  • Purpose. To advise States of the opportunity to submit a Supplemental Budget Request (SBR) for funding of the subject position.
  • References. Section 3304(a)(9)(A) and (B) of the Internal Revenue Code of 1986; Code of Federal Regulations, Chapter 20 Section 616; Interstate Benefit Payment Plan; and ET Handbooks Nos. and 399; UIPL 33-01
  • Background. The SBR funding process for an ICON programmer position is in addition to other interstate program funding. Each State will continue to receive adjustments to its minutes per unit (MPUs) to reflect interstate program changes and special interstate allocations to encourage: participation in the quarterly Interstate Crossmatch; participation in the Interstate Reciprocal Overpayment Recovery Arrangement; the use of telephone contacts to resolve issues with interstate claimants; and, participation in regional and national meetings pertaining to the interstate and combined wage claim programs.

    8. Other Families of Languages
    8.1. FORTH
    FORTH is a token-based programming language that involves explicit stack-based programming with (at least) two stacks; beyond that, arguments tend to break out concerning whether or not people should use:
    • Text files or 1K disk "blocks" to store programs; An explicit "virtual machine definition" or make it entirely platform-independent; Run FORTH on bare hardware, or atop a featureful OS; Should there be "local variables"? Or should all words be defined to manipulate the stack directly?
    It has been quite popular for use in real time applications, as many implementations provide tiny memory footprints and are well suited for burning ROMs. In addition, the programming model involves building up programs "bottom up" generally using an interactive interpreter, which eases debugging.

      Icon is a high-level, general-purpose programming language that offers a broad range of string- and list-processing facilities. It also has a novel expression evaluation mechanism and allows an unusual degree of run-time flexibility. - Preface, The Implementation of the Icon Programming Language
    And other massive understatements. Icon is a follow-on project to SNOBOL4, so its string-handling facilities are very powerful. Using unusual but intuitive subscript notation, Icon allows sub-strings to be extracted, examined, and inserted in a totally painless manner. Icon character sets allow trivial implementation of islower -style tests. Icon also excels at higher-level data structures. Icon lists can be subscripted like C arrays. They can also be concatenated, and sub-lists can be treated much like sub-strings, above. Finally, Icon lists allow items to be pushed or popped at either end. Icon sets support all the usual operations (intersection, union, etc.). Icon tables act much like AWK's associative arrays, save that the subscripts (keys, really) can be of any desired type. Icon
