Indigenous people still the poorest of the poor (8 August 2001)
BANGKOK (ILO News) – The world’s highest infant mortality rates, lowest income levels, most widespread illiteracy and slimmest access to health and social services are to be found among the world’s 300 million indigenous people, half of whom live in Asia. Wherever they may be, the 5,000 indigenous and tribal groups spread among some 70 countries around the globe tend to have one thing in common: they are the poorest of the poor. Speaking on the International Day of the World’s Indigenous Peoples (9 August), Mr Yasuyuki Nodera, Asia-Pacific Regional Director of the International Labour Organization (ILO), underscored his Organization’s concern for indigenous rights in the region. To this day, the ILO remains the repository of the only instrument of international law specifically safeguarding the rights of indigenous people, the Indigenous and Tribal Peoples Convention, 1989 (No. 169). That Convention provides, among other things, that “indigenous and tribal peoples shall enjoy the full measure of human rights and fundamental freedoms without hindrance or discrimination.”

We especially endorse the EIR recommendations that deal with indigenous peoples because these are largely consistent with our own demands for reforms in the World Bank and in the extractives industry. We commend the eminent person Dr. Emil Salim for recommending appropriate measures to ensure that World Bank policies and projects effectively address the negative impacts of extractive industries on our peoples. Positive aspects of the EIR report The findings of the independent EIR Report corroborate the concerns that indigenous peoples have raised about World Bank-assisted extractive industry projects and their negative impacts on our territories, well-being and livelihoods. The report confirms that these industries have violated our fundamental rights and have a devastating effect on our lives, our territories and our cultures. The UN Special Rapporteur on the rights of indigenous peoples, Dr. Rodolfo Stavenhagen, for instance, states that extractive industries are “

From Opium to Chrysanthemums A Film by PeÅ Holmquist and Suzanne Khardalian
Once they were known for cultivating opium. Their stronghold was the "Golden Triangle" in the borderland of Thailand, Laos and Burma. They were the Hmong, and one of their leaders was the charismatic headman Lao-Tong. At the height of the Vietnam War, in 1969, Swedish filmmaker PeÅ Holmquist traveled to South East Asia to make a film on Lao-Tong and the Hmong people. FROM OPIUM TO CHRYSANTHEMUMS documents Holmquist's return after 30 years. With new material filmed in Thailand, Laos, and the United States, and incorporating scenes from the 1969 documentary, the film shows how much has changed, and what has happened to the Hmong, both in Thailand and Laos, and in the United States.
