Photo/Aaron Frizzell
Lewiston, Idaho, with a population of 30,000, sets on the east side of the Snake River at the confluence of the Snake and Clearwater Rivers. Just across the bridge is Clarkston, Washington. So much of these cities are intertwined that I will present the two together as the Lewis-Clark Valley. Lewiston is the larger of the two. Things like knowing your neighbors, living just 5 to 15 minutes from your place of work, no traffic jams, low crime rate and a great climate can contribute to a fabulous lifestyle. In fact, the pleasant climate really adds an extra dimension to working and playing. A BIT OF HISTORY For many centuries, the Nez Perce Indians referred to the Lewis-Clark Valley as the Tsceminicum, which means "the meeting of the waters." It was a perfect place to camp, gather roots, fish and hunt game.

Things to consider before you enroll in a private vocational school:
Is the school promising you a job when you graduate?
It is against the law for private vocational schools to use any business name, logo or insignia that is designed to be deceptive and mislead potential students about affiliations the school might have. Did you answer an employment agency ad for a job and found you were really calling a school?
Is a course necessary to get a job?
Check the newspaper to see who is offering the jobs you want. Call the human resources departments of some of the companies and ask if you really need a course. How are you going to pay for the course?
Depending on which type of loan you get, you may have to start repaying the loan as soon as you finish school.
It can take many years to pay back the loan, depending on the cost of the course and how high the interest rate is.
Unlike many other types of loans or debts, school loans are very difficult to discharge in bankruptcy.

74. Idaho Observer: School To Work Turns Governor Into WorkFORCE Czar
Earlier that year, the idaho Legislature signed HB 660 into HR.1853 “Carl D. Perkinsvocational and Applied deals with K-12 in-school vocational education.
http://proliberty.com/observer/19990209.htm
From the February 1999 Idaho Observer: School to Work turns governor into WorkFORCE czar Under consitutional guidlines which promte a system of checks and balances, Governor Kempthorne is the state's head executive who must depend upon the expertise of officers elected to other executive positions, such as the director of public instruction, to make sound policy decisions; he must also depend upon the legislature to pass laws that implement such policy. The federal School-to-Work agenda provides for things to be done a little differently. The process bypasses the legislature and removes all authority from the director of public instruction. A governor-appointed council reports to the governor and the governor reports directly to the secretary of labor in Washington D.C. In other words, the closed circle of people who are most likely to view your child as a human resource are the ones who are plotting your child's public education. ~DWH by Kathy Thomsen These councils will predict the type of jobs needed for the future and dictate the type of training and skills they deem necessary for those jobs. School-to-Work complements this by stating that schools will train students to fill jobs within the local community. Further, the act gives broad discretion to governors in approving states' WorkFORCE investment plans a process that entirely bypasses the state legislature. The legislature will be allowed only to vote on how to distribute the money and will have no control over what to spend the money on.

This inservice training program, developed collaboratively by the Idaho Assistive Technology Project and the Idaho State Department of Education, was designed to increase the expertise of Idaho's special educators in the area of assistive technology. Amendments made in 1990 to the Education of the Handicapped Law require that assistive technology be considered as a component when drafting every child's Individual Education Program. With assistive technology incorporated into IEPs, or at least considered for inclusion, Idaho's Special Education children would be better served by the schools and special educators of the state. In the IDEA an assistive technology device is defined as: ...any item, piece of equipment or product system, whether acquired commercially off the shelf, modified or customized, that is used to increase, maintain, or improve the functional capabilities of children with disabilities. An assistive technology service is defined as: ...any service that directly assists an individual with a disability in the selection, acquisition, or use of an assistive technology device.
