and the Department of Natural Resources (DNR), Division of Grant Administration
PROGRAM SUMMARY
Background
In recognition of the contributions that museums make to education, tourism, and economic development, legislation was enacted in the spring of 1998 to help public museums improve facilities and develop new exhibits as well as expand educational programming and partnerships between museums and schools. Funding was appropriated beginning in FY 99 for two programs; the capital grant program and the operating grant program. Public Museum Capital Grant Program
From FY 99 - FY 02, $10M was appropriated annually from the Capital Development Bond Fund (CDBF) for the Capital Grant Program. In FY 03, $36M was appropriated – $18 M from the CDBF and $18 M from the Build Illinois Bond Fund. Over $76M in grant funds have been used by 94 museums of many types and sizes throughout Illinois to develop new and updated exhibits, expand facilities, renovate and restore buildings, and make infrastructure improvements. Museums are better able to serve their audiences and attract new visitors as a result of the capital improvements made to museums through this program. Public Museum Operating Grant Program
The operating grant program was designed to improve and enhance the capacity of museums to more effectively use their resources to supplement the learning process of Illinois school children and other citizens. From FY 99 - FY 02, $5 M GRF was appropriated annually for the operating grant program.

In 1997, work on MuseumLink Illinois began with funding by the U.S. Department of Commerce, Technology Opportunities Program, MuseumLink Illinois is a reality. The project has furnished twelve underserved schools in Illinois with equipment and software packages and is providing educators with training on how to use this technology and its applications, the Internet, and MuseumLink Illinois resources for interactive instruction in their classrooms. Students can use the technology to learn about Illinois, collaborating electronically with other students and accessing experts and information online. MuseumLink also reaches underserved communities through public terminals and training programs at three ISM facilities. With the help of MuseumLink Illinois, not only can our visitors come to us, now the Illinois State Museum can also go to them. Increasing student success by integrating mobile technology in the classroom
Through this technology collaboration initiative, HP hopes to give student teachers and practicing teachers more training and hands-on experience in the effective use of technology in the classroom, using mobile, one-to-one computing tools. Another goal is to give students the opportunity to benefit from the presence and use of a wireless mobile classroom in their schools. The program also includes funding for research to help teachers, schools of education, k-12 schools and HP gain insight into ways to effectively use technology in a classroom setting.

In this issue of the CASEL Illinois E-bulletin, we focus on the good work and many resources the regional laboratories of education have to offer educators. There are ten regional labs that cover each portion of the country. The purpose of these labs is to ensure that schools have access to the most up-to-date research and practice information to enhance their school improvement efforts. For more information on all of the labs, visit http://www.relnetwork.org . In this issue, we have included information and a free resource from our very own Illinois (and surrounding states) lab, the North Central Regional Educational Laboratory (NCREL). CASEL has also enjoyed an eight-year partnership with the Mid-Atlantic Regional Laboratory for Student Success (LSS) at Temple University focusing on the sound theory and research to support the importance of school-family partnerships in contributing to a child's social and emotional development and academic success.

The Mind Project curriculum was originally designed for undergraduates. We accepted an invitation to introduce it to 4-6th graders at Blooming Grove Academy, in Bloomington, Illinois. We were certain that the material would be too difficult and that they wouldn't understand what we were talking about. Boy were we wrong. We are now exploring ways to expand our curriculum in K-12.   • What is Cesar Chavez Day? On or during the week of March 31st (Cesar Chavez's birthday), Lt. Gov. Pat Quinn is encouraging K-12 school students to join with their community and collaborate on a service project that address local needs-a fitting tribute to the legacy and stewardship of Chavez. Cesar Chavez Day of Service and Learning is based on a teaching methodology called "Service Learning" that links volunteer service to a school's academic curriculum. Classroom teachers will present curricular material to help students understand the life and work of Chavez, giving students the opportunity to learn and develop an ethic of service and civic responsibility by putting their learning into action.
    Chavez dedicated himself to improving the lives of others, and this project has been developed in that spirit. Lt. Gov. Quinn is calling on K-12 schools to find a project in their neighborhood to meet the local needs of their community.
