General policy The officially recognized disability policy in Holy See is expressed in law and in guidelines adopted by the Government. The emphasis - in descending scale - is on: individual support, accessibility measures and anti-discrimination law.
The Government has not done anything to initiate or support information campaigns conveying the message of full participation.
Legislation The rights of persons with disabilities are protected by general legislation. The institutional mechanism adopted to protect the rights of persons with disabilities is due process (legal remedy through courts), while non-judicial mechanisms include a Governmental body (administrative).
Medical and other health care is guaranteed by law to persons with disabilities.
Accessibility There are rules to ensure accessibility of the build environment requiring that public places and housing are made accessible. Accessibility in the build environment is observed by a national authority. Access to public places has been promoted by the Government in order to facilitate accessibility in the build environment. Technical factors is the most difficult obstacle when planning to build accessible environments.

“While the Roman Catholic church has made many positive contributions to peace and justice at the UN, neither these contributions nor the negative stands the Holy See has taken on women’s rights and reproductive health are the heart of the matter. The heart of the matter is the fact that the Holy See is not a state, but the government of the Roman Catholic church. To grant state status and special privileges to this religion over all others is simply unfair. The ‘See Change’ Campaign seeks a level playing field in the UN for all religions,” said Frances Kissling, president of Catholics for a Free Choice. “The legal status of the Holy See as a nation-state is questionable. It does not meet the same criteria of nationhood as the other nations that are participating in the UN,” noted Anika Rahman, international program director at the Center for Reproductive Law and Policy.

Preamble
The Holy See and the State of Israel, Mindful of the singular character and universal significance of the Holy Land; Aware of the unique nature of the relationship between the Catholic Church and the Jewish people, and of the historic process of reconciliation and growth in mutual understanding and friendship between Catholics and Jews; Having decided on 29 July 1992 to establish a 'Bilateral Permanent Working Commission', in order to study and define together issues of common interest, and in view of normalizing their relations; Recognizing that the work of the aforementioned Commission has produced sufficient material for a first and Fundamental Agreement; Realizing that such Agreement will provide a sound and lasting basis for the continued development of their present and future relations and for the furtherance of the Commission's task, Agree upon the following Articles:

    The Roman Catholic Church is uniquely positioned to influence international deliberation on a wide range of issues, including population, family planning, and women's rights. Since the inception of the United Nations, the Roman Catholic Church has been an active participant in numerous international conferences organized by this powerful organization. Recently the Church has been involved in the 1992 United Nations Conference on Environment and Development, the 1993 Vienna Conference on Human Rights, and the preparatory process of the 1994 International Conference on Population and Development. In some of these conferences, the Church has taken high profile positions that have sparked worldwide attention and raised questions regarding its status at the United Nations. This publication provides information about the position and role of the Roman Catholic Church at the United Nations.

    This is truly a momentous occasion. World leaders and experts in the field of financing and development have come together to discuss those issues that will help lead to finding realistic and workable ways to address the elimination of poverty and the advancement of the human family. The very fact that this meeting is being held is, in a way, an achievement in itself. The journey to Monterrey has its beginnings in 1997 with the adoption of the Agenda for Development and has brought us to reflect and design ways to finance development. Also, during each of the recent United Nations Conferences, Summits and Special Sessions, discussions in the areas of economic and financial development have been held. At the Millennium Summit, Government leaders recommitted themselves to meeting a series of development goals, among them, the eradication of poverty and providing access to basic social services including health, education and clean water.
