1.04 GENERAL INFORMATION 1.04.01 HISTORY OF THE COLLEGE (Rev: 2/2002, 1/2003)
The College of Southern Idaho represents a shared vision and a collaborative effort of the citizens of the Magic Valley. This vision began to take form as early as 1952 when a Stanford doctoral student wrote his dissertation, "A Junior College Survey of Twin Falls County, Idaho." Several years later (1960) the Twin Falls Chamber of Commerce established a junior college committee to actively pursue financial support to make this vision a reality. At the same time, classes were begun in Buhl under a private institution called Southern Idaho College. An inadequate tax base caused the Board of Education to discontinue the effort, although many of the individuals involved later helped develop CSI. Two years later the Federal Government facilitated the College of Southern Idaho's development by providing federal aid for building academic facilities. In 1963 the Idaho legislature passed the Junior College Act, which provided for the establishment of junior college districts. Twin Falls County voted to form a junior college district in November 1964. The following year Jerome County citizens voted to join the junior college district. The first academic classes were held in the evening at Twin Falls High School, while vocational classes were held at a facility located at 1300 Kimberly Road in Twin Falls. The administrative offices were housed in the hospital annex building that used to be located directly east of Magic Valley Memorial Hospital. The College was governed by a Board of Trustees that hired Dr. James L. Taylor as the first President of the College of Southern Idaho. He served as President until his death in November of 1982. Gerald R. Meyerhoeffer, former Vice President, became President in 1983.

Sizing up the Nampa board race Hence, the Nampa School District. Since the inception of the first local charter school, the board has been on the hot seat. For the past five years, the school board elections in Nampa have featured some interesting challenges. How much control should a local board have over a charter program? Does it have enough control? Inadequate laws have pitted the traditional public school programs against the state funded charter programs. Even with new laws approved for charter programs, the struggle in Nampa remains, as evidenced at the recent candidate forum. The majority of the questions focused on charter issues. There are two races in Nampa: Zone 1: Incumbent Roger Hunt and challenger Steve Law. Zone 2: Incumbent Rex Burmester and challenger Mike Emery.

CIGNA Medicare invites interested parties to participate in an educational opportunity with your Medicare Part B carrier. We process Medicare claims for the "Medical Insurance" portion of Medicare. We are also charged with the education of Medicare providers. As such, we regularly provide educational workshops for providers throughout the states of Idaho, North Carolina, and Tennessee. We have established the Provider Communications Advisory Group (PCOM) in each of the three states. We are inviting representatives from various medical societies, billing services, and other interested parties to join this advisory group. The PCOM advisory group will be informed up front of the carrier's selection of educational forums, topics, and locations. CIGNA Medicare public relations will schedule regular briefings and communicate with providers and other interested parties around the state to make sure we are meeting the educational needs of the provider community. As a Medicare carrier, we have internal tracking initiatives in place that identify provider trends and high volume errors. The public relations department will continue to address these identified educational needs. Members of the PCOM advisory group can make recommendations to the carrier for needed topics or educational forums. The carrier will act on these recommendations.

Press Release Contact: Nikki Watts March 23, 2004 Simpson Questions Department of Education on No Child Left Behind Washington, D.C. - Congressman Mike Simpson, a Member of the House Appropriations Subcommittee that has jurisdiction over Department of Education, re-affirmed his support for adapting No Child Left Behind regulations to assist rural schools in implementing the law during a hearing with Acting Deputy Secretary of Education, Gene Hickok. Simpson also stressed his belief that the federal government must continue to listen to concerns from states and local school districts. “I commend the Department for its willingness to listen to local education stakeholders and for adjusting regulations concerning highly qualified teachers as well as special education and limited English proficient students,” said Simpson. “I’ve been a strong proponent of providing more flexibility for rural schools and I am pleased the Department has responded to those concerns. These new regulations demonstrate the Department’s willingness to ensure that No Child Left Behind provides a measure of flexibility for school districts, especially those in more rural areas.” The Department of Education recently announced three new policies that give teachers greater flexibility in demonstrating that they are highly qualified under the No Child Left Behind Act (NCLB).

Labor Secretary Elaine Chao is expected to preview the new proposals Tuesday, the sources said. Department spokeswoman Pamela Groover said she was unaware of any plans to issue a regulation. Chao issued a proposed regulation in March 2003, but it drew sustained criticism from organized labor, Democrats in Congress and some Republicans. The Senate voted last year to stop the administration from issuing the regulation, but that provision was later dropped under White House pressure. Even so, Democrats signaled a fresh attempt this year - in the run-up to the November elections - at a time when jobs and pocketbook issues are a key issue in the campaign for the White House. The rules do not require congressional approval to take effect. Republican officials said that under the revisions, up to 107,000 workers could lose their overtime protection, but 6.7 million workers would be guaranteed overtime.

The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.
