PUBLIC HEARING SCHEDULED FOR ALTERNATIVE TEACHER CERTIFICATION RULES
Under the temporary rules, the State Board of Education has approved an alternative route to certification that offers the following standards: pre-assessment of teaching and content knowledge, provides an academic advisor, includes exams on content knowledge and teaching techniques, as well as provides a two-year mentoring program. Applicants must posses a bachelor's degree or higher to participate in an alternate certification route. To read the rule, go to: http://www.idahoboardofed.org/rules/documents/ComputerBasedAlternativeRoute.pd f The need for alternative routes to certification for teachers has a new sense of urgency because of the federal legislation, "No Child Left Behind," which will not allow the State Board to continue to grant waivers for uncertified teachers. Last year, the State Board approved 313 waivers for districts to hire uncertified teachers because certified teachers were not available, particularly in rural areas. Beginning in 2005-2006, waivers will no longer be granted and each Idaho class must be taught by a certified, highly qualified teacher. In addition to the hearing, the public can send written comments to the Idaho State Board of Education, P.O. Box 83720, Boise, ID, 83720-0037. Comments must be received by May 26, 2004.

    Reading Scores Are Up:
    The proportion of Idaho public school 4th graders who scored at the highest two levels in reading in the National Assessment of Educational Progress (NAEP) increased by 14% between 1992 and 2002. NAR Math Scores Are Up: RCM Science Scores Are Among the Nation's Best: Idaho ranks 6th in the nation for having the highest proportion of public school 8th graders scoring at the highest two levels in science. RCS SAT Scores Are Rising: More Idaho students are getting high scores on their SAT college entrance examinations. The proportion of graduating seniors getting high scores on the Math SAT has increased by 31% since 1999; the proportion of graduating seniors getting high scores on the Verbal SAT has increased by 7% since 1994. couple of months ago, I was in a discussion about National Board Certification at a regional conference I was attending. I was quite frankly stunned to hear some of the sentiments teachers in the room were expressing. Many were hostile to National Board Certification, with their criticisms centered around five main themes: National Board Certification, these teachers charged, is elitist, takes money from the funding available for all teachers, is biased, costs too much, and takes too long to complete.

Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.
