CURRICULUM AND INSTRUCTION
Health Education
Idaho State Board of Education Administrative Rule (1997) requires instruction in health education for students in grades Kindergarten through 8. Administrative Rule (2000) requires students to complete 1 unit in health education in order to graduate from high school.
Administrative Rules through (2002) detail the Health Standards. Schools are not required to follow a specific curriculum, nor does the state provide suggested resources. However, Courses of study for K-12 are aligned with the health education standards for grades kindergarten-8th and 9th-12th.
Students in Idaho are not required to pass a statewide exam covering health education topics at any point in grades K-12.
HIV, STD, and Pregnancy Prevention Education
Prevention of pregnancy and STDs including HIV is addressed in Rules (2002) and (2002) of the Health Standards. Statute (2001) states that "the primary responsibility for family life and sex education, including moral responsibility, rests upon the home and the church and the schools can only complement and supplement those standards which are established in the family. The decision as to whether or not any program in family life and sex education is to be introduced in the schools is a matter for determination at the local district level by the local school board of duly selected representatives of the people of the community." The state, therefore, does not require schools to follow a specific curriculum for such instruction, nor does it provide a suggested framework. Idaho does not have limitations on what can or cannot be included in the instruction, although Statute

Education : The following shall be considered as minimum evidence that the applicant is qualified to take an examination for registration as a professional geologist. Completion of thirty (30) semester units in courses in geological science leading to a degree in the geological sciences of which at least twenty-four (24) units are in third or fourth year, and/or graduate courses. Experience: At least seven (7) years of professional geological work which shall include either a minimum of three (3) years of professional geological work under the supervision of a registered geologist, or, wherein the applicant has been under the direct supervision of an individual acceptable to the board, or, wherein the applicant has demonstrated five (5) years of progressive experience in responsible charge of geological work that is acceptable to the board. daho lawmakers and educators spent much of last year laying the groundwork for future initiativesincluding the first statewide academic standards and charter schoolsand watching as a longstanding legal battle over education finance was ultimately thrown out by a district court. The state board of education launched what is expected to be a three-year process of setting graduation standards for Idaho's high schools. A 10-member panel that will include people from outside education as well as educators has targeted five subject areas: language arts and communication; mathematics; science; social studies; and health and wellness. While lawmakers approved a 2.3 percent increase for public education for the 1998 fiscal yearfor a total of $705 millioneducation funding will receive an added shot in the arm from an outside source. The Boise-based J.A. and Kathryn Albertson Foundation announced last spring that it will contribute more than $30 million annually to elementary and secondary education in Idaho, including $775,000 over five years to help draft and implement the graduation standards. The Albertson Foundation is among the 50 wealthiest philanthropies in the nation, with assets of $700 million.

McGee said the later deadline will allow for more rumination and planning. The board also discussed waiver options for students who fail to pass the ISAT. Students may appeal to local school boards to waive the ISAT requirement and go through some other method or mechanism to graduate. McGee said the board will ask local districts to submit what they will use for alternative measures. She said the board views the methods as a "safety net" and it wants to approve the different proposals. "Students will always have the right to appeal, but we want to make sure the number stays at a minimum," McGee said. "We don't want to replace the importance of the ISAT."
