2003 Water Case Study: Water For A Growing Economy Approaches in other states NEXT: Findings Rapid urban growth combined with limited water availability and competing uses has caused nearly all western states to address water supply issues in recent decades. Following are three innovative programs that address some of the issues mentioned above. CalFed: Cooperation in the Bay Area Like Washington State, California experiences tremendous conflicts for water among urban, agricultural and environmental uses. Aggressive exploitation of water has made California what it is today, and yet has resulted in continual “water wars.” It was bad enough when just the cities and farmers were fighting, but when growing demands for preservation and restoration of ecosystems entered the picture, complexity grew enormously. Not only were the issues and conflicts complex, so was the array of governmental agencies involved. Agencies at the federal, state and local level all have their own, often competing, objectives, as well as their own constituencies. The one thing they all had in common was a need for money, and yet without a coherent program that could unite the various constituencies, they were unlikely to get a big funding boost.

Musical Heritage Studies of Southeastern Idaho
COLL MS 64
Transcriptions of twenty-three videotape presentations on the history of music in forty-nine southeastern Idaho communities. Interviews were conducted in these communities on the influence of music in the lives of the early settlers of the region. From this project, videotape presentations were developed in which an oral and visual "musical history" for each participating community was created, covering a history that includes bands, orchestras, choirs, dances, and individual musicians of the times. At the end of each presentation is a copy of the results of the study and charts graphing the findings. Compiled under the direction of Ruth Barrus, Program Director of Musical Heritage Studies at Ricks College, Rexburg, Idaho.
Provenance
These transcriptions have been deposited with the community centers, Ricks College Library, the Idaho State Library in Boise, the L.D.S. Historical Library in Salt Lake City, and Merrill Library, Utah State University.

Five years after nearly hitting rock bottom in a magazine ranking, Spokane has reached its highest-ever standing in Forbes' list of the best cities to do business. The 2004 Forbes ranking, released Friday, puts Spokane at No. 91 among the nation's largest 150 metropolitan areas. Last year, it was ranked 100th. Tom Sowa Staff writer Spokane this year finished ahead of Seattle and Tacoma for the first time ever in the annual Forbes ranking. The annual list measures metropolitan areas by nine factor s, including cost of living, income and job growth, crime rate and educational and cultural amenities. For the full report: http://forbes.com/bestplaces/2004/05/05/04bestplacesland.html This time around, Spokane ranked better-than-average in the number of residents who hold advanced degrees, cost of living, educational attainment and job growth. It was worse-than-average in crime rate, income growth and cultural/leisure areas. Editors at Forbes noted that the best large and small cities to do business in tend to be ones with affordable lifestyles, a concentration of college graduates and strong leisure and cultural options.

Study says flow augmentation hurts salmon
By Dan Gallagher
The study's conclusions backed the latest charge in an ongoing feud between irrigators and conservation groups this fall. The Snake River begins in northwest Wyoming. The Idaho Water Users Association on Wednesday said a study by University of Washington professor James Anderson debunks any claims that the "flow augmentation" helps young salmon survive on their way to the ocean. "The issue of flow augmentation is of critical concern to Idaho," said Norm Semanko, Water Users executive director. "There has been a wide range of reports and studies completed in the last year or two. It is of great benefit to have a credible, independent researcher take a look at all the research data and put into perspective." Idaho Rivers United, Idaho Conservation League, American Rivers and the National Wildlife Federation recently asked a federal judge in Portland, Ore., to include operation of the upper Snake River dams in the overall legal debate over how to preserve and revitalize Northwest salmon runs. Semanko worries grabbing that water for salmon recovery efforts would dry up two million acres of farmland and cripple the state's economy.

The Quadrivium consists of the studies of Arithmetic, Geometry, Astronomy, and Music. These seven liberal arts made up the core curriculum of the medieval universities. Colloquially, however, the term 'liberal arts' has come to mean studies intended to provide general knowledge and intellectual skills, rather than occupational or professional skills. The scope of what are considered the liberal arts has changed with societal evolution. Click the link for more information.

Save with these coupons INEL offers to help city study wind power Journal Writer During a study session this morning, the City Council will discuss plans to build windmills and sell the power to raise money for city coffers. INEL wind expert Kurt Myers and Gerald Flieschman, with the Idaho Department of Water Resources Energy Division, will attend the meeting to answer questions. "I think we're pretty safe to do it ourselves," Sharp said. Seifert analyzes wind data from 31 Idaho locations each month, including spots near Soda Springs, Arbon Valley, the Pocatello Airport and in Fort Hall. "We've got world class wind resources," Seifert said. He said he would also help Pocatello decide upon the best locations for studying extensively and ultimately setting up windmills. "We will help them avoid wasting the public's money by helping them avoid putting anemometers where it doesn't make sense," Seifert said. "If I were a council member, I would unequivocally support the need to get at least one anemometer in place to validate the resource before I made any other decisions," Seifert said, adding his opinions do not reflect INEL's opinions. "The anemometer is so cheap compared to the value of the energy it may give you."
