    Homeschooling
    Even today, the majority of parents who homeschool their children do so for religious reasons, basing instruction on "religious teachings, moral values, and patriotism mixed with basic skills" (Russo and Gordon 1996). A smaller group, identified as "pedagogues," use unstructured, child-centered curricular approaches modeled on reform advocates' philosophies or favor a more structured learning climate stressing "discipline, homework, individualized instruction, and patriotism." A recent study of homeschooling rationales in a strong school-choice state (Minnesota) found that parents' reasons fell into five broad categories: educational philosophy, a child's special needs, school climate, family lifestyle/parenting philosophy, and religion and ethics (Lange and Liu 1999).       Category B Promise Scholarship
      The Category B Promise Scholarship is in its second year of funding. The intent of the Category B Scholarship is to encourage Idaho students to do well in school and enroll in an Idaho college or university upon graduation. Awards are given to both academic and professional-technical students. Currently the amount of the scholarship is $250 per semester, renewable for 2 years. Almost 8,000 students received the scholarship in FY03. Eligibility:
      • Resident of Idaho and must have completed secondary school or its equivalent in Idaho. Must have high school GPA of 3.0, or ACT score of 20 or above. Must be first-time college student under the age of 22 on July 1. Enroll and complete an average of at least 12 semester credits at Idaho postsecondary institution and maintain at least a 2.5 cumulative GPA.
      • (FY03 Appropriation: $4,358,800; FY04 Request $4,463,400)
      Category A Promise Scholarship
      (formerly the State of Idaho Scholarship) The Category A Scholarship is an extremely competitive, scholarship that is renewable for up to 4 years. There are approximately 35-40 new scholarships awarded each year, and each scholarship is worth $3,000 per year. Awards are given to both academic and professional-technical students; approximately 25% of scholarships are awarded to professional-technical students.
