    The jurisdiction of the Office of The Superintendent of Educational service Region over the Supervision of public and non-public schools is regulated by the compulsory school attendance law. Article 26, Section 1, Paragraph 1, of the Illinois School Code of Illinois which states that: "Whoever has custody or control over any child between the ages of 7 and l6 years shall cause such child to attend some public school in the district wherein the child resides the entire time it is session during the regular school term, except as provided in Section 10-19.1; Provided that the following children not be required to attend the public schools:
  • Any child attending a private or parochial school where children are taught the branches of education taught to children of corresponding age and grade in the public schools, and where the instruction of the child in the branches of education is in the English language."

    The Authority of School Boards
      There often is confusion about the role of the school board in setting the direction for education in the district. Obviously, the board hires the superintendent, so it exerts great influence on this direction at that time. The exact duties and responsibilities of the school board vary from state to state. But in Illinois at least, the role of the board in setting educational goals goes further. Here are two items from the state education code that relate to this:
      • The district school board is explicitly given authority "to direct what branches of study shall be taught" (section 10-20.8 of the state ed code).
      • Moreover, the role of the superintendent regarding curriculum is legally restricted to making a recommendation to the board: The district superintendent is required to "make recommendations to the board concerning ... the selection of textbooks, instructional material and courses of study." (section 10-21.4)

    Illinois
    Illinois has a number of initiatives and programs to serve young children and families. Project Success and the Early Intervention Services System are highlighted here. Statewide Directives Project Success is a multi-agency collaborative effort to improve health and social services delivery to children and families in order to ensure that all Illinois children come to school prepared to learn. Piloted in six sites during 1992-93, it is now operating in 33 additional sites throughout the state. The program targets communities with a high percentage of students who are academically at-risk. However, its goal is to involve every Illinois school and community in building a self-sustaining community network of supportive services on behalf of children and families. Legislation The Early Intervention Services System Act, P.A. 87-680, requires ten state agencies, parents, providers, and representatives from the legislature and personnel training institutions to collaborate to integrate services for young children, with disabilities and those who are considered at risk. Funding Sources Illinois State Board of Education (ISBE), has a line item for Project Success in its budget. This money covers one-time start-up grants, technical assistance, evaluation, and operations of the program for FY 94. Funds for the Early Intervention Services System come from the ISBE, Department of Mental Health and Developmental Disabilities, as well as other state agencies. Federal programs such as Chapter 1, Even Start, Head Start, Part H, Medicaid, Maternal and Child Health, Child Care Block Grants, and Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) are used for statewide collaboration. Funds also come from local organizations such as the Kiwanis Club, United Way, churches, and synagogues.

    Dave Comerford, x28 Springfield, Ill.Sorely-needed changes to the governance structure of the Illinois State Board of Education (ISBE) and the creation of an independent professional teacher certification board were just two of the education initiatives presented by Gov. Rod Blagojevich in his State of the State address that were praised by James Dougherty, president of the Illinois Federation of Teachers. IFT President James Dougherty joins Governor Rod Blagojevich and other state educational leaders during the Governor's Press Conference on January 15, 2004. The IFT leader was particularly pleased that the Governor had included creation of an independent professional teacher standards board as one of his education initiatives.

    Illinois' education embassy THE INTERESTS of the governor and the state superintendent of education are frequently in conflict in Springfield — on budgetary matters, for example. But in Washington their representatives work amiably in the same offices. Paul B. Simmons, director of the State of Illinois Washington office, is Gov. Thompson's eyes and ears in the nation's capital. Sharing office facilities with Simmons and his staff is Allan S. Cohen, an executive assistant with the Illinois Department of Education, which is independent of the governor. "Paul could always close his office door or I could close mine, but it hasn't happened yet," Cohen remarked recently. The reason why the two separate operations co-exist so easily is that they are seldom working at cross purposes. Their joint objective is more federal funds for Illinois. With the growth of federal aid, the states and more and more local units of government have found it worth their while to maintain a presence in Washington in much the same way that foreign governments establish embassies to represent their interests.
    Working as coalition
    Cohen's assignment to Washington is particularly meaningful. He came with Supt. Joseph Cronin to Illinois from Massachusetts where he had been the superintendent's top assistant. When the Illinois Board of Education decided that an outpost in Washington could add to the $300 million a year that the state now claims in federal funds, the 32-year-old former Boston teacher was chosen for the transfer.

      Lake Education Assistance Program
      The Lake Education Assistance Program (LEAP) is part of a new education initiative offered by the Illinois EPA. Funding is provided through Conservation 2000 , a comprehensive multi-year environmental protection program signed into law by Governor Jim Edgar in 1995. The program provides funding up to $500 for school and other not for profit organization participation in lake/lake watershed related educational field trips and activities. It might also fund the attendance of individuals at lake/lake watershed related seminars and workshops. Projects and activities must have stated goals and involve the enhanced lake/lake watershed education of teachers, students, organizations and/or the community. A one page final report will be required, including such things as the level of participant involvement, videos, photographs, art work, and/or written work. Funding will be in the form of reimbursement of costs incurred for activities and supplies such as educational materials, scientific equipment, substitute teacher payment, buses/drivers, seminars, workshops, software, and visual materials. Any reimbursement request submitted to the Illinois EPA after June 30 will not be accepted and becomes the responsibility of the purchaser.
