House passes special education overhaul April 30th, 2003 By Joanne Kenen Reuters WASHINGTON (Reuters) - The U.S. House Wednesday passed sweeping legislation to overhaul special education. The bill has the backing of many school administrators and teachers groups but parents' and children's advocacy groups say key provisions will be a step backward. The vote was 251-171. Thirty-three Democrats joined the Republican majority, while seven Republicans voted against it. A Senate committee is trying to work out an accord on a companion package. The bill updates special education legislation that originated in 1975, which revolutionized the approach to teaching children with learning or developmental disabilities. Until then many special needs children were institutionalized, segregated in separate rooms or denied services to achieve their potential. The House defeated several amendments offered by conservatives that would have narrowed the definition of learning disabilities, potentially limiting the number of eligible children, or shifted some special education services from the public schools to the private sector. Supporters said the bill would allow teachers to spend less time on paperwork and more time with kids.

Unfortunately, too often those without special needs feel uncomfortable around a classmate who seems out-of-sync. What's more, they can translate their discomfort into ugly behaviors, such as verbally demeaning or physically hurting the individual with differences. Helping youngsters become more sensitive is always important. Here are some specific ways to make kids feel more comfortable. "First, parents should emphasize that these kids are just like them," says Aileen Weiss of South Carolina , whose daughter Vicki was born with Sturge Weber, a rare syndrome giving Vicki physical and mental differences. "They have the same hurts, fears and joys even though they may be unable to express them because of their limitations."

Read them again, because this applies even more to those whose children have special needs. I remember talking to a teacher of slow learners. She was indignant that one of her former students was to be homeschooled. The child was already immature, she said, implying that being among her family would make her more so. Later I talked to her mother, who said that once her child was removed from an immature peer group she had improved dramatically. This seemed eminently plausible to me. That is not to say that your child should be removed from all peer contact. All homeschoolers I know are careful to see that their children are around other children in many situations. Church groups, Scouts, Camp Fire Youth (NOT just girls) and 4H are groups that are willing and eager to serve ALL children. It is an act of courtesy to inform the group leader in advance of the first group meeting, so that any special accommodations can be made and so that any appropriate explanations can be made to the other children. Don't forget that social behavior is taught by people of all ages, and that your child will benefit from exposure to a variety of friends of differing ages. What about socialization for the parent? I assume you already know the ways to get along in group situations, but homeschooling a special child can get pretty lonely. You can attend meetings of one or more homeschool support groups, you can start your own group if there is not one nearby, you can try the support group for parents of children with your child's difficulty, and you can join the council for Exceptional Children. There is a national children with special needs National Challenged Homeschoolers Network.

  • As you probably know, Urbana School District #116 strives to meet the educational needs of individual children through long range planning and through the day-to-day assessment of on-going programs. Speech and language is one of the more frequent special education services provided in our schools. It is the practice for the speech and language clinician to screen children for possible problems in speech and language that may interfere with a child's ability to communicate effectively with other children and his/her teachers. This screening will be done during the first two (2) or three (3) weeks of school. If it is found through the screening that a child needs the services of a speech and language clinician, parents will be notified by the school where the child attends.
