General Information History The College of Southern Idaho was established in 1964. The community college taxing district is made up of Twin Falls and Jerome Counties. The college service area encompasses eight counties, consisting of Blaine, Camas, Cassia, Gooding, Jerome, Lincoln, Minidoka, and Twin Falls. In 1988, the college received a Title III grant that enabled it to develop one of the finest distance learning telecommunication systems in the nation. The college began offering courses in September 1965. The first term was highly successful, with an enrollment in excess of 650 students. Presently, the college annually serves over 12,000 students in a wide range of majors. The beautifully landscaped campus contains over 18 buildings located on 350 acres in Twin Falls, Idaho. Inclusive of these buildings is a state of the art planetarium that is ranked among one of the best in the world. Completed in 1996, the Library/Academic Development Center characterizes the college's commitment to students and the success of their education. Mission Statement The College of Southern Idaho, a comprehensive community college, provides educational, social, and cultural opportunities for a diverse population of South Central Idaho. Conservative and liberal factions keep Idaho from making significant progress y many measures, students in Idaho are doing well. They are taking more core courses to meet higher high school graduation standards, their performance on state assessments is generally improving, and they tend to score better than the national average on the SAT. But Idaho also is a good example of how deep philosophical divisions can threaten educational progress. This independent-minded Western state, for example, has been unable to adopt any statewide academic standards, largely because its conservative superintendent and more liberal education community fundamentally disagree about what they should look like. "Idahoans overall tend to believe their local schools are very good and that concerns they hear about the decrease in the quality of education apply to other districts or states," says Caroline Means Bitterwolf, an elementary school teacher in Moscow who is one of two teachers in the state to be certified by the National Board for Professional Teaching Standards. "They believe their teachers are excellent and deserve more pay, but because of the unique quality of life they see in the state, they often feel that raising teacher salaries to competitive levels is not necessary," she says. "Many school board members in the state have no education beyond the high school level and do not understand the need to provide new technology or advanced courses. Everyone supports improving education, but becoming involved is another issue."

Attorneys for the state and for the school districts went before the high court Friday to argue their sides. The law was enacted last year. If upheld, it will end a 13-year-old lawsuit brought by school districts against the state. The schools want the state to be held responsible for providing safe school buildings. Idaho Deputy Attorney General Michael Gilmore says the law is legal and a step toward ensuring safe schools. But schools attorney Robert Huntley says it violates the constitutional separation of powers by giving taxing authority to the courts. The high court is expected to reach a decision by the end of the year.

    School board approves annual budget

    The Blaine County School District Board of Trustees approved the annual school budget, Tuesday, June 10, at the monthly school board meeting. The General Maintenance and Operating Fund for the school year 2003-2004 comes to $33,388,431. The money comes from two basic sources: state income and sales tax revenues and local property taxes. The general fund accounts for 80 percent of the operating budget. It includes teacher salaries, fringe benefits such as retirement, social security, life and health insurance and workman’s compensation. The general fund also covers purchased services, capital outlay, supplies and materials, insurance, and basic education of the student population. The beginning budget for the coming school year 2003-2004 is $17,724,111 compared to a beginning budget from last year of $2,968,607. This year’s beginning budget is higher due to the sale of $24 million of Certificates of Participation.
