Major Setback to Goals 2000 in Idaho IDAHO FALLS, ID The Idaho School Improvement Committee (ISIC) was set up to allocate nearly half a million dollars in Goals 2000 funding that the state received from the federal government in 1995. ISIC developed a budget that included $95,000 for a part-time technical assistant to promote the Goals 2000 program. The Committee's decision was all but unanimous. The only member of the Committee to vote against the budget was Dani Hansen, but she was determined to voice her objections. Hansen headed directly to the Governor's office and asked his staff to take a look at the budget. Then she repeated her request to State Board of Education members, the chairman and vice chairman of the House Education Committee, and to friends in the Idaho House of Representatives. As a result, the ISIC chairman was obliged to rewrite her budget, allocating funds for six part-time positions instead, each with a $15,000 salary plus $10,000 for travel expenses, $5,000 for phone expenses, and 28 percent of the funds assigned to benefits. Hansen again warned state officials to keep their eyes open while reviewing the budget. Her vigilance paid off. Not only did the Idaho Board of Education shoot down the ISIC chairman's budget; it promptly removed all Goals 2000 funding from her control as well, and sunsetted the Committee as of December 1.

    Since Idaho Rural Partnership (IRP) began operating under Executive Order from the Governor in 1991, its mission has been to join diverse public and private resources in innovative collaborations that strengthen communities and improve life in rural Idaho. IRP is widely known and valued in Idaho as an accessible organization that makes local problems a priority, while working hard to develop innovative system-wide solutions that combine the knowledge of local communities with the resources offered by technology; experienced organizations; and state, federal, and private funders. IRP has a diverse Board of Directors and membership that includes all rural perspectives and serves as an informational conduit between local communities and organizations. Recognized as a safe place to resolve conflicts and work through challenges, IRP has built its reputation on bringing together likely and unlikely partners to create and maintain opportunity. By creating affiliated work groups of IRP members and availing itself of current technology, IRP supports communities with new products, training, information, and streamlined regulation.     Phone: 803-772-5224 / Fax: 803-772-9384 Released Time Laws and Guidelines Released Time Laws and Guidelines State of: Idaho STATUTES: Idaho Code Idaho compulsory attendance law (§33-202) requires that all students ages 7-15 (inclusive) must attend a public, private, or parochial school (§333-119) during a period of time equal to the time when public schools are in session. The only exemptions for cause are impaired mental, physical, or emotional conditions which prevent attendance and which are confirmed by a licensed physician or psychiatrist. There is no express Released Time statute in Idaho. EDUCATION REGULATIONS: (Policy) The State Board of Education allows each local school district to release public school students for the purpose of attending religious instruction. Such religious instruction must be off school property and the religious institutions must keep records of attendance that must be made available to the public school officials. CASES: None ATTORNEY GENERAL OPINIONS: None SCRIPTURE UNION Recommendations: Like your state, many do not have specific laws or guidelines concerning Released Time. The absence of a specific law does not necessarily prohibit Released Time programs. In fact, it may allow a wider range of Released Time programs. For example, it is possible to offer Released Time classes as an off-campus elective class on the High School or Junior High level, which students take daily. This is being done in states such as Georgia, Florida, Utah, Arizona, and Idaho.

    Yes. The Idaho Division of Professional-Technical Education is proposing an increase from $65,000 to $70,000 for Tech Prep base grants . The remainder of the Tech Prep funds will be distributed on a competitive basis to improve or expand Tech Prep programs.
