Three years ago, with little warning, the Reform Board slapped 109 low-scoring schools with a probation label and assigned outside experts to set them right. Not surprisingly, faculties seethed with resentment. Since then, everyone has learned. The board is allowing schools to choose their external partners, and the partners themselves have worked on their partnering skills. At many probation schools, achievement is on the rise. "I was really resentful the first year," acknowledges Gloria Roman, principal of Duprey Elementary School in Humboldt Park. "But while we’re not making quantum leaps, we’ve been moving our kids out of the bottom quartile. We’ve also seen more collaboration between teachers, more focus, and the climate is better. If you had asked me in the first year, I would have been hedging, but I think our external partner has been successful." Duprey’s partner is the North Central Regional Educational Laboratory (NCREL). Essential Principles of Public Education: Meeting on Virtual High Schools
Since the fall of 2000, the Center has been working on a project to outline the essential elements of public education. With many different means now available to deliver a public education, such as virtual schools, charter schools, and schools operated by for-profit entities, we believe it is time to clearly delineate the essential principles of public education. Educators, policymakers, and the public need to ensure that these elements are present whether a public education is being delivered via the Internet or within a charter school. In July 2001, we called together an informal advisory group to help us think through the project and develop a plan of action. Drawing on the discussion at the meeting, and working from a draft paper that was developed for the meeting, the Center issued a short publication in March 2002 outlining six essential principles of public education that should be considered before establishing any reform in public education. The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

    Lake Education Assistance Program
    The Lake Education Assistance Program (LEAP) is part of a new education initiative offered by the Illinois EPA. Funding is provided through Conservation 2000 , a comprehensive multi-year environmental protection program signed into law by Governor Jim Edgar in 1995. The program provides funding up to $500 for school and other not for profit organization participation in lake/lake watershed related educational field trips and activities. It might also fund the attendance of individuals at lake/lake watershed related seminars and workshops. Projects and activities must have stated goals and involve the enhanced lake/lake watershed education of teachers, students, organizations and/or the community. A one page final report will be required, including such things as the level of participant involvement, videos, photographs, art work, and/or written work. Funding will be in the form of reimbursement of costs incurred for activities and supplies such as educational materials, scientific equipment, substitute teacher payment, buses/drivers, seminars, workshops, software, and visual materials. Any reimbursement request submitted to the Illinois EPA after June 30 will not be accepted and becomes the responsibility of the purchaser.

The Act sets forth the rules, regulations and procedures for labor relations and collective bargaining between public educational employers and educational employees in Illinois. The Act affords public educational employees the right to organize, to select a labor organization to represent them, and the right to bargain with their educational employer through their chosen labor representative.
