And that's been more prevalent in Western Pennsylvania than in other parts of the state. To counter that trend, Pennsylvania should reinvest in its older, established communities, the kinds of places where young adults want to live, or it won't be prepared to participate in the emerging global economy. Those are some of the conclusions of a yearlong, 120-page study released today by the Brookings Institution Center on Urban and Metropolitan Policy. The center, which was hired by the Heinz Endowments of Pittsburgh and the William Penn Foundation of Philadelphia, will present its findings at 10 forums across the state this week in an attempt to develop support for its conclusions and to build a lobbying base to try to change state laws and policies.

CHICAGO ALDERMEN URGE BUSH TO COME CLEAN ON IRAQ Thirty Chicago aldermen, constituting a majority of the Chicago City Council, today signed a letter to President Bush urging him to reveal to the nation all the evidence on which his claims of Iraq's weapons of mass destruction were made. The unprecedented letter came on the heels of a White House admission that a prewar claim about Iraqi uranium purchases was false. The City Council letter to the President noted that the "alleged existence of such weapons of mass destruction provided the principal justification for your decision to wage war against Iraq." The letter went on to note that "as of this date, no weapons of mass destruction have been found in Iraq. Many claims, such as those about Iraq's nuclear program have proven to be false. Other evidence your administration claimed to possess has not been verified." "It's long past time for the President and his administration to come clean about the alleged existence of weapons of mass destruction," said Ald. Joe Moore (49th Ward), the drafter of the letter. "In the view of a growing number of Americans, the weapons of mass destruction have become 'weapons of mass disappearance,'" Moore observed.

    The Illinois Clean Lakes Program (ICLP) is a financial assistance grant program that supports lake owners' interest and commitment to long-term, comprehensive lake management and ultimately results in improved water quality and enhanced lake use. Detailed "Phase I" diagnostic/feasibility studies scientifically document the causes, sources, and magnitude of lake impairment. Data generated from these monitoring studies are used to recommend lake protection/restoration practices for future implementation. "Phase II" implementation project grants can then be awarded to lake owners to implement Phase I report recommendations. In the first six years of the program, the following Phase I study and Phase II implementation projects have been initiated:

HERE ARE THE FACTS: Skyrocketing drug prices hurt consumers and taxpayers.
  • The average cost per prescription for seniors rose by 48% between 1992 and 2000, and is expected to continue increasing another 72% by 2010 (Families USA study). Twenty-two percent of seniors let prescriptions go unfilled and skip doses of medicines to make prescriptions last longer, and close to one in four seniors report spending at least $100 per month on their prescription medicines (study by Dana Gelb Safran, ScD, Director of The Health Institute at Tufts-NEMC). While prices soar, more Americans must pay for their medications out-of-pocket. The number of Americans without health insurance the entire year rose in 2002 to 43.6 million, or 15.2% of the population.

Introduction
The United States has the bloodiest history of labor of any industrialized nation on Earth. It is a story rich in human drama and tragedy. It is also one of progress and hope. This is a resource that teachers of United States history can use to incorporate our rich social and labor history into their courses. Using the ideas employed here teachers will increase student understanding of the American economic system and the important issues we all face as workers today. The concepts and lessons will build on each other so that at the end of the school year the student should have a working knowledge of the importance of labor in society. A guiding theme of this work is how laborers have earned a voice in the workplace and increased their share of the economic pie. Teachers should highlight the stark contrast between today's working environment and the relationship between workers and owners of the past. The scope of United States history has been divided into eleven basic periods. These will correspond with the unit divisions that many modern textbook companies use. In each period the main events and issues of US labor history are introduced. Concepts, ideas and resources are presented to aid the teacher. In several of the units specific lessons are available for immediate use.

Transportation planning provides a coordinated and continuing process to assist communities in the implementation of transportation improvements. This planning is required before federal funds can be spent on projects. Planning before implementation has the added benefit of providing a technical means of ranking transportation needs and prioritizing available funding. Roadways, transit, railroads, waterways, airports, trails and intermodal facilities are all considered in the planning process.
Local, state, and federal jurisdictions work together with support from Bi-State staff to develop planning and programming recommendations for transportation improvements. In the Quad Cities Urbanized Area, recommendations are considered by the Transportation Policy Committee composed of chief elected officials of cities and counties, Illinois and Iowa State Departments of Transportation, and the Illinois Quad Cities transit district. In Region 9, recommendations are considered by the Region 9 Transportation Policy Committee composed of the chief elected officials from the City of Muscatine, Scott and Muscatine Counties, a small community representative from the Iowa region, and an official from the Iowa Department of Transportation. It is known by the names of Red-bird, Virginia Nightingale, Cardinal-bird, and that at the head of the present article. It is very abundant in all our Southern States, as well as in the peninsula of the Floridas. In the western country a great number are found as far up on the Ohio as the city of Cincinnati, and they extend to considerable distances into Indiana, Illinois and Missouri. They are found in the maritime districts of Pennsylvania and New Jersey, where they breed, and where a few remain the whole year; some are also seen in the State of New York, and now and then a straggler proceeds into Massachusetts; but farther eastward this species has never been observed. This fine songster relishes the interior of the forest, and the heart of the deepest cane-brakes or retired swamps, as well as the neighbourhood of cities. It is constantly found in our fields, orchards and gardens; nay, it often enters the very streets of our southern towns and villages to breed; and it is rare that one goes into a planter's yard without observing the Red-bird skipping about the trees or on the turf beneath them. Go where it may, it is always welcome, and every where a favourite, so rich is its song, and so brilliant its plumage.

    October 27th, 2003 WASHINGTON A study by Illinois officials concludes that the state and its taxpayers could save as much as $90 million a year without risking patient safety by setting up a program to buy prescription drugs from Canada for state workers and retirees.
    If Gov. Rod Blagojevich, a Democrat, carries through with the recommendation, Illinois would become the first state and the largest U.S. institution to begin systematic purchases of medications outside U.S. borders to take advantage of the sharply lower prices there.
    Several other states have also begun looking into such cross-border purchases for their state employees and retirees, and the findings in Illinois could help spur efforts to set up similar programs. The city of Springfield, Mass., has already set up a program to import cheaper drugs from Canada, despite threats by the Bush administration to move against the city’s Canadian supplier.
