Hungary: government cracks down on foreign land deals
02 August 2001 By Tony Wesolowsky Since the fall of communism, the people of Central and Eastern Europe have been wary of the prospect of foreigners coming in and buying up relatively inexpensive land. RFE/RL correspondent Tony Wesolowsky reports that for some people in Hungary, that worry has now become a reality. Prague, 2 August 2001 (RFE/RL) In three counties on Hungary's western fringes, up to a quarter of the land has been purchased by Austrians. But according to Hungarian Prime Minister Viktor Orban, a majority of these sales violate the country's ban on foreign ownership of arable land. Vowing to crack down on illicit land sales, Orban has set aside $17.7 million in government funds to buy back illegally purchased farm land. He has also set up a telephone hotline to trace down perpetrators of the questionable deals.

Government
After many years as a one-party Marxist state, Hungary became a multiparty parliamentary democracy in 1989. It operates under the constitution of 1949 as amended in 1972, 1989, and 1997. The unicameral legislature consists of the 386-seat national assembly, whose members are directly elected to four-year terms. The executive branch consists of a president, who is the chief of state and, along with the presidential council, is elected by the national assembly, and a prime minister, who is the head of government. The leading political parties are the Socialist party, the Hungarian Civic party, the Independent Smallholder's party, the Alliance of Free Democrats, and the Hungarian Democratic Forum. For administrative purposes, the country is divided into 19 counties, 20 urban counties, and the capital city. Sections in this article:

    Statement of the Soviet Government, October 30, 1956 The Soviet Government regards it as indispensable to make a statement in connection with the events in Hungary. The course of the events has shown that the working people of Hungary, who have achieved great progress on the basis of their people's democratic order, correctly raise the question of the necessity of eliminating serious shortcomings in the field of economic building, the further raising of the material well-being of the population, and the struggle against bureaucratic excesses in the state apparatus. However, this just and progressive movement of the working people was soon joined by forces of black reaction and counterrevolution, which are trying to take advantage of the discontent of part of the working people to undermine the foundations of the people's democratic order in Hungary and to restore the old landlord and capitalist order. The Soviet Government and all the Soviet people deeply regret that the development of events in Hungary has led to bloodshed. On the request of the Hungarian People's Government the Soviet Government consented to the entry into Budapest of the Soviet Army units to assist the Hungarian People's Army and the Hungarian authorities to establish order in the town. Believing that the further presence of Soviet Army units in Hungary can serve as a cause for even greater deterioration of the situation, the Soviet Government has given instructions to its military command to withdraw the Soviet Army units from Budapest as soon as this is recognized as necessary by the Hungarian Government.
