The Software Process Improvement Network is comprised of individuals who want to improve software engineering practice. The individuals are organized into regional groups called "SPINs" that meet and share their experiences initiating and sustaining software process improvement programs. They meet annually at the Software Engineering Process Group (SEPG) Conference , which is co-sponsored by the Software Engineering Institute and a regional SPIN. Edward V. W3C Web Services Working Groups Release New Drafts on Handling of Binary Data.
Six new or updated specifications related to binary and wire-format data have been released by W3C Working Groups. "XML-binary Optimized Packaging" (XOP) and "SOAP Message Transmission Optimization Mechanism" are in Last Call through 2004-06-29. A new W3C Note on the XOP Inclusion Mechanism explains the WG's design choices. The new "Assigning Media Types to Binary Data in XML" WD provides an XML Schema mechanism for indicating a 'xs:base64Binary' media type.
Tags for Identifying Languages: IESG Issues Last Call Review for IETF BCP.
The IESG has announced a last call review for the Internet Draft "Tags for Identifying Languages," pending a decision to approve the draft as an IETF Best Current Practice (BCP) RFC. "RFC 3066bis" provides enhanced stability and expressiveness for language identification in markup. It describes the structure, content, construction, and semantics of language tags for use in cases where it is desirable to indicate the language used in an information object.
