Free Windows Resource Editors, Resource Compilers, Resource Hackers, Icon Editors
The free resource editors listed on this page allows you to create and edit Windows resources. They may either generate binary Windows resource files (.RES or .OBJ), bind them directly to an executable or DLL, or they may create Windows resource script files. The free resource compilers on this page will compile those Windows resource script files into binary resource files and bind them to your executable or shared library (DLL). The free icon editors allow you to create Windows icons (.ICO files).

See it: the JokePicker Chip
Click the JokePicker Chip and you're in control. Inside Funny Bits from Your Talking Chips you'll find 5 little joke-telling-and-laughing icons just waiting for you to tell them what to do. Do you want the Robotto to tell only knock-knocks using silly voices and demented laughter? This is the chip that will let you make it happen.
Icons unbuttoned
Some people like demented laughter (right, Igor?) and some don't. Some people live for puns, others think punsters should be expunged. With the Laugh and Joke Chips, you get a purely random selection of jokes and laughs. It's a quick way to sample Funny Bits From Your Talking Chips in all its full-bodied glory. The mustache-disguise Groucho icon goes for puns and insulting barbs. As you know if you like this kind of wordplay, a lot of the laughs you get in response are sarcastic or demented. Well, thatÕs what happens with this icon too. The Robotto icon uses weird computer voices When you drag some or all of your icons onto the desktop, you can get jokes and laughs at a moment's notice. If you double-click on an icon, it does its schtick and takes you back to the Finder.

    My experiences
    My main interest is programming.
For a couple of years I have been programming for OS/2 PM but in the spring of 1997 I switched to Linux an began programming on the Unix platform instead.
It is really enjoyable to program for Unix but I soon discovered that it was impossible to find a good, non-expensive (free) graphical user interface.
The need to edit setup files to manipulate the desktop items should not be found in a modern desktop environment. Then I found the KDE Project . The project consists of a lot of people around the world who are making a new user-friendly desktop environment.
KDE makes use of the QT toolkit which can be found at Troll Tech

    KDE Icon Editor
The KDE Icon Editor is a small graphics drawing program especially for creating icons using the standard KDE icon palette. It has most of the tools which are needed for easy creation of icons including: Line, Ellipse, Circle, Rectangle, Freehand, Eraser and Spraycan. More tools are planned but not fully implemented.
The latest version of the Icon Editor can be found here or at ftp.kde.org

Everything’s going pretty well except of course for the UI. I made some icons to go in the taskbar for my program (8-bit bitmaps exported from Photoshop and file extension changed to .ico) but when I try changing a form’s icon property to this file, an error message comes up stating that it is an “Invalid picture”.
I also tried to make the icons again, this time importing the Photoshop files into an XP icon program, and exporting to an icon there, but it’s the same problem again. Although I think that since it is a program made for XP, it outputs 32 bit icon files… so that may be a problem.
I was just wondering – is there any way that I can make these icons work? I’m a bit stuck at this point because I don’t think I have ever tried inserting custom icons into a VB project on an XP machine. Any insight as to what the problem might be, or any links to download a suitable icon generator would be appreciated.

: What icon program? Posted by: (*.cache.pol.co.uk) What should i use to make desktop icons with and will i be able to use photoshop with it. Also where can i get it and how much will it cost?(prefrably free!) Posted by: HellDragon (*.cache.pol.co.uk) Creating good icons isn't easy, but can be a lot of fun when you get the hang of it. It requires a lot of practice and time to get your own personal method and style. I use Microangelo http://www.impactsoft.com/ for the majority of my work, and then sometimes Icon Collector Graphics Editor http://www.greatowl.com/ or PhotoShop for any extra colour alterations and tweaking. Generally stick to a certain style or theme, if your doing a 'set' or pack. If you want to add an extra level of 3D'ness to them... make sure you get your lighting right, you generally want lighter colours in the top left, and darker colours and shadows in the bottom right, if your going for the 'traditional' 3d look that is.

Is .NET A Gateway To Go Offshore?
    - Last Updated: 2003-08-17 06:05:22 Advertisement "Do More With Less" the latest marketing slogan from Microsoft. Is there more to this than a spin on their technology or could this be more of a subtle hint, an invitation to go offshore? But, let's not read too much into the marketing slogan. Let's look at the intrinsic characteristics of the .NET development environment. The .NET enviroment attempts to remove complexity out of the equation by removing choice. In the .NET environment there's usually just one way of doing things, it may not necessary be the best, however for that one way, Microsoft has optimized that process.

    ICON Programs for HUMANISTS
For HUMANISTS just on the verge of temptation to look at the Icon
programming language, I supply a further inducement: the title list for
about 60 little programs that come with version 8 (of the PC and OS/2
implementation, at least). Richard Goerwitz has noted several times that
Icon supports string handling very well: it's of obvious interest to
HUMANISTS. I like these little programs because they provide examples of how to do very useful things with just a few lines of code. Dominik Wujastyk recently gave details (3.1339) on obtaining Icon version 8 from the University of Arizona. Using ftp (remote login, or via one of the mail-based ftp services) is fastest: ftp to cs.arizona.edu and get /icon/v8/READ.ME to see what files you need

    Creating the Icon
Linda Cole August 3, 1999 But, assuming you want to convert an existing logo, let's get to it. Open your logo in your favorite graphics program. (If you have the original logo saved in an uncompressed state, it will yield the best results). If your logo should be in . gif format, increase the color depth to 16 million colors for better results in your edited product. Our end goal is to have a square image, but not all logos come in square. With luck, your image will be such that you can simply crop it to a square. The WDVL logo, on the other hand is slightly rectangular. Cutting the edges off to make a square was not an option since it would have removed sections of the logo. The answer was to add a top and bottom border of necessary proportions to make the resulting image square.
