From the November 2000 Idaho Observer: Nearly unanimous legislature wants to amend Constitution, sell Public School Endowment lands Yes vote could cause major tax increases to fund public instruction analysis by Bill Denman HJR 1, perhaps the most fiscally irresponsible and politically shortsighted bills to ever be entertained in the Idaho State Legislature, passed by a margin of 45-4-1 in the House and 28-7-0 in the Senate. If voters pass the bill into law November 7, the state Constitution will be amended to allow the state to sell off Public School Endowment lands that have been providing the primary source of public instruction funding in Idaho for over 100 years. Current law protects the lands from being sold, although they can be exchanged for other lands. The original intent was to provide a perpetual source of revenue for the public schools. This revenue would originate from timber sales, mining operations, grazing land leases, etc., plus the interest accruing from this revenue. HJR 1, sponsored by Senator Judy Danielson of Council, would allow sale of these lands to individuals or the federal government and the money would be put in a fund which could ultimately be used for school purposes. According to this amendment, the money could also be used to purchase other lands. However, if all the money was used to purchase other lands, the result would not be much different than the current situation. The shortsighted intent of this amendment is to free up additional money for public education. When this land is sold and the money spent, schools will still need money. No longer having revenue coming from endowment lands, the state will have no choice but to raise taxes to fund schools.

From the March 2000 Idaho Observer: Congress to create anonymous student hotline Feds to use millions of children as informants in national intelligence-gathering system by The Idaho Observer Under the umbrella of its Orwellian "Safe and Drug Free School Zones" program (under which school violence and government-prescribed psychotropic drug use and abuse has increased exponentially) the federal government has proposed the School Safety and Enhancement Act of 1999 and the School Safety Hotline Act of 1999. The bills intend to provide public school students K-12 a 24-hour per day, seven days per week access to a network of anonymous, national toll-free student hotlines. Modern computer technology allows the government to cross reference information about people from multiple public and private databases. There is little doubt that the information trained psychologists will be able to coax out of children who are angry at parents, teachers, friends, family and others will be recorded, stored and cross referenced with information about a person that is already being stored in in any number of private (employer, creditor), state and federal databases. The proposed hotline network will be broken up into regions with the director of each region reporting to the U.S. attorney general not the U.S. Department of Education. The State of Idaho is developing rigorous content and performance standards for all kindergarten though 12 th grade students, including children and youth with disabilities. Although the standards will be completed by July 1999, systems currently are not in place for ensuring that all students succeed in achieving these high standards. The Improving Results Initiative is based on a collaborative partnership designed to align and strengthen educational systems that contribute to high student achievement. Partners in this project include the Idaho State Department of Education (ISDE), local education agencies, Idaho Parents Unlimited (IPUL), institutions of higher education and others. The goals of the initiative are to:
  • Implement state and local policies and procedures that strengthen the capacity of schools to improve educational results for all students, including students with disabilities. Revise professional and paraprofessional standards, certification requirements and personnel development programs for the purpose of redefining personnel skills necessary to improve results for children and youth with disabilities.

Salvador Vasquez is an Idaho State Police researcher who has been studying sex offenders and schools. Kevin Eslinger-KTVB There is a high concentration of registered sex offenders living near Whitney Elementary School, but police warns parents they don't have to be overly concerned. Using a sophisticated computer system, he has identified several locations in Ada County where kids are most likely to be in the same areas as registered sex offenders. Eight schools are considered at high risk for such spatial interactions, as they are called, and one is considered very high: Whitney Elementary. In fact, one registered offender lives in a home right next to the school property.

Boise, Idaho, November 14, 2001 Governor Dirk Kempthorne today recognized Crucial Technology, a division of Micron and one of the world's largest computer memory upgrade providers, for contributing more than $20,500 in computer memory upgrades to Idaho schools. At a news conference at Longfellow Elementary School this morning, Crucial Technology's General Manager, Mike Bokan, and Idaho Department of Education representatives joined the governor as he issued a proclamation declaring the week of November 12 through 16 to be "Education is Crucial Week". "Idaho consistently ranks among the top 10 states in the area of educational technology," said Governor Kempthorne. "Idaho schools provide nearly twice as many up-to-date computers per student as the national average, and Crucial Technology memory upgrades help us maximize and extend the life of our existing hardware." Adult Basic Education
ABE (Adult Basic Education) and ESL (English as a Second Language) require no fee. Scholarships are available for GED (General Educational Development) students. Services are provided on the fourth floor of the Roy F. Christensen Building and outreach sites in 7 southeastern Idaho counties. ABE (Adult Basic Education). Provides basic literacy help to those who need it. This includes basic math, reading and English skills for people performing at the nonreader through twelfth grade levels. The program offers different settings and methods to help students learn in the style they prefer. VIEW (English as a Second Language). Non-English speakers can learn to speak, read, and write English whether or not they can read or write in their native language. Classes stress conversation and survival skills. GED (General Educational Development). High school equivalency training designed for people who didn't receive a high school diploma. The students work on coursework independently and at their own rate. Courses include audio tapes, video cassettes, books, tutors, and computers. Practice tests for the GED are offered. The GED may be combined with the government course taken at the center to obtain a diploma from the state. Resource Center.
