Now that the war with Iraq is over, President Bush is focusing on passing his proposed tax cut—optimistically dubbed the "Jobs and Growth Plan," rather than the more accurate "Deficits and Deficits Plan." The Treasury Department is putting out word that accelerating the planned reduction of marginal tax rates, cutting taxes on dividends, and otherwise tinkering with the tax code will create more than 1 million jobs by the end of 2004. The Council of Economic Advisers is more sanguine, estimating the Bush plan will create 1.4 million new jobs by the end of 2004. Continue Article But 1.4 million jobs in 18 months isn't many jobs, and it isn't much growth. By historical standards, when it comes to job creation, Bush is shaping up to be more like Herbert Hoover than Ronald Reagan. He stands to preside over the first presidency since Hoover's in which the American economy lost jobs. The Bureau of Labor Statistics' time series on non-farm payrolls, dating back to 1919, testifies to the amazing long-term performance of the U.S. economy. (To see years before 1993, you need to adjust the dates in the "Change Output Options" field.) Even in times that were considered bad—the oil shock of 1973, or the stagflation of the Carter years, or the early 1990s recession (which candidate Bill Clinton somewhat disingenuously labeled the worst economy in 50 years)—payrolls continued, by and large, to rise.

    Served as president from 1929 to 1933 Herbert Clark Hoover (1874-1964), was president when the United States was swept by the Great Depression. Hoover had been a millionaire businessman and a successful public official before he became president. He entered the White House at a time of great prosperity in the United States. Americans expected him to lead them on to even better days. Then seven months after he took office, the stock market crashed and the Great Depression began.
    President Hoover and many business leaders believed that prosperity would soon return to the United States. He appeared to act slowly in the emergency. But Hoover, a member of the Republican Party, was the first president to use the power of the federal government to fight a depression.
    Hoover's political life
    Hoover entered public life in 1914, after World War I began. He happened to be in London, and accepted the task of distributing food to the hungry Belgian people. President Woodrow Wilson then made him food administrator in the United States. For 19 months, Hoover supervised the production and distribution of food for American soldiers and civilians, and for the nation's allies.
    In 1921, President Warren G. Harding appointed Hoover secretary of commerce. Hoover held this post until he ran for president in 1928. Hoover defeated Alfred E. Smith, the Democratic candidate, by the largest majority of electoral votes ever received by a candidate up to that time. Four years later, however, Franklin D. Roosevelt beat Hoover by an even larger majority of electoral votes.

    Elected with the mandate to continue the general economic prosperity, Hoover immidiately faced the Great Stock Market Crash, followed by the beginning of the Depression. His policies to cope with these events proved ineffectual. Elected:
    The Early Years
    Herbert Hoover was born in West Branch, Iowa. Hoover almost died at the age of two from croup. When young Hoover was six, his father died. His mother died when he was nine and from that time on, he lived with various relatives. He ended up living with his uncle, a doctor in Oregon. Hoover received a basic education in public schools but never graduated high school. He developed an interest in engineering, and applied in 1891 to Stanford. At 17, he was the youngest member of the freshman class. Upon graduating from Stanford, Hoover decided to be a mining engineer. From 1896 to 1914, Hoover worked as a mining engineer. He spent various periods of time working in Australia and China. He made a great deal of money in one of the Australian mines and even started his own mining consulting firm. By 1914 he was thought to have holdings of $4 million. During World War I, Hoover gained an international reputation heading relief work in Europe. In 1919, he founded the Hoover Institute on War, Revolution and Peace at Stanford.

