In October of 1996 the state human service directors announced the availability of Innovation Recognition Awards of $1,000 to celebrate the past successes of MPCBs in systems reform activities and Innovation Support Grants to support innovation activities consistent with the principles of systems reform. A combined total of fifty-seven award and grant submissions were received, totaling nearly $400,000 in requested funds. From these submissions, twenty-one awards and thirteen grants were selected, exemplifying the criteria of innovation and demonstration of principles of systems reform. Many of the proposals not selected due to funding constraints also were of fine quality and indicated that communities around the state are engaged in serious attempts to reform their systems. A listing of 1997 award and grant recipients, with a brief description of the award or grant submission is attached. 7. National Challenge Applications
Since FY 1994 one of the goals of the HPCC Program has been to address the National Challenges, fundamental applications with broad and direct impact on the Nation's competitiveness and the well-being of its citizens. These Challenges rely on the computing, communications, and information infrastructure technologies developed by the Program and in many cases also on development of Grand Challenge applications. Two of the National Challenge applications described below, Digital Libraries and Electronic Commerce, are fundamental enabling applications that will be used by many of the other National Challenges. Digital Libraries Wide use of library information requires both the information itself and convenient access methods. The past year has seen unprecedented growth in the amount of information available electronically and user access to it. This growth has resulted from several developments, some key ones of which were either funded by the HPCC Program or were begun by HPCC agencies prior to the creation of the Program and continued since then. Walter Reed Army Institute for Research Fred Pearce is Chief of the Department of Resuscitative Medicine within the Division of Military Casualty Care Research. His primary responsibility is direction of the research in this department, with emphasis on basic science and instrumentation issues relevant to improving the care of the battlefield casualty. He holds recent patents as co-inventor of a "High Efficiency Balanced Oscillating Shuttle Pump" and also for a "Transportable Life Support System." He has had a long-term research interest in metabolic and other effects of hemorrhage and in hemorrhagic shock. Boston University Keneth R. Lutchen Medical College of Ohio Dan Olson is the chief of the Pulmonary Division of the Department of Medicine and a professor in the Engineering School at the University of Toledo. He has conducted extensive research related to airflow in the airways of the lung; including aerosol propagation, sound generation, interaction of airway walls to flow, and bronchial epithelial cell responses to dosimetry of inhaled materials. He has evaluated the relation of aerodynamics to clinical airway function and Pulmonary Function Tests. He is interested also in the physics of mucus flow in the airways and the geometry of the airways as related to aerodynamics and function. His interests extend to the microvascular blood fluid mechanics and interaction with endothelial cells and vasoreactivity. He has pursued the basic fluid mechanics of internal flows with high degree of secondary flow (i.e., flow at entrance to curves, flow in bifurcations).

    Imagine a new Internet service where users can see and hear each other over the network in real time. Imagine that this service lets users talk, debate, share information, be entertained, and learn. These users can be located anywhere in the world and their picture and voice will be transmitted instantly. The users can come together in pairs or small groups for intimate conversations, or they can form very large groups, numbering in the thousands, to witness an important event. Dream that this new service is free, once the users are connected to the Internet, using software technology that is readily available for all modern computer systems. Finally, imagine that the service does not place astronomical loads on the Internet as more and more users learn to enjoy it. The "MBone" is defined as the portion of the Internet that has implemented these developments, and it is growing every day (Kumar, 1996). It is likely that this new service will have a very large impact on the Internet and how it is used, perhaps as large as the impact of the World Wide Web (see Mark Weiser's forward to Kumar, 1996). Thus, the MBone may be the next "killer application" for the Internet.

From the Chandler Center for Community Leadership The Chandler Center for Community Leadership is a collaboration of Oregon State University Extension service and Central Oregon Community College. The Center is committed to increasing community capacity to achieve positive change through education, communication, and information. Under partnerships and contracts, the Center offers technical assistance for citizens, governments, agencies, organizations and business. Since its founding in 1989, the Center has conducted projects throughout Oregon and in 15 states in the United States. Although this paper is written about Oregon, it is equally applicable to any state in the United States. The Chandler Center for Community Leadership is concerned with the practical application of research, proven success, and action to solve community problems. Such problems are numerous and complex. Attention is centered on achieving positive community conditions, including: helping communities to become vision and mission driven, tailoring services to fit the community, developing preventative solutions, and emphasizing the value of citizen leadership, collaborative use of resources, and the democratic formation of public policy. "What if you took the Internet, not just as a technical infrastructure for enabling business, which I think it certainly will be, but as an organizational model for how to manage a business?" C oordination is managing dependencies between activities. With these words Tom Malone, professor of Information Systems at MIT's Sloan School of Management, set the stage for his life's work investigating the nature of coordination in complex systems and the impact of information technology on how people work together. Malone's work draws on a variety of disciplines including computer science, organization theory, management science, economics, linguistics, and psychology. A pivotal focus is to examine coordination structures in very different kinds of systemsdistributed computer systems, human organizations, and insect colonies have all served as a basis for Malone's investigations. Malone has asserted that "relentless improvements in information technology continue to reduce the costs of communication by a factor of 10 every few years." For this reason understanding what new forms of organization will emerge from our electronically connected world is central to his work.

Addressing Community Capacity

To support collaboration among universities and community- based programs, the Cooperative State Research, Education, and Extension Service (CSREES), USDA, created five National Networks to marshal faculty and program resources to directly respond to the economic, social, and human stresses faced by children, youth and families. These networks, which constitute the Cooperative Extension System Children, Youth and Family (CYF) Network, are linked and accessed through CYFERNET , an Internet-based children, youth and family information system operated by the CSREES. The CSREES currently funds five networks for Child Care, Collaboration, Family Resiliency, Science and Technology Literacy, and National Decisions for Health.

Chapter Four: Internet Protocol-Related Activities in the ITU Telecommunication Standardization Sector
Introduction and Mission
The ITU Telecommunication Standardization Sector (ITU-T) is one of the three Sectors of the International Telecommunication Union (ITU) (see overview in Section ). ITU-T was created on 1 March 1993 within the framework of the "new" ITU, replacing the former International Telegraph and Telephone Consultative Committee (CCITT) whose origins go back to 1865. The Telecommunication Standardization Bureau (TSB) is the executive arm of the Telecommunication Standardization Sector, and is headed by a Director elected by ITU Member States. The current Director is Houlin Zhao (China). The ITU-T mission is to ensure an efficient and on-time production of high quality standards (Recommendations) covering all fields of telecommunications except radio aspects.

Los Alamos Physics e-Print archive [ arxiv.org ], a free public repository that now covers most of physics, and has expanded to include repositories for nonlinear sciences, mathematics, computation, and language. Over 130,000 papers have been self-archived on the site since 1991. It grows at the rate of about 25,000 per year, handles over 70,000 transactions per day, and has over 35,000 users. Funded by the DOE and NSF, it has a full-time staff, mirrored in 16 countries, offering search facilities and e-mail notification of new submissions of interest. The NIH- Dr. Harold E.Varmus , a Nobel laureate in medicine will establish a Web-based repository for barrier-free access to primary reports in the life sciences. On July 7th, 2003, US Congressman Martin Sabo (D. Minn) introduced legislation that would give immediate public access to all research papers, created mostly with federal money, regardless of which journal publishes them.
