SECTION II - Annual Report A. Objectives 2. Develop/provide additional in-depth follow up training in specific resource areas, to meet needs identified by program participants. 3. Continue to evaluate the program in terms of adoption of management concepts and resource sustainability following implementation of the WIRE process by selected cooperators. B. Abstract A team training, was held for the Idaho team in September, 1997. This 8-hour training prepared members of the Idaho team to offer the full 45-hour WIRE course. During the training, the team scheduled two WIRE courses to be offered in the coming months of December and January. An intense period of preparation followed the team training, but this paid off with a successful first offering in Montpelier, Idaho. Benefits of the program already apparent to the instructors range from getting people to think, to having groups change the management of their operations. Several operations will now do a better job of tracking their financial situation as a result of attending the course. A number of producers are also asking for more information on range analysis and stocking rates. Most of the individuals, which attended a WIRE course, are now setting goals for the first time in their respective operation's history. This will do more for these operations than any other one thing they could have done.

Alaska's Solid Waste Management plan includes, but does not deal specifically with, scrap tires. Tires are generally landfilled (tire piles may not exceed one half million tires), however, some scrap tires are used as fuel in an RDF plant within the state, and others are used as liner in an Anchorage landfill. Most local municipalities throughout Alaska, such as Anchorage, Fairbanks, and Juneau, accept tires at their recycling facilities, and some private recycling facilities also accept used tires. New DOE-Idaho assistant manager focuses on core competencies
by Kathy Whitaker for iNews M. Christine “Chris” Ott, the newly arrived assistant manager for the Chief Financial and Administrative Office at DOE-Idaho, judges herself a “good fit” for her new job. Christine Ott The position will demand expertise in areas where she has experience, and she’ll have the challenge of the full spectrum of human resources management, something she’s not done before. “I like the challenge of a new job, and learning new things,” she said. “I see my priority as helping the manager and the Department achieve the mission they want to get done. My job will be to see to the human resources and nonhuman resources necessary to do the work.” Having served for more than 23 years in a variety of high-level Department of Defense positions, she is not unfamiliar with the DOE, although she is more familiar with the Defense Programs areas than others. She has done contract administration for some DOE sites. Although she’s been involved with NASA and other organizations that rely heavily on third-party contracts, DOE-Idaho will be her first experience working with a management and operating contractor on a direct basis.

The College of Business (COB) at Idaho State University (ISU) offers a program leading to the degree of Master of Business Administration (MBA) to holders of business and non-business bachelor's degrees. The MBA program is accredited by the American Assembly of Collegiate Schools of Business (AACSB). In addition to the traditional MBA degree, the program offers MBA degrees with emphasis areas in Accounting, Computer Information Systems (CIS), Management, Marketing, Finance, and Health Care Administration (HCA). The MBA program at Idaho State University was the first to be accredited by the AACSB in the State of Idaho and remains committed to the delivery of a high quality, rigorous program. The traditional MBA provides a broad general degree, particularly suited to those pursuing a managerial focus in their careers. THE GOVERNMENT PERFORMANCE PROJECT
Report Card: Idaho FINANCIAL MANAGEMENT: B- Even though Idaho's economy isn't booming (prices for agricultural exports to Asia have dipped), revenues and expenditures are in line. The state has had trouble evaluating the fiscal effects of mandatory prison sentencing, and thus underestimated its prison budget by about 4 percent in fiscal year 1997, but the overall impact has not been too serious. The state has continued to contribute to its rainy day fund, though it remains about 2.5 percent of general fund expenditures. Idaho's investment policies have been so conservative as to deprive citizens of the benefits of potentially higher returns. But legislation was passed last session that should provide a broader range of investment options. For debt, the state's financial byword is "pay as you go," evidenced, in part, by the fact that it has no general obligation debt whatsoever. The state is weak when it comes to cost accounting. Virtually the only agencies that utilize it do so because of federal grant requirements. Long-term revenue and expenditure projections are not done routinely. Long-term financial planning just doesn't seem to fit into the Idaho ethos. CAPITAL MANAGEMENT: B- Idaho's capital planning process is solid and careful, and includes a six-year plan for future projects. By necessity, the state has aggressive management control of new projects, including a computer tracking effort and contracts that contain carefully spelled-out cost limits. "We don't have a big enough contingency fund that we could afford cost overruns," says Brad Foltman, the budget bureau chief. The state boasts particular skill in converting existing facilities to new uses. An obsolete boiler plant is now being used for state office space, for example, and a psychiatric hospital was turned into a medium-security correctional facility.
