A state-run organisation responsible for monitoring human rights has issued a statement calling on the Icelandic government to publicly apologise and pay damages to Falun Gong practitioners who were mistreated last June in connection with the visit of former Chinese President Jiang Zemin to Iceland.

Political Context
Iceland’s relations with the EU are mainly governed by the Agreement on the European Economic Area (EEA) ( See EEA Agreement ). The EEA Agreement has been in force since 1.1.1994 and extends the Single Market legislation, with the exception of Agriculture and Fisheries Management, from the 15 EU Member States to Norway, Iceland and Liechtenstein. Relations with Iceland through the EEA co-operation, as well as bilateral relations, are close and generally smooth. Iceland is currently engaged in negotiations on the enlargement of the EEA to the ten incoming new member states of the EU. Iceland has an association agreement with EU concerning on the implementation, application and development of the Schengen acquis.
Commercial Relations
The EU is by far Iceland’s most important trading partner. In 2001 54,9 % of exports went to the EU (62,7 % to EEA) and 68,4 % of imports come from the EU (73,7 % from EEA). The percentage of imports from the EU has increased over the years, sharply so in 2001. Exports from Iceland to the EU have increased in the years leading to 2000 as well, but then dropped. Marine products represented 62,1 % of Iceland's exports (down from 77,1 % in 1995) in 2000.

    The EFTA Surveillance Authority has closed an own initiative investigation of alleged aid to Iceland Post and Telecom Ltd. In June 1999, the Authority opened an investigation, after learning through press articles that, according to the Icelandic Competition Council, Iceland Post and Telecom Ltd. had received State aid in the form of an undervaluation of assets transferred from the former Post and Telecom Administration to Iceland Post and Telecom Ltd. Iceland Post and Telecom Ltd. was a newly established and wholly state owned company, which started its operations on 1 January 1997. Iceland Post and Telecom Ltd. was with effect as of 1 January 1998 split into two separate companies, namely Iceland Telecom Ltd. and Iceland Post Ltd. In January 2000, the Authority also received a complaint from a competitor alleging, in addition, that Iceland Post and Telecom Ltd. had received illegal State aid in the form of an exemption from stamp duty. Against this background, the Icelandic Government set up a special working group of independent experts, in order to undertake a new value assessment.

Therefore, Iceland intends to emphasise this part, especially as concerns well-being and quality of life of the inhabitants of the region. The intention is to strengthen sustainable development in the Arctic region, consistent with the Barrow Declaration of the Arctic Council. Assessment of Human Development Progressive co-operation of the Arctic Council on economic, social and cultural issues is essential. Iceland will promote collaboration on sustainable development by focusing attention on the quality of life and living conditions of the people who live in the Arctic region. In this way it is possible to identify joint challenges and opportunities for the residents and as a result, to promote projects that are aimed at creating economic opportunities to strengthen local communities. The intent is to provide an overview of sustainable development in the Arctic region and to identify the factors that affect the well-being of the inhabitants. To accomplish this, information will be gathered from Arctic Council projects and others. The focus will be on the social, cultural and economic well-being of the people and how this relates to sustainable development and the use of natural resources in the region. Special attention will be paid to gender when selecting and analysing information and data.

    Government of Iceland Announces Withdrawal
    From the International Whaling Commission
      The Government of Iceland announced today that it will give notice of withdrawal from the International Convention for the Regulation of Whaling. Under the terms of the Convention, withdrawal will take effect on June 30, 1992. The Government pointed out that no decision had been taken concerning a resumption of whaling activities by Icelandic nationals, and that the first priority would be the establishment of a regional organization for the effective conservation and rational management of whales in the North Atlantic Ocean. The decision to withdraw from the IWC was based, foremost, on the conclusion that the organization had ceased to act in accordance with the management principles of the International Whaling Convention and with the weight of scientific evidence. It was particularly noted that the International Whaling Commission had frequently disregarded the advice of its own Scientific Committee, wherein the health of major populations of whales, including certain stocks in the North Atlantic Ocean, had been demonstrated. In his remarks on the decision of the Icelandic Government to withdraw from the IWC, the Minister of Fisheries stated, "The economic and social fabric of this island nation overwhelmingly dependent on the health and productivity of the surrounding marine environment. Whales have an important ecological role in the Icelandic Exclusive Economic Zone; they consume more then the amount of seafood that our fishermen harvest. Whales must, therefore, be treated in the same manner as other resources, subject to the same management principles."
