From the March 2001 Idaho Observer: Senate bill would mandate public instruction to begin soon after diapers New law would lower school age to three years BOISE A bill that has temporarily stalled in committee would lower the age where children are eligible for public instruction from five years to three years of age. According to existing law, the state will provide three-year-old children who have been determined to be "disabled" and who qualify for special education and other government services under the Federal Individuals with Disabilities Education Act (IDEA) with public schooling. Within the parameters of applicable state and federal regulations, school age for children that qualify, ".shall begin at the attainment of three (3) years and shall continue through the semester of school in which the student attains the age of twenty-one (21) years." SB 1027 seeks to add an additional sentence to existing law that will add two years to public instruction. The proposed sentence is, "For a school district which conducts a prekindergarten program, 'school age' shall begin at the attainment of three (3) years."

Lewiston, Idaho, with a population of 30,000, sets on the east side of the Snake River at the confluence of the Snake and Clearwater Rivers. Just across the bridge is Clarkston, Washington. So much of these cities are intertwined that I will present the two together as the Lewis-Clark Valley. Lewiston is the larger of the two. Things like knowing your neighbors, living just 5 to 15 minutes from your place of work, no traffic jams, low crime rate and a great climate can contribute to a fabulous lifestyle. In fact, the pleasant climate really adds an extra dimension to working and playing. A BIT OF HISTORY For many centuries, the Nez Perce Indians referred to the Lewis-Clark Valley as the Tsceminicum, which means "the meeting of the waters." It was a perfect place to camp, gather roots, fish and hunt game.

I found the May/June special issue on education, "Ideal schools," to be very good. We have a daughter and daughter-in-law who are homeschooling for many of the reasons mentioned in the different articles. Until those running the education establishment start to believe that everyone can be an achiever, there won't be much good coming out of public education. I grew up in the 1930s and '40s when teachers still believed in right from wrong, and there were consequences for bad behavior from the teacher-and also when you got home. Many of the problems in today's schools occur because parents expect the school systems to be responsible for the education of the students, when it is the parents who need to take responsibility.

Why Preparedness?
Disasters can affect any part of the United States at any time of the year, swiftly and without warning. Most people don't think of a disaster until it is too late; then they suddenly realize how unprepared they are for the massive changes it makes in their lives. Local officials can be overwhelmed and emergency response personnel may not be able to reach everyone who needs help right away. Each type of disaster requires clean-up and recovery. The period after a disaster is often very difficult for families, at times as devastating as the disaster itself. Families which are prepared ahead of time can reduce the fear, confusion and losses that come with disaster. They can be ready to evacuate their homes, know what to expect in public shelters and how to provide basic first aid.
Family Disaster Supply Kit
One of the first steps toward preparedness is the creation of a family disaster supply kit. This will help families get through the first few days after a disaster. Public shelter after a disaster may not offer some of the basic necessities. The development of a kit will make a stay in a public shelter more comfortable, should it be necessary. Store the kit in a convenient place known to all family members. Store items in airtight bags or containers. Replenish the kit twice a year. Include six basic items:

Introduction
This is one of a series of Letters to the Field dealing with different aspects of delivery of mental health services to persons in sparsely-populated frontier areas-a historically-underserved group living in a special and unique part of the United States. This letter deals with the organization and delivery of services to children and adolescents with serious mental illness (SMI). It is based on published and unpublished literature, and interviews with planners and providers. A companion Letter will complete the picture by presenting the highlights of two study groups-one for providers, and the other for parents held in a frontier area. These Letter s are intended for a wide audience of lay persons, planners, and practitioners and are written in a non-technical way, with a minimum of references.
