Initiatives Resources on Early Learning
Early Childhood Initiatives in Illinois The following list describes initiatives in Illinois aimed at increasing the availability, accessibility and/or quality of early childhood programs and services within the State. Some initiatives are funded with public dollars, some with private dollars, and some reflect a partnership of public and private support. A brief description and contact information is provided for each initiative. Please contact us if you know of other early childhood initiatives in Illinois that are not included below. Birth to Five Project The Birth to Five Project is part of a multi-state national Build Initiative to support those who set policies, provide services and advocate for children from birth through age five. The Birth to Five Project is a collaborative effort to identify gaps and barriers in Illinois' system of services and programs for families with children birth to five. Specific efforts of the Project include convening the Government Interagency Team to plan programs and services for expecting families and families with children under five; creating a web-based database and geographic information system of early learning programs; developing statewide indicators to measure the progress of Illinois' early learning system; and reducing duplication of services through cross-agency efforts.

What are the Regional Resource Centers?
The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.

June 1999 On June 4, 1997, President William J. Clinton signed the bill reauthorizing and amending the Individuals with Disabilities Education Act (IDEA). The bill became Public Law 105-17, the Individuals with Disabilities Education Act Amendments of 1997. The law is frequently referred to as IDEA '97. IDEA is organized in four parts: Part A, General Provisions; Part B, Assistance for the Education of All Children with Disabilities (school age/preschool programs); Part C, Infants and Toddlers with Disabilities; and Part D, National Activities to Improve the Education of Children with Disabilities (support programs). P.L. 105-17 retains the major provisions of earlier federal laws in this area, including the assurance of having a free appropriate public education (FAPE) available to all children with disabilities, in the least restrictive environment (LRE), and the guarantee of due-process procedures and procedural safeguards. It also includes modifications to the law. Some of the changes that affect special education practice nationwide include:

The Great Lakes ADA and IT Center announces the Third Annual Bridges to Employment Conference Exploring Career Opportunities for Latinos with Disabilities. The third national conference on "Bridges to Employment for Latinos with Disabilities" will be held July 14th-16th, 2004 at Chicago's Courtyard, Marriot Hotel downtown. The Conference will provide a national forum about issues concerning disabled Latinos and employment, and offer a variety of employment and technology training opportunities. ILLINOIS
The Edgar Administration and the leading Illinois education and training agencies are embarking on an ambitious agenda for creating a high-quality, world-class workforce in the state of Illinois. In 1992 Governor Edgar announced the establishment of a state Workforce Preparation Initiative. Under the leadership of the Governor's Office, a 17-member blue-ribbon task force including both business and labor leaders as well as the top education officials in Illinois was impaneled to develop a framework for comprehensive reform of the state's education and training systems. In his 1993 State of the State message, Governor Edgar called for creation of pilot youth apprenticeship programs that test the applicability of the successful German system to Illinois. The Illinois Workforce Initiative: Governor Edgar's Workforce Preparation and Development Initiative recognizing the need to improve training of both current and future workers of Illinois, addresses three broad areas: "second chance" system reform, school-to-work/career transition for youth, and workforce upgrading and retraining. The three goals are:
  • Assure access to employability development services for all Illinois adults with basic skills development needs, while continuing to consolidate the maze of existing programs.
