The act consists of three parts, commonly known as Idaho Code (33-1614), Idaho Code (33-1615), and Idaho Code (33-1207A). All three pieces of the legislation are based on the "Idaho K-3 Comprehensive Literacy Plan." Following are facts about the legislation: Idaho Code 33-1614: Assessment The assessment is called the Idaho Reading Indicator (IRI). The assessment is considered an indicator as well as a diagnostic tool. All K-3 students will be assessed twice each year, once in the fall and again in the winter. Additional assessments may be needed to diagnose and determine appropriate intervention strategies.

2003 Legislative Hotline
This is the IEA’s Legislative Hotline report for Wednesday, January 15th. It was a very slow day at the capitol, at least as far as education’s interests go. The Senate Education Committee spent its time this morning completing the review of rules adopted by state agencies since the adjournment of the 2002 session, and the new members of the House Education Committee got a lesson in school finance. JFAC began its consideration of supplemental requests. Tomorrow the Senate Education Committee will hear from four education stakeholder groups regarding their legislative agendas. IEA President Kathy Phelan will speak to the committee on behalf of our Association. Leaders of the Idaho PTA, Idaho Association of School Administrators, and Idaho School Boards Association are also on the agenda. Members of the House Education Committee will visit a professional-technical school in Boise. On Friday the IEA, IASA, and ISBA will join together for a presentation to the Senate Education Committee. We hope to provide legislators an overview of the many educational change initiatives (standard/assessment/accountability, ESEA, MOST, etc.) with which public school educators are wrestling. We will also encourage them to keep these initiatives in mind as they make policy decisions in the coming weeks and invite them to join us in advocating for funding levels that will ensure all students will truly have opportunities to succeed.

Introduction
The framers of Idaho’s Constitution (Article IX, Section 1), knowing that “the stability of a republican form of government depending mainly on the intelligence of the people,” required the legislature to establish and maintain our public school system. The framers then vested (Article IX,Section 2) the “general supervision” of the Idaho public education system in the State Board of Education, “the membership, powers and duties of which shall be prescribed by law.” In addition, the State Board of Education is constitutionally vested with the general supervision of all public higher education and sits in a constitutional capacity as the Board of Regents of the University of Idaho. The State Board of Education, hereafter the Board, has also been identified in statute as follows: Trustees of Idaho State University, Trustees of Lewis-Clark State College, Trustees of Boise State University, State Board for Professional-Technical Education and Trustees for the Idaho School for the Deaf and the Blind. The Idaho public education system, over which the Board is responsible, consists of the following institutions and agencies:

Why Computers in Distance Education?
In recent years, educators have witnessed the rapid development of computer networks, dramatic improvements in the processing power of personal computers, and striking advances in magnetic storage technology. These developments have made the computer a dynamic force in distance education, providing a new and interactive means of overcoming time and distance to reach learners. Computer applications for distance education fall into four broad categories:
  • Computer Assisted Instruction (CAI) - uses the computer as a self-contained teaching machine to present discrete lessons to achieve specific but limited educational objectives. There are several CAI modes, including: drill and practice, tutorial, simulations and games, and problem-solving.
  • Computer Managed Instruction (CMI) - uses the computer’s branching, storage, and retrieval capabilities to organize instruction and track student records and progress. The instruction need not be delivered via computer, although often CAI (the instructional component) is combined with CMI.

  • Are we looking at an increase in Tech Prep funding?
    Yes. The Idaho Division of Professional-Technical Education is proposing an increase from $65,000 to $70,000 for Tech Prep base grants . The remainder of the Tech Prep funds will be distributed on a competitive basis to improve or expand Tech Prep programs.
    If we have one program funded by Perkins, are all programs accountable to Perkins regulations?
    The measures of performance will apply to all vocational-technical education programs. This does not represent a change from the current Act.
    Is the $25,000,000 (Tech Prep Demonstration Grants) for each year, or the total amount? Section 207(e) of Title II authorizes a $25,000,000 appropriation for federal fiscal year 1999 (state fiscal year 2000) and each of the four succeeding fiscal years.
