For the second year in a row, Idaho’s Governor Dirk Kempthorne and Legislature had to decide how to handle a sizable surplus. Last year, the anticipated overage was between sixty and seventy-three million dollars. This year, it was $330.1 million! Yet, at the same time they had these excess funds, the Governor and legislators faced a mixed outlook for the state economy. Their challenge was to support programs, help the economy, and balance demands for services and tax relief. In this paper, I analyze how Kempthorne and the Legislature addressed the surplus. After discussing Idaho’s demographics, political party strength in state politics, and budgeting process, I examine the Governor’s budget proposals, the Legislature’s appropriations actions, and their spending decisions for FY 2002. DEMOGRAPHICS, PARTY STRENGTH, AND BUDGETING IN IDAHO As the 1990’s ended, 1,251,700 people lived in Idaho (Budget and Policy Analysis [BPA] 2000c, 86-90). Ninety-six percent were white and one-fifth was school-aged, placing Idaho fourth nationally on both measures. The state was thirty-third in number of farms (24,500), forty-third in personal income ($24.7 billion), and thirty-first in median household income ($35,554).

IDAHO Dick Kinney Boise State University On November 3, 1998, Republican Dirk Kempthorne won the right to become the thirtieth governor of Idaho. For the next two months, he had people inside and outside of government wondering about his priorities. The Legislature received hints about them in his state of the state message on January 11 and then details two days later in his budget address. It spent the next three months considering Kempthorne’s budget and deciding on state appropriations. I will examine the actions of the new governor and the Legislature on the Idaho state budget. After describing the state budget process and contexts for it, I will highlight changes for the current budget and decisions for Fiscal Year (FY) 2000 expenditures. I will briefly analyze impacts of these decisions and offer some impressions. THE IDAHO BUDGET PROCESS Like many other states, Idaho has an executive budget system (Axelrod, 1995, 275-278; Rubin, 1997, 95). In the Spring the Governor meets with the Division of Financial Management (DFM) in the Office of the Governor to discuss revenues and priorities. With that information and after consulting with the Budget and Policy Analysis section (BPA) of the Legislative Services Office, the DFM sends out to the agencies the guidance and forms to prepare their requests. After receiving the requests in late-Summer, DFM and BPA analysts review them during the Fall. DFM analysts then prepare and discuss their recommendations with the Governor, who eventually decides on and approves the budget. The BPA develops its own budget documents for the Legislature after its analysts summarize the requests and Governor’s recommendations.

Police in Istanbul arrested 37 suspects of the Marxist Revolutionary People's Liberation Army-Front, or DHKP-C, while security forces Italy and Belgium detained 16, an Interior Ministry official said, speaking on condition of anonymity. Turkish and German police have been preparing for the crackdown for the past year, while the Italian police became involved more recently, the official said. German and Italian police discovered during their investigations that the group also was active in the Netherlands and Belgium and coordinated the European crackdown outside of Turkey, the official said. The DHKP-C seeks to topple the Turkish government and replace it with a Marxist one. The group and its forerunner, Dev Sol, have claimed responsibility for a number of bombings in Turkey, including two suicide attacks in 2001 that killed three Istanbul policemen and an Australian woman. It has also carried out attacks in Germany and has targeted U.S. military personnel and diplomatic missions. The group, which is branded as a terrorist organization by the State Department and by the European Union, was active before the 1980 coup in Turkey but has become increasingly marginalized due to a harsh police crackdown.

In 1997, as part of a SHEEO initiative on state strategies to support student transitions—K-16, SHEEO conducted a survey asking states to identify initiatives sponsored by their agencies that support early outreach and preparation for college. That information was reported in a 1998 publication, Statewide College Admissions, Student Preparation and Remediation Policies and Programs. To update state initiatives, in May 2000, SHEEO conducted an e-mail survey asking state higher education agencies to respond to the following questions:
  • Does your agency sponsor a formal effort to link K-12 and postsecondary education (K-16 or related initiative)? What is the name of the initiative and provide a brief description.
