded on a small ox-cart and moved through 100 miles of wilderness to the new capital. There, on Saturday, Feb. 3, 1821, Representative William Otwell from Edwardsville introduced a bill to the 2nd General Assembly "authorizing the purchase for the use of the state... [of] a library to consist of such books and maps as shall be designed by a committee of General Assembly." The bill was tabled a few days later and never acted upon.

Talking Book and Braille Service (TBBS)
is the site from which you can search the holdings of the Illinois State Library TBBS online catalog. This collection of more than 65,000 titles is available to Illinois residents who are participants in the Library of Congress, National Library Service for the Blind and Physically Handicapped program. Titles in audio and braille format are available. Program participants are eligible to order books online from this site.

A History of Children's Services at the Champaign Public Library, 1899 -1999 Elizabeth Fathauer and Mike Rogalla
At a time when only a handful of America's public libraries offered such services, and nearly eight years before Chicago would do the same, the Champaign Public Library opened a children's department in September 1899. Champaign was a pioneer in responding to the needs of children, and, a century later, is still committed to getting kids "reading and ready for tomorrow"—the theme for the Library's 1999 celebration of 100 years of service to children. A Place Just for Children Children's services are such a vital force in public libraries today that it is difficult to imagine a time when young people were not welcome within library doors. Early public libraries in the United States were intended for adults and children were admitted reluctantly, if at all. But with society's changing view of childhood, the expansion of libraries, and the increased availability of books and periodicals for young people in the mid-nineteenth century, the time was ripe for the development of a service designed uniquely for children. In 1895, the Champaign Public Library offered nearly 700 titles for children. By that time, the library profession was beginning to consider service to children one of its most important missions and a valid area of specialization. What was still missing in Champaign and most other communities was a special place for librarians to reach children. Without a children's room, the Champaign Public Library shelved juvenile books among the adult fiction titles, and children searched for books among the adults—some of whom regarded their youthful presence as an annoyance.

    "The Dream: Becoming Library Fundraisers" is a project of the Library Community Foundation, with the assistance and collaboration of public libraries, library systems and library supporters throughout Illinois. Find out more about IL libraries.
    The Project Plan
    The project, "The Dream: Becoming Library Fundraisers," was undertaken from October 2002 through July 2003. It was comprised of two phases: 1) Strategic Assessment, 2) Strategic Plan Development. Find out more about the project. Effective Fundraising Vehicles for Libraries Online Resources

    Library directors and trustees identified "Assisting libraries in identifying and securing" grants as the most important service LCF can offer their libraries.
    For many Illinois libraries "fundraising" is synonymous with "grantwriting." Grant funds are the primary source of philanthropic income for these libraries, and staff efforts in fundraising are centered on grantseeking. In the Illinois library world, grantseeking is often narrowly focused upon grants made available through the Illinois State Library. These grants have been widely publicized, are tailored to libraries, and are "familiar" ground.
    The Illinois State Library maintains a comprehensive site on grants available to Illinois libraries through the State Library. This site includes a comprehensive overview to each type of grant available, the timetables and complete applications. A list of successful grant-funded projects is also available at "Grants you'll wish you thought of." Visit the Illinois State Library grant website for more information.

    Digital Library Product Demos

    In conjunction with its review of digital library software products, the ILCSO Digital Library Products Committee (DLPC) has arranged for public demonstrations from the six vendors that remain under consideration. The vendor demos will be held on June 15 and June 16, in Champaign. The purpose of these demonstrations is to provide general, high level views of these vendors' digital library products, in order to familiarize the ILCSO community with the capabilities of these products and services. While these demonstrations are free and open to the ILCSO community, registration is required.
