    University Programs

    Pre-college Education Programs DOE Pre-Service Teacher (PST) Internships provides ten-week summer research appointments for pre-service teachers who plan to teach mathematics, science or technology in K-12 schools The goal of the Pre-Service Teacher (PST) Internships project is to enhance the nation's source of proficient teachers of K-12 science, mathematics, and technology. The Idaho National Engineering and Environmental Laboratory (INEEL) provides ten-week summer research appointments for pre-service teachers who plan to teach mathematics, science or technology in K-12 schools. PST is a partnership between the Department of Energy (DOE) and the INEEL to:
    • Create a model for pre-service teachers' education in science, mathematics, and technology. Provide an opportunity for a diverse population of pre-service teachers to experience laboratory-based research that can enrich science, math, and technology instruction.
    During the summer the pre-service teachers are immersed in clearly defined research experiences at DOE national laboratories. The pre-service teachers are mentored by a master teacher and mentor scientists at the INEEL to maximize the development of content, knowledge, and skills. The students participate in research 80 percent of the time and, the remaining 20 percent of the time, are involved in workshops with the master teacher, attend seminars, and pursue their individual project assignments. The master teacher assists the pre-service teachers in translating their research experiences into inquiry-based K-12 educational modules that are aligned with national science standards.

    Input measures for K-12 education include counts of students taking courses that prepare them for higher education in science and technology, and state investments or funding of K-12 education. Output measures include test scores, proficiency measures, and graduation rates.
    High School Completion
    Completing high school is a critical step for students preparing for high-tech careers. A high-school diploma or GED will not be sufficient for most high-tech jobs, but graduating from high school is a critical stepping stone leading to college and perhaps graduate school. In a technology-based economy, high-school graduation rates should ideally be very high to prepare as many students as possible for higher education.

    BROAD-BASED TAX CUT BILLS INTO LAW
    K-12 investment up $52 million; Marriage tax penalty completely eliminated (MERIDIAN)
    Joined by government students, legislators, and the Superintendent of Public Instruction, Governor Dirk Kempthorne signed into law the largest public schools budget in Idaho’s history. And as thousands of Idahoans work to finish filing their income tax returns before tonight’s midnight deadline, Kempthorne also signed a broad-based $29 million tax cut package into law – which includes the complete elimination of the marriage tax penalty in Idaho. The Governor also signed the higher education funding bill (H 755) into law at a ceremony at Centennial High School. The Public Schools Appropriations Bill for the 2001 fiscal year (H 805) provides Idaho’s K-12 schools with a general fund budget of $873 million for more than 245,000 students and 13,000 teachers. That budget – which Kempthorne called for in his January budget proposal to the Legislature – provides an increased investment of $52 million above current-year levels, a 6.4-percent increase.

    A The package, published by NWREL’s Northwest Educational Technology Consortium (NETC), contains the following items:

    • A publication called A Guide to Networking for K-12 Schools
    • A video called Classrooms in Transformation
    • A report titled Closing the Equity Gap in Technology Access and Use
    Networking Issues The benefits of networking are many, the CD reports. Sharing files, applications, and printers are the prime advantages, along with e-mail and access to library materials and Internet resources. But the plusses can be undermined by the many pitfalls schools face when they begin to network. The CD identifies the top six problems educators confront in the world of computer networking: (1) unequal knowledge among staff; (2) inappropriate match of technology and objectives; (3) no clear instructional focus for use of technology; (4) no annual technology budget; (5) poor technology inventory; (6) few staff development activities. Schools can overcome the pitfalls in large part by paying attention to what the CD calls the "human side of the technology equation." Schools should attend to the human side by recognizing that:
    • Investing in human resources is of primary importance
    • Hands-on training and access to technology are essential
    • Teachers need systemic support
    • Multiple training strategies work best
    A theme stressed on the CD is the idea of "classrooms without walls." Networks can break down barriers for both teachers and students, the CD maintains. About teachers, it says, "Electronic communication through networks can transcend the walls of isolation that can so often shape the teaching profession, and allow teachers to converse and share experiences with colleagues, school administrators, parents, and experts in the field."

    January 26, 1998 From comprehending the complexities of reading to gaining a layperson’s understanding of wiring for computer networks, the Northwest Regional Educational Laboratory has recently produced and made available a wide array of products. With the recent emphasis on helping all children to read by the third grade, and engaging parents and community members in the process, Building a Knowledge Base in Reading is a way for educators and others to take a look at how children acquire language and literacy. Drawing on the conclusions of researchers and the expertise of teachers, the report presents an argument for teaching reading skills within a meaningful context, and takes into account the role of phonics in the reading process. The report is jointly published by the Laboratory, the National Council of Teachers of English, and the International Reading Association. A publication about reading that is geared specifically to parents, Tips for Parents About Reading , provides guidelines about what children typically can do at certain ages and stages of reading development, titles of children’s favorite books, and a list of resources for parents and a glossary of reading terms.

    Date of Study: Basis of Study:
    The Idaho Technology Initiative provided $10.4 million per year between 1994-98 for the purchase and integration of technology into the K-12 public school systems and established the Idaho Council for Technology in Learning (ICTL). The ICTL created eight goals for technology integration in Idaho's schools by which to evaluate the impact of the state's investment; developed statewide performance indicators; addressed impact, costs, and benefits of ICTL funded projects; and tracked progress and funds spent to achieve the performance indicators.
    Focus of Study:
    A three-tiered data collection design using statewide tests, research studies, student surveys and technology examples was implemented to measure the effectiveness of technology in Idaho's public schools. Description of the tiers is as follows:

    The Libri Foundation
    The Libri Foundation is a nationwide non-profit organization that donates new, quality, hard-cover children's books to small, rural public libraries throughout the United States. Several Idaho libraries have received grants from the Libri Foundation. In order to encourage and reward local support of libraries, the Libri Foundation will match any amount of money raised by a library's local sponsor from $50 to $350 on a 2-to-1 ratio. Thus, a library can receive up to $1,050 worth of new, quality, hardcover children's books.
