Project location: federal roadless areas of the Northern Rockies
The Roadless Area Conservation Rule, adopted by the U.S. Forest Service just before President Bush took office, protects the remaining 58.5 million acres of undeveloped national forest lands, including almost 19 million acres in Idaho, Montana, and Wyoming. However, it is a priority of the timber, mining, oil, and gas industries, and thus of the Bush Administration, to reverse the rule. The Caribou-Targhee National Forest has already begun to test the legal uncertainties surrounding the Roadless Rule in Wyoming by permitting new roads and extractive exploration in the inventoried roadless area of Sage Creek. Earthjustice and Greater Yellowstone Coalition have lodged an administrative appeal, to be followed by litigation if the Forest Service rejects the appeal as expected. Retention of the Roadless Rule remains our best chance to give legal protection to the tiny percentage of our public lands that remain roadless, and thus pristine. Greater Yellowstone Coalition

by Kathy Weremiuk, Multifamily Loan Officer, and Matthew Mielewski, Multifamily Loan Specialist, California Housing Finance Agency The California Housing Finance Agency (CHFA) has established a new Special Needs Loan Program. This program is intended to provide permanent financing at very low interest rates, as low as one percent (1%), for projects housing individuals with mental and physical disabilities, individuals and families undergoing substance abuse recovery or in danger of becoming homeless, and those living with HIV/AIDS. Project financing will be subsidized by CHFA, as needed, so that special needs projects can achieve long term financial stability and viability. Guidelines for this program are intended to be as broad as possible to encompass individuals and families not usually considered eligible for supportive housing programs. Since unveiling this program, CHFA has been seeking out diverse groups so that the program can reach the widest possible spectrum of those in need of housing assistance. Funding for this Program will come from both taxable and tax-exempt bond financing. Interest rates are subsidized using agency funds in a split funding mechanism that allows for the flexibility of utilizing either taxable or tax-exempt financing as required to make the project viable. Interest rates and terms are determined on a case-by-case basis depending on tenant incomes, available rent subsidies from other sources, subordinate financing, and housing tax credits.

An arm of the U.S. Department of Education is investigating multiple complaints that the state's testing system discriminates against Florida's disabled students.
Broward and Palm Beach counties are two of eight school districts the department's Office for Civil Rights is auditing as part of a "compliance review" of FCAT policies and procedures. The review comes after 13 complaints that the state and schools are violating disabled students' right to a free appropriate education by requiring them to pass the FCAT to be promoted to the next grade, and by failing to provide the special accommodations they need to take the test.
"When so many complaints come to the surface, you realize something is wrong with the system," said Genevieve Cousminer, an attorney and coordinator of advocacy services for the Coalition for Independent Living Options, a West Palm Beach group for the disabled that is one of the complaining parties.
