  • MIXED BAG : Governor Rod Blagojevich signed legislation last week that raises the charter cap in Chicago to 30, paving the way for 15 new schools to be created within the city. This may seem like good news, but there's more to the story. In addition to raising the cap, the compromise bill restores collective bargaining powers to the city's teachers so that they can negotiate such issues as whether to privatize and class size. The new law may be viewed as a victory for the Chicago-based union and charter advocates, but charter proponents throughout the rest of the state are shaking their heads in dismay. From CER Newswire April 22, 2003
    PROSPECTING : Prairie State legislators are considering expanding their law to allow for more Chicago charters. A measure which passed the state senate would raise the cap from 15 to 30 schools but would also create more restrictions on chartering that many proponents there view as manageable given the current need for more schools. Prospects for charter expansion in the Windy City have been stagnant since the bill passed in 1996.

Illinois
Registration/Licensing/Accreditation: There is no general requirement in Illinois that non-public schools register with, be licensed by, or be accredited by the Illinois State Board of Education, although certain non-public school facilities need to be approved to serve public school special education students. However, non-public schools have the option of applying for registration and recognition on a voluntary basis. A school is registered when it has filed with the Board a "Nonpublic School Registration, Enrollment, and Staff Report" furnishing such evidence as required to assure compliance with federal and state laws regarding health examination and immunization, attendance, length of term, nondiscrimination, and applicable fire and health safety requirements. Minimum requirements for the recognition of nonpublic schools cover the organization, administration, instructional programs, instructional programs, extra-classroom activities, pupil services, school facilities, and personnel. Policy and Guidelines for Registration and Recognition of Nonpublic Elementary and Secondary Schools , March 1984.

State departments and boards of education are generally responsible for supporting public early childhood, K-12 secondary, higher education, technical and community educational institutions. Usually they:

    (revised March 2004) The next two deadlines for the submission of requests for waivers of School Code mandates for the General Assembly's consideration are postmarked by August 13, 2004 (to ensure inclusion in the October 1, 2004 report) and postmarked by March 11, 2005 (to ensure inclusion in the May 1, 2005 report). There is no deadline for modifications of School Code mandates or waivers and modifications of administrative rules ; however, approval must be granted before a modification can be implemented. Most requests addressing School Code mandates are considered to be waivers, with the exception of those dealing with legal school holidays, the Prairie State Achievement Examination and instructional time, and block scheduling of physical education. Applicants are encouraged to submit those that address calendar issues to the State Board before the calendars affected by the requests are submitted for review. Please note that Public Act 93-0557, signed into law and effective on August 20, 2003, makes changes to the way in which eligible entities must apply for waivers and modifications of laws and rules.

    Illinois Statewide School Management Alliance
    The Illinois Association of School Boards carries out most of its legislative activities through its partnership in the Illinois Statewide School Management Alliance. Other Alliance partners include the Illinois Association of School Administrators, Illinois Association of School Business Officials and the Illinois Principals Association. The ability of each of these organizations to influence public policy is enhanced through the cooperative efforts of the Statewide School Management Alliance, which directs all of their efforts at producing legislation that fosters a favorable educational climate in Illinois and promotes effective school board leadership. Through combined efforts of all four organizations, the School Management Alliance maintains close liaison with the State Board of Education, Illinois Senate and House Education Committees, Office of the Governor, governmental offices and agencies.
