1997 INNOVATION RECOGNITION AWARDS AND INNOVATION SUPPORT GRANTS

In October of 1996 the state human service directors announced the availability of Innovation Recognition Awards of $1,000 to celebrate the past successes of MPCBs in systems reform activities and Innovation Support Grants to support innovation activities consistent with the principles of systems reform. A combined total of fifty-seven award and grant submissions were received, totaling nearly $400,000 in requested funds. From these submissions, twenty-one awards and thirteen grants were selected, exemplifying the criteria of innovation and demonstration of principles of systems reform. Many of the proposals not selected due to funding constraints also were of fine quality and indicated that communities around the state are engaged in serious attempts to reform their systems. A listing of 1997 award and grant recipients, with a brief description of the award or grant submission is attached. Los Alamos Physics e-Print archive [ arxiv.org ], a free public repository that now covers most of physics, and has expanded to include repositories for nonlinear sciences, mathematics, computation, and language. Over 130,000 papers have been self-archived on the site since 1991. It grows at the rate of about 25,000 per year, handles over 70,000 transactions per day, and has over 35,000 users. Funded by the DOE and NSF, it has a full-time staff, mirrored in 16 countries, offering search facilities and e-mail notification of new submissions of interest. The NIH- Dr. Harold E.Varmus , a Nobel laureate in medicine will establish a Web-based repository for barrier-free access to primary reports in the life sciences. On July 7th, 2003, US Congressman Martin Sabo (D. Minn) introduced legislation that would give immediate public access to all research papers, created mostly with federal money, regardless of which journal publishes them.

SUBJECT: NIDDK's Draft Strategic Plan on Minority Health Disparities
Attached please find the current working draft of the Strategic Plan on Minority Health Disparities developed by the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK). We have prepared this draft in the context of the format and fiscal planning guidance provided by the Trans-NIH Working Group on Health Disparities.
In generating this draft Plan, we have sought proposed initiatives from NIDDK scientific staff and have shared those concepts with our National Advisory Council and with a representative group of individuals from organizations having particular expertise and interests with respect to minority health issues.
I particularly wish to acknowledge the efforts and contributions of Dr. Lawrence Agodoa to this planning process. Dr. Agodoa provided scientific leadership and direction across the NIDDK in his capacity as Managing Editor for the NIDDK draft Plan. Dr. Agodoa is the End Stage Renal Disease Program Director of the NIDDK Division of Kidney, Urologic and Hematologic Diseases, as well as the Minority Health Program Director for that Division.
We recognize the need to gain broader public input to our planning process as we continue to revise our draft Plan. Therefore, we expect to post the attached draft on the NIDDK web site as soon as possible and to actively seek additional comments and suggestions.

Addressing Community Capacity

To support collaboration among universities and community- based programs, the Cooperative State Research, Education, and Extension Service (CSREES), USDA, created five National Networks to marshal faculty and program resources to directly respond to the economic, social, and human stresses faced by children, youth and families. These networks, which constitute the Cooperative Extension System Children, Youth and Family (CYF) Network, are linked and accessed through CYFERNET , an Internet-based children, youth and family information system operated by the CSREES. The CSREES currently funds five networks for Child Care, Collaboration, Family Resiliency, Science and Technology Literacy, and National Decisions for Health.

From the Chandler Center for Community Leadership The Chandler Center for Community Leadership is a collaboration of Oregon State University Extension service and Central Oregon Community College. The Center is committed to increasing community capacity to achieve positive change through education, communication, and information. Under partnerships and contracts, the Center offers technical assistance for citizens, governments, agencies, organizations and business. Since its founding in 1989, the Center has conducted projects throughout Oregon and in 15 states in the United States. Although this paper is written about Oregon, it is equally applicable to any state in the United States. The Chandler Center for Community Leadership is concerned with the practical application of research, proven success, and action to solve community problems. Such problems are numerous and complex. Attention is centered on achieving positive community conditions, including: helping communities to become vision and mission driven, tailoring services to fit the community, developing preventative solutions, and emphasizing the value of citizen leadership, collaborative use of resources, and the democratic formation of public policy. The department of Health Policy, Management and Evaluation offers a rich array of full- and part-time graduate health services educational programs for managers, policy-makers, clinicians and researchers. Students can select modular training for working professionals; specialize in clinical epidemiology, health informatics, health policy, health services outcomes and evaluation, health services organization and management or choose from a variety of interdisciplinary and collaborative options. HPME encompasses over 200 affiliated faculty at the University of Toronto, its teaching hospitals and associated research institutes who generate and transmit both theoretical knowledge and practical innovations. KRCT representatives have participated in monthly meetings that WHO held for non-duplication of projects and development of the mental health in region. They have also participated in WHO meetings on the development of the health system for minorities. Due to the close collaboration with Kosova Red Cross (KRC), besides the referral of the traumatized individuals and/or families from KRC to KRCT, the collaboration was also focused on giving of material assistance from KRC to the persons in need referred from KRCT. While social - economical rehabilitation are of great importance towards the total spiritual healing/rehabilitation, we consider this as a very important and, we could say, crucial collaboration towards the psychosocial rehabilitation. KRCT is member of the Assemble of the local NGOs, where weekly activity co-ordination meetings take place.

Washington, D.C. - The Department of Health and Human Services' Office on Women's Health (OWH) today launched a new health Web site, www.4girls.gov , to encourage adolescent girls to choose healthy behaviors.
