Vol 1, No 5, 26 July 1999 C S A R D A S: Blind Justice Crime and police corruption in Hungary Gusztav Kosztolanyi The implementation of new rules pertaining to the punishment of minor offences has once again brought crime and its social costs to public attention. The new fines are higher, and there is nothing to stop the police from pocketing the proceeds. And the lawyers are even more corrupt than the police. The rule of law might very well prevail on Hungary on paper, but in practice a quite different picture emerges - one of arbitrary arrest, of incompetence and indifference. We are not confronted here with a few rotten apples spoiling the contents of the barrel, but with a system which tolerates corruption, where bribery is an accepted oiling of the machinery, where an appropriate ethos of professional pride is entirely lacking. With effect from 14 July, the amounts that may be levied by police officers for on-the-spot fines have been increased, with the lower limit now standing at HUF 1000 and the ceiling at HUF 100,000 (about USD 400), twice as high as the previous maximum. The amounts were last adjusted to take account of inflation in 1993. If the miscreant refuses to pay, the fine may be commuted to a prison sentence, though this may only take place upon the instructions of local courts within a fifteen-day period. Should such instructions be given, there is no scope for appeal. At the moment, fines are normally payable instantly in cash, though a payment slip for use at the post-office may also be requested. In March of next year, once the full package of measures clamping down on organised crime enter into force, use of such slips will become mandatory.

Wine Regions Of HUNGARY The land of Hungary has always been blessed with a climate and soils perfect for viticulture and wine making. A wide variety of soil types and sunshine in abundance have made the land a wine making region that goes back to the Celts in the 3rd century ad. The Romans brought the first vine-shoots to this fertile land of the Carpathian Basin, and they established the first vineyards in Szerémség, Baranya, Tolna, the Buda Hills and Lake Fertõ. It has been said that Attila the Hun's warriors were fond of Hungarian wines, and at the time of the Magyar tribes (896 AD) Arpád awarded his subjects with vineyards in the later legendary Tokaj-Hegyalja region. The wines of Szekszárd, Somlóvásárhely, Pannonhalma , Mór, Eger, and Csopak were a major source of income during the medieval period too. At around the 14th century new areas were designated for vineyards and royal vineyards were created at Somlo. Other areas popular at that time included Gyöngyös, Debrö, Verpelét and Domoszlo. The cities of Sopron, Pozsony, Köszeg, and of course Buda passed severe regulations in protection of their own wines, banning the import and selling of foreign wines. Before the 150-year occupation of the Turks many varieties of Italian and French grapes were brought in, as well as the custom of producing so called ürmös csemegebor, or vermouth. The Kadarka grape, later widely grown, was brought to the Szekszárd region by the Serbs persecuted by the Turks. The Turks also destroyed the famous Szerémség vineyards. In the Turkish era the Eger white grapes were replaced by red types and in time the Hungarians learnt how to make red wines from the Serbs.

Chief Works of Art T his site serves as an introductory research guide to the art of the medieval kingdom of Hungary. The kingdom, founded in 1000 AD, covered a much larger territory than modern Hungary, and included areas such as present-day Slovakia, Transylvania (today in Romania), as well as Croatia. The kingdom reached its peak during the 14th and 15th centuries, under rulers from the Angevin, Luxemburg and Hunyadi families, but essentially collapsed during the Turkish attacks of the early 16th century. T he site contains information primarily about the art of medieval Hungary, but the topic is framed in a larger Central-European context, with links to sites dealing with the medieval art of Bohemia, Poland and Austria as well.
