What is the function of the Office of Executive Inspector General? The function of the Office of Executive Inspector General is to investigate allegations of wrongful acts or omissions committed within the agencies, boards, or commissions responsible to the Governor or the vendors doing business with those agencies, boards or commissions. When should I contact the Office of Executive Inspector General? You should contact the Office of Executive Inspector General whenever you suspect or witness a wrongful act or omission by a state employee or vendor of the state. What types of complaints does the Office of Executive Inspector General investigate? The Office of Executive Inspector General investigates alleged violations of any law, rule or regulation committed by any state employee responsible to the Governor or vendor doing business with an agency responsible to the Governor. In other words, the office investigates allegations of waste, fraud, abuse, or corruption including, for example, ghost payrolling, bid rigging, theft, abuse of state property, procurement fraud, and abuse of time, among others. Procedures for Investigating and Reporting Misconduct
and Incidents at State Facilities State Official Employees Ethics Act established among other things, the Office of Executive Inspector General (“OIG”) to investigate misconduct in agencies, boards and commissions directly responsible to the Governor. Title 20, ILCS Section 2605/2605-50 established the Illinois State Police, Division of Internal investigation (“ISP/DII”) to (i) initiate internal State Police investigations and, (ii) investigate allegations of official misconduct by State office holders and employees directly responsible to the Governor, as directed by the Governor. To clarify the duties and responsibilities of the OIG and the ISP/DII, I hereby establish the following procedures for investigating and reporting allegations of misconduct by state office holders and employees, vendors of the State, and incidents at State facilities. Except as outlined in Section III of this Order, the OIG must be notified immediately of all alleged acts of misconduct by any employee in, or any entity that has a contract with, an agency, board or commission directly responsible to the Governor. The OIG will determine whether to investigate the allegations, refer the allegations to the ISP/DII for investigation, or request that the reporting agency conduct an internal investigation. The ISP/DII shall be the primary agency responsible for the investigation of criminal conduct by state employees or criminal incidents at State facilities, as further described in Section III.

The Civil Justice Reform Amendments of 1995, P.A. 89-7, tried to change the law of medical malpractice in several important ways that favored defendants, but the Illinois Supreme Court held this legislation to be unconstitutional in its entirety. Best v. Taylor Machine Works , 179 Ill. 2d 267, 689 N.E.2d 1057 (1997). (We have published elsewhere on this web site a memorandum discussing the implications of Best .) Because the invalid legislation has never been repealed, some sections that were added or amended continue to be published in current statutory compilations, despite their invalidity. Most sources note the effect of the Best case and, in the case of amended sections, set out the pre-amendment text in a note. See e.g. , 735 Ill. Comp. Stat. Ann. § 5/2-1117 (West Supp. 2002). However, researchers should be aware that the invalid sections continue to appear. Statutes of Limitations Any action for personal injury or death against a physician or hospital must be filed within two years from the date the claimant knew or reasonably should have known of the injury. 735 Ill. Comp. Stat. Ann. § 5/13-212 (West 1992). In no instance may a claimant bring an action more than four years after the date on which the alleged act or omission occurred.

Law Enforcement Coordinating Committee (LECC)
In the summer of 1981, the Attorney General's Task Force on Violent Crime recommended that each United States Attorney establish a Law Enforcement Coordinating Committee (LECC). The bi-partisan Task Force included eight distinguished national criminal justice experts who closely examined federal, state, and local law enforcement needs. The recommendation to establish LECCs came as a direct result of the group's finding that local law enforcement cooperation was crucial, but that cooperation nationwide was uneven. The Attorney General responded to the Task Force recommendations, and on July 21, 1981, issued an order instructing each United States Attorney to establish an LECC. Each committee has a U.S. Attorney's Office staff member as its coordinator. Today, all United States Attorneys' Offices have an LECC consisting of federal, state, and local agencies involved in district law enforcement. The goal of these committees is to improve cooperation and coordination among law enforcement groups, thereby enhancing the effectiveness of the criminal justice system. The LECC program has become a cornerstone of joint federal, state and local law enforcement efforts.

Illinois Legislative History
Attorneys use a legislative history to ascertain the meaning of a word or statute. It is traditionally thought to consist of the debates, committee reports and committee hearings. For the majority of states these materials are largely unavailable. For the State of Illinois, a legislative history consists of comments made at the second and third reading of the act, the Governor’s veto message, where applicable and committee reports from the House. Legislation is assigned a bill number as it is introduced. The bill number is the key piece of information to do a legislative history. Before legislation is enacted and becomes law, it is a bill. To do a legislative history, the researcher must work backward from the law as published in Smith-Hurd Illinois Compiled Statutes Annotated to the bill number and then track the bill forward through the legislative process. Constitution In 1970, Illinois adopted a new constitution that required that floor debates be recorded. Illinois Constitution of 1970, Article 4, §7(b). These transcripts are the primary source of legislative intent. The recording of these transcripts began in October of 1971. Smith-Hurd Illinois Compiled Statutes West’s Smith-Hurd Illinois Compiled Statutes Annotated contains a compilation of the laws of Illinois by subject. Following the statute, the enacting statute and any amendments are listed as Public Acts. In addition, there is a section titled ‘Historical and Statutory Notes’ which contains an abbreviated discussion of changes effected by each amendment.
