The resolution details the positive and negative aspects of the legislation. The Board adopted the resolution at the December 15, 2003 meeting and copies of the resolution will be sent to the federal and state legislators representing the Mahomet-Seymour Schools.

The Illinois Principals Association is a professional organization of building level school administrators. Two things lie at the core of what we do. The first core task is Professional Development. Through conferences, workshops and publications, the Association works to increase the knowledge and enhance the skills principals need in order to meet the demands of their ever increasingly complex jobs. We consider that we are building better schools by building better principals. The second core task is Solving Problems. (all revenue sources) little more than a year after they passed education finance reforms that provided a quick fix for the state's economically pinched districts, Illinois lawmakers are still seeking a cure for what ails their school funding system. Most of the state's 921 school districts saw dividends from a 12.6 percent boost in state general education funding last year, following the legislature's 1997 vote to set minimum per-pupil spending levels through 2001. What happens after 2001, though, is something that lawmakers and school officials are still grappling with. The education funding legislation, which targeted aid to poor districts in particular, did not address what many believe to be the central flaw of the finance system: its heavy dependence on property taxes. And the new education dollars come from such less-than-reliable revenue sources as cigarette, gambling, and telecommunications taxes. "The whole connotation of smoking and gambling for the kids is negative," says Ben Schwarm, the director of government relations for the Illinois Association of School Boards. "It's not a permanent solution."

ounded by public pressure, Illinois lawmakers passed a school reform bill late last year that raises spending on poor students and amends teacher-licensing rules. Gov. Jim Edgar, a Republican, signed the bill Dec. 4 at DePriest Elementary School in Chicago. "The historic legislation finally gives all Illinois schoolchildren what they richly deserve, the guarantee of a quality education no matter where they live," he said in a statement. For the first time in state history, the law sets a minimum per-pupil spending level, which will be $4,100 this school year. That rises to $4,425 in 2001. Previously, some districts spent as little as $3,000 per pupil, and Illinois had some of the most severe spending disparities between districts in the nation. The bill raises K-12 state aid by $120 million over the $4.5 billion fiscal 1998 education budget passed earlier in 1997. The new budget also includes $1.5 billion for future school construction matching grantsthe state's first comprehensive building program in 20 years.
New revenue will come from a combination of taxes on cigarettes, riverboat gambling, and telephone services. New fees also will come from penalties charged to late taxpayers.

Proposal: The Illinois Cooperative Collection Management Coordinating Committee (CCMC) sponsor a Curriculum Materials Center (CMC) WorldWide Web Homepage for the state of Illinois. The CCMC goal of sharing resources has had limited application for curriculum libraries or curriculum materials centers because of considerable need of these materials locally. High demand has made inter-institutional circulation impractical or restricted. One suggestion to remedy this situation has been to institute regional centers for curriculum materials. The proposal for a CMC Web Homepage furthers the ideal of access by making selected curriculum information available electronically.
Curriculum Materials Center Homepage Purpose: A CMC homepage would serve the purpose of bringing together and making easily accessible educational information to all potential users in the state of Illinois, including personnel of schools and school systems, parents, and students, as well as to faculty and students in institutions of higher education. Librarians who serve in curriculum materials centers at any level of education or in public libraries would also benefit from the easy availability of this service.

Although several state agencies have established Gopher servers or World Wide Web sites, there is no comprehensive state plan to integrate telecommunications planning in the state apart from pending legislation. The State Board of Education and the Department of Commerce and Community Affairs are most active in using telecommunications technology.
Legislation
Legislation (1995 Ill. HB 657) is before the Illinois House of Representatives that, if passed, would create an Internet Access and Use Task Force to make recommendations to state and local government offices, public education institutions, and public libraries to increase Internet use by individuals and small businesses. A second bill (1995 Ill. HB 658) would require legislative information including texts of bills, resolutions, amendments, conference committee reports, House and Senate journals, the Illinois Compiled Statutes, the Illinois Administrative Code, and the Illinois Register to be provided electronically to the public over the Internet.
