Americans want common sense education ideas from Washington - not more regulations, unfunded mandates, and duplicative programs. A common sense, back-to-basics approach quality programs, better teaching, accountability, local control, dollars directly to the classroom, basic academics, parental involvement and responsibility will guide the education agenda of the 108th Congress. Let me assure you, this common-sense approach to education is one of my top agenda items. On Jan. 8, 2002, the President signed into law the No Child Left Behind Act of 2001 , which Congress had passed overwhelmingly in both houses. This landmark legislation, which I proudly voted for, provides excellence for America’s estimated 46.8 million public school children, nearly 3 million public school teachers and nearly 90,000 public schools in 17,000 school districts. Recently, President Bush celebrated the two-year anniversary of this historic legislation.

AIA Keeps Members Current with State MCE Rules Beginning with the renewal period that began December 1, the State of Illinois requires all practicing architects to complete at least 24 hours of continuing education every two years, including 16 hours in the fields of public health, safety and welfare. From that point forward, each renewal application will require the architect to certify compliance with the continuing education requirements. Proposed by the Illinois Architecture Licensing Board, the new state regulations are closely modeled after the Mandatory Continuing Education (MCE) requirements of AIA. In short, if you're in accordance with AIA Illinois' MCE requirements, you're also in accordance with state requirements. AIA membership also offers the added benefit of automatic record-keeping. Whenever MCE compliance needs to be proven, members can simply contact the AIA Illinois office to acquire their transcripts, which comply with all state record-keeping standards. (The Department of Regulation will be conducting random audits to verify compliance.)This time- and effort-saving benefit also satisfies the State requirement that records be kept for four years after completion of each Continuing Education hour. AIA Illinois currently offers a variety of Continuing Education programs under all categories outlined by the State. Additionally, suggestions are welcome regarding the types of MCE programs and opportunities that would provide the most benefit to our membership. "Act" means the Nursing and Advanced Practice Nursing Act [225 ILCS 65]. "APN Board" or "Board" means the Advanced Practice Nursing Board. "Advanced practice nurse" or "APN" means a person who: is licensed as a registered professional nurse under the Act; meets the requirements for licensure as an advanced practice nurse under Section 15-10 of the Act; except as provided in Section 15-25 of the Act, has a written collaborative agreement with a collaborating physician in the diagnosis of illness and management of wellness and other conditions as appropriate to the level and area of his or her prac dtice in accordance with Section 15-15 of the Act; and cares for patients: by using advanced diagnostic skills, the results of diagnostic tests and procedures ordered by the advanced practice nurse, a physician assistant, a dentist, a podiatrist, or a physician, and professional judgment to initiate and coordinate the care of patients;

March/April 2004 School nutrition rules, regulations by Gary Adkins Gary Adkins is IASB director of editorial services and Newsbulletin editor. Most of the rules and regulations governing nutrition in Illinois public schools are established through federal school meals programs, mainly through the National School Lunch Program (NSLP). The NSLP is the largest (serving more than twice as many schools as the school breakfast program) federally assisted meals program, operating in nearly 95,000 public and nonprofit private schools and residential child-care institutions. NSLP provides nutritionally balanced, low-cost or free lunches to more than 15 million children each school day, including 673,775 children in Illinois. NSLP also provides nutritionally balanced paid lunches to nearly 12 million children daily, including 412,349 in Illinois. The U.S. Department of Agriculture, through its Food and Nutrition Service, administers NSLP at the federal level. At the state level, the NSLP is administered by the Illinois State Board of Education (ISBE), which operates this large program - 4,414 schools participated in FY 2003 - through agreements with local school districts.

March 22,2004 The League of Women Voters of Illinois calls on our state senators to concentrate on comprehensive school funding reform, not on reorganizing the state education bureaucracy. Illinois schools are in a fiscal crisis. Eighty per cent of the school districts in Illinois are deficit spending. Four hundred thousand students do not meet state standards. Per pupil spending ranges from $5,000 to $17,000, depending on where a student lives. The proposal to establish a Department of Education not only fails to deal with these problems, it distracts attention from the school funding crisis. The State Board of Education performs many duties set out by law. It is a conduit for state and federal funds. It writes and enforces rules and regulations which carry out mandates established by state and federal laws. It provides support functions for local school districts. It collects and sorts the data from school districts and publishes the results. All of these functions must be done and will continue to be done. The cost to the state will remain approximately the same no matter which agency performs the work. Any net savings attributable to a new agency will be small, if indeed any savings are realized. The savings will not solve the school funding crisis. And the time spent dealing with the proposal to establish a new department of education would have been better spent solving Illinois' school funding problems.
