The Illinois State Board of Education is a group of nine people who have been appointed to represent all Illinois citizens in setting policy for the public schools. Its responsibility includes preschool through high school, as well as adult education and vocational education.
The board consists of nine (9) members appointed as follows: 2 appointees from Cook County, one of whom must be a resident of the City of Chicago and one of whom must be a resident of that part of Cook County outside the city limits of Chicago; 2 appointees from the five counties contiguous to Cook County; 2 appointees from among the remaining counties in the rest of the state; and 3 appointees selected as members-at-large.
Board members are generally selected on the basis of their knowledge of, or interest and experience in public education. Many members have served on local school boards and/or in other educational capacities, such as teaching and administration. The Board meets at least once a month in plenary session, and Board members also participate in numerous committees and policy study groups.
Board members welcome comments and inquiries about education and they are available to meet with and/or speak to groups that have an interest in the schools. Such contacts ensure that the Board adopts policies which truly represent the wishes of the people of this State.

Illinois has been rated as the best state for higher education, according to a national report's average as calculated by the Illinois State Board of Higher Education.
The board calculated the average from a recent report issued by the National Center for Public Policy and Higher Education, an independent not-for-profit organization in Washington, D.C.
The State Board of Higher Education calculated that the state received an average grade of 88.5 percent, the highest average in the nation.
"This record is a fine tribute to our colleges and universities, but it also is a testament to the leadership of our state boards, the General Assembly and this administration," Gov. George Ryan said in a statement concerning Illinois' high grades.
Illinois received A's for preparation, participation and affordability; however, it received a B- in benefits and a C+ in completion rates.

Funding program sought for bricks and mortar Charter accountability measures Why Illinois' political cousins have far more charters
While the politics and demographics of Illinois, Michigan and Wisconsin are similar in many ways, their charter school showings are quite different. Michigan has 173 charters, Wisconsin has 83, but Illinois has only 19, and 13 of those are in Chicago. A CATALYST Michigan: Charter mills
The reason Michigan has so many charters is obvious: Any state university, community college or regional school board can issue one. If an applicant is turned down by one authorizer, it can approach another. In Illinois, charter applicants must seek the backing of local school districts; rejected applicants can appeal to the Illinois State Board of Education, but it has sided with the school board in 90 percent of the appeals.
Unlike Illinois, which grants charters only to independent, non-profit organizations, Wisconsin grants charters to school districts themselves.
