Rebuilding Lives
Rebuilding Lives is a community-based initiative working to increase the amount of affordable housing with supportive services for long-term homeless adults. Tenants pay a portion of their income toward rent and are linked with mental health, substance addiction, employment and other supportive services designed to break the cycle of homelessness. A wide range of partners work together to create housing that is affordable to low-income tenants and develops the partnerships needed to provide services on-site. Supportive housing is an alternative to expensive emergency public services like hospitals, jails and shelters. It is cost-effective and improves lives by enabling residents to live independently. A Rebuilding Lives Funders Collaborative guides development, investment and policy direction for this initiative. The Community Shelter Board is the group's convener. By December 2003, a total of 372 units will be on-line and opening. Intent Statement
Create 800 units of supportive housing to serve long-term homeless men and women.

HDM undertakes research and training in housing from an international perspective: Planning, design, creation, use and management, and the connection between a home and its surroundings from neighbourhood to city level. The goal is to increase our knowledge of how to improve the processes leading to good housing and sustainable development, especially for the poor.
Prof Subrata Chattopadhyay from Indian Institute of Technology at Kharagpur , India, has frequently been assigned to the department as guest lecturer. He spent most of 2000 as a visiting lecturer at HDM, but is now back at IIT Kharagpur, where he successfully defended his PhD.

Housing
The Fair Housing Act, contained in Title VIII of the Civil Rights Act of 1968, prohibits discrimination in the sale, financing or rental of housing because of race, color, religion, sex, handicap, familial status, or national origin. Shortly after the signing of the Voting Rights Act, in the summer of 1965, a riot erupted in the Watts section of Los Angeles over accusations of police brutality against a black motorist. During the next 4 summers, similar riots and unrest broke out in cities throughout the United States. The quest for civil rights had moved out of the South and spread to the rest of the country. In 1966, Dr. King went to Chicago to lead rallies and protests on a number of civil rights issues. In a report of the U.S. Civil Rights Commission in 1959, Chicago had been called "the most residentially segregated large city in the nation." Soon, the attention of all the civil rights activists in Chicago turned to the issue of fair housing. Black residents of Chicago were squeezed into small areas of the city and were unable to find housing outside of those areas. The civil rights movement began to march into white-only areas of Chicago only to be met by mobs of whites. In July 1966, marchers were attacked with stones and bottles. One march of 350 was met by a mob of 4,000. Finally, at the end of August, city leaders met with Dr. King and agreed to a program of fair housing. The law first passed in 1968 did not work well. Under the law, the Federal government had a small role in enforcing fair housing laws. In 1988, Congress enacted amendments to the Fair Housing Act that gave the Departments of Justice and Housing and Urban Development a large role in enforcing the law. The Department of Justice litigates Fair Housing cases in court, while the Department of Housing and Urban Development investigates and attempts to resolve complaints of housing discrimination.

The program, administered by the U.S. Department of Housing and Urban Development, consists of two components, an entitlement program that provided funding directly to urban areas and a Small Cities Program which funds communities with populations under 50,000. As set forth in the Federal Housing and Community Development Act, the Primary Objective of the CDBG program "is the development of viable urban communities by providing decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income." Under the Act, CDBG funds are intended for the support of community development activities that are directed toward the following specific objectives:
  • Benefit low-and-moderate-income (LMI) persons;
