H e a d l i n e Impact of Heat Waves on Mortality — Rome, June 1–August 15, 2003 Mortality and Morbidity Weekly Report P Michelozzi, MS, F de’ Donato, MS, G Accetta, PhD, F Forastiere, PhD, M D’Ovidio, and C Perucci, MD Dept of Epidemiology, Rome Local Health Authority. L Kalkstein, PhD Center for Climatic Research, Univ of Delaware. During the summer of 2003, record high temperatures were observed across Europe, and Italy was one of the European countries most affected by these th is e high temperatures. The higher frequency and intensity of h eat waves might lead to an increase in heat-related deaths in the future with the greatest impact on urban populations, particularly the elderly and the ill. A Heat Health Watch Warning System (HHWWS) has been activated in Rome in since to alert health and social services of potentially oppressive weather conditions that negatively affect health To assess the health impact of the heat wave in Rome, the Department of Epidemiology of the Rome Health Authority evaluated the relationship between temperature and daily mortality for the period June 1–August 15, 2003, and compared the observed excess mortality observed with the mortality estimated predicted by the HHWWS. The results of the analysis indicate record excess mortality during heat wave periods, and a strong association between daily mortality and temperature. The HHWWS was able to

A National Problem
Heat kills by taxing the human body beyond its abilities. In a normal year, about 175 Americans succumb to the demands of summer heat. Among the large continental family of natural hazards, only the cold of not lightning, hurricanes, tornadoes, floods, or earthquakes - takes a greater toll. In the 40-year period from 1936 through 1975, nearly 20,000 people were killed in the United States by the effects of heat and solar radiation. In the disastrous heat wave of 1980, more than 1,250 people died. And these are the direct casualties. No one can know how many more deaths are advanced by heat wave weather - how many diseased or aging hearts surrender that under better conditions would have continued functioning. North American summers are hot; most summers see heat waves in one section or another of the United States. East of the Rockies, they tend to combine both high temperature and high humidity although some of the worst have been catastrophically dry.

Heat Wave Information
MINNESOTA FACTS
  • Minnesota doesn’t experience many heat waves, and is better known for its cold, snowy winters. However, killer heat waves have affected the Gopher State. The heat waves in July and August of 2001 claimed 11 lives. Five of the deaths occurred in Duluth – the first time there were heat fatalities in the typically cool city along Lake Superior. Hennepin County also saw five heat fatalities, and one heat fatality took place in Mankato. In late July 1999, a three-day heat wave was followed a couple days later by another three-day heat wave. Two deaths occurred. Temperatures were in the 90’s and 100’s and dewpoints reached the 70’s and low 80’s. During July 1995, a heat wave resulted in the deaths of two people as temperatures soared into the 90’s and low 100’s, along with dewpoints in the 70’s and low 80’s. Minneapolis-St. Paul registered it highest dewpoint on record, reaching 82.4 in the early morning hours of July 13. Many other areas of the state have occasionally measured dewpoints in the low 80’s.

Heat waves, Housing and Health
A one-day workshop on "heat waves, housing and health" in the UK was held at LSHTM on 7 May 2004. The meeting was jointly hosted by LSHTM, London Metropolitan University and the University of Birmingham. The objectives of the meeting were:
  • To review current knowledge on linkages between heat, health and housing, and identify research priorities To review the evidence base for public health responses to heat waves, and what can be learned following the heat wave of 2003 in Europe. To discuss the nature and potential benefit of a heat health warning system for London (part of the EC funded PHEWE project). To identify implications of climate change on heat-related health impacts. To develop a research and response network.

New breed of heat wave
NIU researcher: It's not the summer heat but the humidity DeKalb, Ill.- A study by Northern Illinois University climatologist David Changnon indicates the Chicago region is more apt now than in decades past to experience heat waves accompanied by extreme and dangerous spikes in humidity. And a familiar crop with a propensity to sweat day and night could be at the root of the problem. "Our research findings at NIU suggest that a new, more dangerous breed of heat wave has become established in northeastern Illinois," said David Changnon, a climatologist and NIU professor of meteorology. "Heat waves today are different than they were a half century ago because they are more frequently accompanied by extreme spikes in humidity," Changnon said. "I strongly suspect that changes in agricultural methods — particularly in the area of corn production — are playing a major role in this by adding more water vapor to the lower atmosphere of the Upper Midwest." All plants transpire, that is, release water vapor into the atmosphere through their leaves. Corn is unique in that it belongs to a family of plants that transpire, or sweat, both day and night. "Stand in any cornfield and you can feel the increased humidity," Changnon said.

American Red Cross, FEMA, IAEM, IBHS, NFPA, NWS, USDA/CSREES, and USGS. Why Talk About Extreme Heat? Heat can kill by pushing the human body beyond its limits. Under normal conditions, the body's internal thermostat produces perspiration that evaporates and cools the body. However, in extreme heat and high humidity, evaporation is slowed and the body must work extra hard to maintain a normal temperature. Elderly people, young children, and those who are sick or overweight are more likely to become victims of extreme heat. Because men sweat more than women, they are more susceptible to heat illness because they become more quickly dehydrated. The duration of excessive heat plays an important role in how people are affected by a heat wave. Studies have shown that a significant rise in heat-related illnesses happens when excessive heat lasts more than two days. Spending at least two hours per day in air conditioning significantly cuts down on the number of heat-related illnesses.

HEAT WAVES KNOW WHAT THESE TERMS MEAN
  • Heat wave: Prolonged period of excessive heat and humidity. The National Weather Service steps up its procedures to alert the public during these periods of excessive heat and humidity. Heat index: A number in degrees Fahrenheit (F) that tells how hot it really feels when relative humidity is added to the actual air temperature. Exposure to full sunshine can increase the heat index by 15 degrees F. Heat cramps: Heat cramps are muscular pains and spasms due to heavy exertion. Although heat cramps are the least severe, they are an early signal that the body is having trouble with the heat. Heat exhaustion: Heat exhaustion typically occurs when people exercise heavily or work in a hot, humid place where body fluids are lost through heavy sweating. Blood flow to the skin increases, causing blood flow to decrease to the vital organs. This results in a form of mild shock. If not treated, the victim may suffer heat stroke. Heat stroke: Heat stroke is life-threatening. The victim's temperature control system, which produces sweating to cool the body, stops working. The body temperature can rise so high that brain damage and death may result if the body is not cooled quickly.
