NEA Study Finds Investment in U.S. Public Schools Lagging as Education Needs Rise
Washington, D.C. - Despite the vital importance of education to Americans, critical investments in U.S. public schools remain stagnant, according to a state-by-state report released today by the National Education Association (NEA). The report, titled (PDF, 1M, 127 pages), paints a difficult funding picture for public education nationwide. Despite rising enrollments and a growing need for qualified teachers in many areas of the country, the average expenditure per student and the average salary of a public school teacher for the 2001-2002 school year increased only slightly over the previous year. Over the last 10 years, teacher salaries have remained flat, growing just 2.4 percent during that time period, or approximately 0.2 percent per year when the cost of living is factored in. Nineteen states and the District of Columbia saw real declines in average teacher salaries over the years 1991-92 to 2001-02, adjusted for inflation. Those with average salaries declining 5 percent or more: Alaska (-13.6%), Connecticut (-11%), Vermont (-9%), Wisconsin (-6.4%), New York (-6.3%), New Hampshire (-6.1%), Nevada (-6%), Kansas (-5.8%), and the District of Columbia (-5.3%) (Chart C-14). The study shows that the federal government's share of the public education dollar was 7.5% in 2001-2002 not enough to cover the cost of federally mandated education programs. State and local governments will need a larger share from the federal government in order to put the federal education mandates in place without sacrificing other programs. By failing to fully finance the new No Child Left Behind Act, which was enacted in 2002, the federal government will be undermining state and local governments' ability to find ways to attract qualified teachers into joining and staying in the profession, modernize existing schools and build new ones, and provide students with the programs, materials and books they need to meet the high standards envisioned by the new law.

The State of Idaho is developing rigorous content and performance standards for all kindergarten though 12 th grade students, including children and youth with disabilities. Although the standards will be completed by July 1999, systems currently are not in place for ensuring that all students succeed in achieving these high standards. The Improving Results Initiative is based on a collaborative partnership designed to align and strengthen educational systems that contribute to high student achievement. Partners in this project include the Idaho State Department of Education (ISDE), local education agencies, Idaho Parents Unlimited (IPUL), institutions of higher education and others. The goals of the initiative are to:
  • Implement state and local policies and procedures that strengthen the capacity of schools to improve educational results for all students, including students with disabilities. Revise professional and paraprofessional standards, certification requirements and personnel development programs for the purpose of redefining personnel skills necessary to improve results for children and youth with disabilities.

Nelnet Announces Succession Plan for Hilario J. Arguinchona
(Boise, ID - February 23, 2004) – Today, Nelnet (NYSE: NNI) announced the March 12, 2004 retirement of Hilario (Larry) J. Arguinchona, 60, an Executive Director for Nelnet and President of Idaho Financial Associates, Inc. (IFA), a wholly-owned subsidiary. A 25-year veteran of the education finance industry, Mr. Arguinchona founded IFA Systems, a student loan software provider, in 1986. Mr. Arguinchona is responsible for the development, maintenance, and implementation of student loan software systems used by Nelnet and its clients. "While Larry’s business acumen and leadership will truly be missed by both IFA and Nelnet management, we wish him the very best in his retirement," commented Steve Butterfield, Nelnet Vice Chairman and Co-CEO. "Larry’s dedication and involvement has spanned a broad spectrum of the education finance industry and he leaves a legacy of which we are all proud." Mr. Arguinchona’s prior experience includes his role as a founding Director of the Student Loan Fund of Idaho, Inc., a student loan guaranty agency, and his role as a founding Director, and later President, of the Student Loan Fund of Idaho Marketing Association, Inc., a state secondary market for student loans.

The Collaborative for Technology Standards for School Administrators (TSSA Collaborative) has facilitated the development of a national consensus on what P-12 administrators should know and be able to do to optimize the effective use of technology. This consensus is presented by the Collaborative (November 2001) as Technology Standards for School Administrators (TSSA). The Collaborative believes that comprehensive implementation of technology is, in itself, large-scale systemic reform. Leadership plays a key role in successful school reform. The CollaborativeÕs standards, therefore, focus on the role of leadership in enhancing learning and school operations through the use of technology. These standards are indicators of effective leadership for technology in schools. They define neither the minimum nor maximum level of knowledge and skills required of a leader, and are neither a comprehensive list nor a guaranteed recipe for effective technology leadership. Rather, these standards are a national consensus among educational stakeholders of what best indicates accomplished school leadership for comprehensive and effective use of technology in schools. The standards challenge almost every school administrator in some areas, yet each individual standard is attainable by the professional education leader. Although a national consensus, in no way should these standards inhibit new development, innovation, or progress for schools or for school leadership.

New Information on SFSP Geo-Mapping Technology When school lets out, millions of low-income children lose access to the school breakfasts, lunches and afterschool snacks they receive during the regular school year. The Summer Food Service Program for Children is a key to filling this gap. The Summer Food Service Program provides meals and snacks to children who might otherwise go hungry and is often provided in conjunction with educational, developmental, and recreational activities. With more parents working outside the home, organizations are serving school-age children afterschool as well as during the summer. History The Summer Food Service Program for Children (SFSP) was created by Congress in 1968. It is an entitlement program designed to provide funds for eligible sponsoring organizations to serve nutritious meals to low-income children when school is not in session. Benefits The SFSP feeds hungry children in the summer, gives a boost to public and private non-profit summer programs, and helps give low-income children the best start on the new school year. Many of the children served are at nutritional risk when they do not have access to school meals.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements, loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. About the CSRD Program
What is comprehensive school reform?
Comprehensive school reform is a means to improve student achievement through reorganizing and revitalizing entire schools, rather than implementing isolated programs. It uses well-researched and well-documented models for schoolwide change that are supported by expert trainers and facilitators. Challenging academic standards, strong professional development, and meaningful parent and community support are all part of a comprehensive school reform program.
What is the CSRD Program?
The Comprehensive School Reform Demonstration (CSRD) program is part of the FY1998 Labor-HHS-Education Appropriations Act. Sponsored by Congressmen David R. Obey (WI) and John E. Porter (IL), the CSRD Program provides funding to help schools adopt effective, research-based comprehensive school reform models that will help all students reach high standards. The program makes funds available to state education agencies to provide competitive incentive grants to districts for schools pursuing comprehensive reform. Of these funds, a significant portion is earmarked for Title I schools and the remaining funds may go to any school under the Fund for the Improvement of Education. Nationwide, up to 3,000 schools may be eligible for grants of no less than $50,000 (renewable for two years).
