But a crystal ball is just what Rexburg's planning and zoning administrator, mayor and the BYU-Idaho's housing office director could use as they plot their city's future. There's evidence the hillside town will grow at a rate of about 5 percent a year for the years to come. At that rate, Rexburg's population would double in the next 20 years, from 17,257 to 34,514, roughly the size Idaho Falls was in 1960. It means 863 new residents every year for the next 20 years. It's far more growth than the city has seen in the past 20 years. From 1980 to 2000, Rexburg's growth rate was 2.5 percent, going from 11,559 residents to 17,257. In eastern Idaho, only Driggs and Victor grew faster - Driggs by a hair at 2.6 percent a year, Victor explosively, with a rate of 8 percent. Rexburg already is becoming the Upper Valley's retail and entertainment hub, with the opening of an 11-suite strip mall earlier this year and the planned April 1 opening of a theater and entertainment complex in early April.

The U.S. Geological Survey (USGS) has been assessing, mapping, and reporting on Idaho's earth resources for more than 100 years. Ongoing USGS programs in Idaho include topographic and geologic mapping, surface- and ground-water data collection, geochemical and biological investigations of lakes and rivers, mineral exploration, and assessments of water-quality, hydrologic, and geologic conditions, including earthquakes and floods. The USGS contributes to the health, safety, and economic well being of Idaho's citizens through each of these programs and in cooperative efforts with State, local, and Federal agencies, universities, and other public organizations.
Earthquake-Hazards Research
The USGS, in cooperation with the Idaho Geological Survey and the Montana Bureau of Mines, is studying the Lewis and Clark seismic activity zone in northern Idaho and western Montana. The safety of workers and equipment in mines that are thousands of feet deep depends upon knowledge about spatial, temporal, and intensity distributions of earthquakes along active faults in this zone.
National Water-Quality Assessment
The long-term goals of the National Water-Quality Assessment (NAWQA) Program are to describe the status and trends in the water quality of a large, representative part of the Nation's rivers and aquifers and to identify the primary natural and human factors that affect water-quality conditions. The NAWQA Program is designed to produce water-quality, geographic, and ecological information that will be useful to policymakers and water managers at the local, State, and national levels.

IDAHO The Rural Context For Transportation Consultations Idaho is the 13th largest state in the U.S. in land area, 11th smallest in population, and 11th least densely populated. Approximately 73 percent of Idaho's population and jobs, and just under 100 percent of the land, is non-urban. Approximately 94 percent of Idaho's roads are rural. Federally owned lands amount to 62 percent of the state's land area. Demographically, Idaho's non-urban population is predominately white (94 percent). Compared to the other states, the proportion of non-urban adults who did not graduate from high school is low (16th lowest), but the proportion who did graduate from college is also relatively low (9th lowest). The 14 percent of Idaho's non-urban people who are poor is greater than in many other states. About 45 percent of the state's non-urban population is in non-working age groups (33 percent 18 years or younger, and 13 percent 65 years or older). Governmentally, Idaho has 44 counties, a fairly manageable number compared to many other states. The state also has 200 municipalities but no towns or townships. Overall, Idaho has the 12th lowest number of sub-county governments. However, Idaho also has 5 federally recognized Indian tribes.

Idaho State Journal - December 12, 2003 POCATELLO Pocatello could be in the power generating business within a few years. During a Thursday morning study session, the City Council discussed building municipal windmills or hydroelectric generators to fill the city's electric needs, and possibly to produce a small amount of electricity to sell to Idaho Power. Proposals range from erecting a 50-megawatt plant, to producing just enough electricity to cover the city's power needs. The project is being considered as a long-term cost-saving measure. City officials estimate it would take seven years before savings from the operation would exceed construction costs. "We're trying to look at all kinds of issues as far as generating revenue for the city," said Councilman Gary Moore. "For the long-term health of the community we're just looking at some of those ideas." The Idaho Department of Water Resources will make a presentation about wind energy to the City Council on Feb. 12. City Environment and Floodway Engineer Dan Sharp said the windmills would be located on ridge lines.
