Collaboration is the key to offering effective services for youth. By forming alliances, public libraries can accomplish a number of goals. These goals include becoming better informed about the needs of youth, finding new ways to inform them about library resources, and providing library services where youth can best use them. The following list of agencies and organizations are among those that libraries are partnering with to provide better services for Idahoans. Adult Basic Education (ABE) provides instruction to adults in reading, writing, math, speaking English, GED preparation, and computer literacy.     Vancouver Sun Thursday, April 22, 2004 Pamela Nagle helps her 12-year-old son Troy with some mathematics school work in their Langley home. CREDIT: Steve Bosch, Vancouver Sun Home-schooling parents are fuming after the B.C. Education Ministry ordered thousands of them to stop using faith-based materials or any other "unofficial" resource when teaching their children at home. Many parents, including some who aren't religious, say they will cut their ties with the school system rather than obey the directive. "They can't tell me what to do in my own home," said Pamela Nagle, whose son is home-schooled but attends a Langley school one day a week. Nagle, a Christian, said she can understand the ministry's long-standing refusal to pay for religious materials but won't abide by an order telling her how to spend her own money. And she won't be limited to ministry-approved resources that she describes as stagnant. "I don't like the fact that they believe they know what's best for my child," said Nagle, who spends hundreds of dollars on resources in addition to the $600 she receives from the Langley school district under a distance-education program.

    Shirley Cobble, Director of Library/Media Services, scobble@isdb.state.id.us The Idaho School for the Deaf and the Blind (ISDB) Library/Media Center provides a variety of resources and services to visually impaired/blind and deaf/hard of hearing individuals throughout the state. Services are offered to families and professionals, serving them on a local and statewide level. As a part of the state library system, resources are extended to all Idaho residents. The center is centrally located and houses four libraries; K-3rd grade, 4th grade through adult, K-3rd VI Library, Parent Resource Library. We have a media/captioned video area/storage area, teachers' materials area, TV Satellite/conference room, and a copy center. Our center is open from 7:00 am until 4:00 pm during the regular school days, 7:00-2:00 on Fridays. One of our library/media center's main goals is to promote reading with our students. In order to do so, a variety of methods and tools are being assimilated into use, including both the utilization and integration of technology as well as non-technological programs.

    The State of Idaho is developing rigorous content and performance standards for all kindergarten though 12 th grade students, including children and youth with disabilities. Although the standards will be completed by July 1999, systems currently are not in place for ensuring that all students succeed in achieving these high standards. The Improving Results Initiative is based on a collaborative partnership designed to align and strengthen educational systems that contribute to high student achievement. Partners in this project include the Idaho State Department of Education (ISDE), local education agencies, Idaho Parents Unlimited (IPUL), institutions of higher education and others. The goals of the initiative are to:
    • Implement state and local policies and procedures that strengthen the capacity of schools to improve educational results for all students, including students with disabilities. Revise professional and paraprofessional standards, certification requirements and personnel development programs for the purpose of redefining personnel skills necessary to improve results for children and youth with disabilities.