    • Although orphaned as a child, he was a self-made millionaire. When Hoover took office the United States was prosperous and many people felt someone with Hoover’s background would be the right person to help the country become even more prosperous. On October 29, 1929 the stock market crashed, possibly because of President Calvin Coolidge ’s, tax cuts prompting the rich to invest. This day came to be known as "Black Tuesday" and was the beginning of the Great Depression. Stocks that were previously selling at thirty dollars a share were only worth pennies. Unemployment was rampant, with one hundred thousand jobs lost weekly for the next three years. By 1932 twelve million people were out of work. During the time of the Great Depression, Oklahoma went through a severe drought. Many people from Oklahoma headed to California hoping for an improvement, but they found only low wages and horrendous working conditions. John Steinbeck’s novel The Grapes Of Wrath and many songs by Woodie Guthrie describe the disappointments of these people.

    Hoover was born into a Quaker family in an Iowa village, but after his parents' deaths lived in Newberg, Oregon . He enrolled at Stanford University when it opened in , graduating as a mining engineer. He married his Stanford sweetheart, Lou Henry, and they went to China , where he worked for a private corporation as China's leading engineer. In June the Boxer Rebellion caught the Hoovers in Tianjin . For almost a month the settlement was under heavy fire. While his wife worked in the hospitals, Hoover directed the building of barricades, and once risked his life rescuing Chinese children.

Hoover was born into a Quaker family in an Iowa village, but spent most of his childhood in Oregon. He enrolled at Stanford University when it opened in 1891, graduating as a mining engineer. He married his Stanford sweetheart, Lou Henry, and they went to China, where he worked for a private corporation as China's leading engineer. In June 1900 the Boxer Rebellion caught the Hoovers in Tianjin. For almost a month the settlement was under heavy fire. While his wife worked in the hospitals, Hoover directed the building of barricades, and once risked his life rescuing Chinese children. One week before Hoover celebrated his 40th birthday in London, Germany declared war on France, and the American Consul General asked his help in getting stranded tourists home. In six weeks his committee helped 120,000 Americans return to the United States. Next Hoover turned to a far more difficult task, to feed Belgium, which had been overrun by the German army.

    Presidential Years As soon as Calvin Coolidge announced that he did not choose to run for reelection in 1928, Hoover was inundated with letters and telegrams urging him to run for president. The Democrats had nominated Alfred E. Smith, the first Catholic to run for the Presidency. Hoover and Smith were in accord on many issues of the 1928 campaign: reforms in child welfare, business practice, and the prison system; the Hoover was elected by one of the biggest majorities in the history of the Republican party. His Vice President was Charles Curtis.
    On a rainy March day, Herbert Hoover took the oath of office as the 31st President of the United States. He brought to the presidency a wide range of interests, information, and experience. He banked his presidential salary and gave it entirely to charity. From the day Hoover organized the Belgian Relief in 1914, until his death fifty years later, he never accepted for his private use any payment for public service. He had reached the highest office in which Herbert Hoover felt he could make the greatest contribution to his own country.
    When Hoover became president, there was a frenzy of activity on the stock market. People were buying stocks by borrowing money, or they were buying stocks on margin (buying with only a portion of the money down, and the rest out of profits). This had been going on since the early 1920's and Herbert Hoover knew this gambling in the stock market was dangerous.

    Keep in mind that in the table above, the % of the U.S. population for religious groups are current figures. Religious groups have had much different proportions at various time in U.S. history. One of the most over-represented religious groups among U.S. presidents is Unitarianism. Despite merging with Universalism in the 1960s, the combined proportion of Unitarian Universalists in the U.S. population is just 0.2% of the population (one in every 500 Americans). Yet there have been 4 Unitarian presidents. Another over-represented religious group among U.S. presidents is Dutch Reformed, by virtue of having two U.S. presidents, yet having only a small number of people left in the country who identify themselves as Reformed. The contemporary heir to the Dutch Reformed churches is the "Reformed Church in America," which has about 300,000 members in the U.S. and Canada. (Alternatively, one might count only a single president as Dutch Reformed, if Theodore Roosevelt is counted as an Episcopalian sources differ on this subject . Even only one Dutch Reformed president would constitute statistical over-representation.) After that, Disciples of Christ, Episcopalians, and Quakers have also had representation in the White House far outstripping their proportion of the U.S. population.
